Assistant Fire Chiefs 3, captains 4. Drivers , F i 5. Firemen SECTION 2, PLATOONS, The Fire Department shall be divided into two platoons, "A" and „D, Platoons will change at B &,111, "A" Platoon will f remain on duty twenty-four (24) hours and will be relieved by "b" platoon whioh } will remain on duty twenty-four (2 j 4) hours, Platoons will alternate, twenty- four (24) hours on duty and twenty-four (24) hours off duty and each man, u on p . being relieved~ shall inform his relief of the previous day's activities so that he may answer any questions of the citizenry, @xT1WAY j~{a5{! 4•~quWt? r l Page 2 SECTION 3. STATIONS; Captains shall be in full charge of the stations under the supervision of the Assistant Chief who is responsible to the Chief, When it is necessary for a captain to be relleved or swap shifts, an officer of equal or next lower rank shall be the other party to the exchange. The authority and duties of the captain of the shift will be assumed by the Officer taking his j place. z ARTICLE 2. CHIEF OF THE FIRE DEPARTMENT SECTION 1, EXECUTIVE HEAD; The Chef of the fire Department shall be f appointed by the City Manager and confirmed by the City Council and shall be the executive head of the department. SECTION 2. RESPONSIBILITY: He shall direct the operations of the I ~ • department, enforce the rules, regulations and procedures of the department, and shall as often as practicable, assure himself by personal inspection that the various divisions, plarcons and stations are maintained at the highest point { of efficiency and that each station is being properly conducted and being kept in I good order. 7 j SECTION 3. PROPERTYAND EQUIPMENT: He shall have immediate custody, care and managsmont, subject to the direction of the City Manager, ~l i 3J12i)e: MWAY'A Yh~ yN'pg3 { Page 3 of all buildings, apparatus, equipment, suppiles, ladders, hose and any and all other property and equipment assigned to the Fire Department. SECTION 5. RESPONSE TO ALARMS: He shall determine the order In which stations shall respond to alarms, SECTION G, CONTROL OF PERSONNEL: Fie shall, subject to the approval of the City Manager have sole and absolute control over all persons { j j connected with the fire Department, He may from time to time prescribe and establish such rules and regulations and procedures as he may deem i advisable, providing that such action does not conflict with the rules and 3 general plan of rules approved by the Oity Council, SECTION V. AUTHORITY TO ORGANIZE OR REORGANIZE STATIONS: He shall assign to each station as many officers, drivers, and firemen as he may deem necessary and :hall have the authority to transfer or to completely t, reorganize the membership of any station, ;y i SECTION 8, AUTHORITY TO SUSPEND MEMBERS: The Chief of the Fire Department may, pending investigation And 5ubjeot to the approval of the City i Manager, suspend any officer or member of the department from duty when in his judgment the circumstances warrant such action. SECTION 9. MAINTENANCE: He shall have full supervision over the departmont's shops, and shall satisfy hlmsol, by personal inspection that all repair work, building of new apparatus and equipment, station repairs, etc, , is ' properly conducted, I] A 1 cz>awr~~ Page 4 SECTION 10, DEPARTMENT TRAINING; He shall have full supervision over the department's training and shall satisfy himself by personal inspection that all officers and members of the department are trained to the highest degree of efficiency. SECTION 11, UNIFORM AND BADGES- The Chief of the Department { shall prescribe the kind and type of uniforms and badges to be worn by officers i and members SECTION 12, ANNUAL ESTIMATE; He shall, as often as may be consistent with duties of his office, examine the condition of all the buildings, apparatus and equipment and shall prepare an' submit to the City Manager an estimate of the cost of operating the Fire Department during the fiscal year, r; SECTION 13, 'LIMIT THE POWER OF AUTHORITYs Nothing In these rules, regulations and procedures shall be construed to limit the power and t° authority granted the Chief of the Fire Department by the City Charter and by State and Federal laws, in the operation of extinguishing any fire and taking thy: necessary precautions to prevent the spread thereof, r ARTICLE 3, j } ASSISTANT CHIEFS f SECTION 1, APPOINTMENT CIVIL SERVICEi The Assistant Chiefs I will be selected by the Fire Chief from the qualified men making the highest grades on the proper Civil Service Examination. t: i x IX!'F"f9~ 1 tV:1 A Page 5 1 I SECTIC14 2, RESPONSIBILITY: The Assistant Chiefs shall be responsible to the Chief for all activities of the Denton Fire Department, SECTION 3, SECOND IN COMMAND: In the Absence of the Chief, he shall assume the ditties of the Chief and shall be responsible for all the activities r of the Fire Department, f SECTION 4, MAINTENANCE- fie shall be responsible to the Chief for the i repair, maintenance of the department's station, apparatus, and equipment, SECTION 5, TRAINING: He shall be responsible to the Chief for the department's school and training program. SECTION 6, SUPERVISION OVER CAPTAINS, fie shall, subject to the approval of the Chief, exercise supervision over captains and over the personnel of all stations. SECTION 7, AUTHORITY TO SUSPEND OFFICERS AND MEMBERS: Ile may, pending investigation and subject to the approval of the Chief, suspend any l officer or member of the department from duty, when in his Judgment circumstances J warran t such action, 1 E SECTION 0. INSTRUCT CAPTAINS: He shall instruct the captains in the r; r full performance of their duties. SECTION 9t ENFORCE RULES, REGULATIONS AND PROCEDURES,, He shalt enforce tho Rules and Regulations and Procedures of the Department, and shall & see that proper reports ark) model rind records kept. I Page 6 SECTION 11, OTHER DUTIES: Ile shall por£orm such other duties as may be prescribed by the Chief of the Department. ARTICLE 4. CAPTAINS STATION SECTION 1, APPOINTMENT CIVIL SERVICE: The rank of captains shall l I be next below that of Assistant Chiefs, SECTION 2, RESPONSIBILITIES: Captains are the only officers whose t° f a~1 command is at all times under their immediate supervision and control. Conde- 1 quently, their position is one of utmost importance in the enforcement of disoipllne and the promotion and maintenance of efficiency, Therefore, they should consider g it their duty to set a good example and require that their commands measure up to the high standard of departmental requirements, is t SECTION 3, DUTIES,, Captains shall under the direction of the Assistant t Chiefs, have control over their respective stations, when on duty, They phall } be just, dignified and firm in their dealings with subordinates, and shall abstain f from abusive and immoderate language In giving orders as well as conversation. They shall see that all orders, rules, regulations, and procedures of the department { are strictly obeyed, and promptly report in writing through channels, any I violations, SECTION 4. CHAIN Of COMMAND, They shall make all departmental 7 reports and refer all official matters relating to the department to or through i ' the assistant chiefs. SECTION6, FIRE ORDINANCES: Captains shall promptly report to their superior all violations of the fire ordinances In their district which may came to their notice, paying special attention to obstruction of fire hydrants or street by building material, excavations or otherwise and shall report hydrants in need l of repairs, i SECTION 7. CARE OF APPARATUS AND EQUIPMENT: Captains shall see that all equipment, apparatus, hose, ladders, tools, and other appliances are kept in a neat and clean condition and ready for use at all times, k f SECTION 8, CARE OF QUARTERS: Captains shall see that the quarters are kept clean and in well ordered condition, t` SECTION 9 . RULES, REGULATIONS AND PROCEDURES; Captains shall require all members of their company to familiarize themselves with the rules, I f s regulations and procedures, and with all general and special orders, SECTION 104 HOME ADDRESSES-. Captains shell keep a permanent and apcurate record of the home addresses, telephone numbers and emergency addresses or numbers of all members of their station, SECTION 11, BULLETIN BOARD: Captains shall keep the bulletin board conspicuously displayed in quarters, and a file of general and special orders within easy access of all members. i t N NN 4ilti itlpl 1 Page 8 SECTION 12, LOCATION OF 13UILDINGS: Captains shall see that all members of their platoon are familiar with the type, general location and layout of buildings in their respective districts, SECTION 13, RECEIPT OF PROPERTY: Captains shall receipt for property received and account for it as often as required. SECTION 19, POLITICAL AND SOCIAL GATHERINGS: Captains shall 1 permit no political or social gatherings in quarters unless authorized by the j Chief of the Fire Department. SECTION 156 LOCKERS: Captains shall make inspections of lookers and their contents, but no such inspection shall be made except In the presence of the occupant of the locker or two other members of the Fire Department. SECTION 161 PRESERVE ORDER AND DISCIPLINE; It shall be at all times the duty of the captain to preserve order and discipline, require and enforce strict compliance with the rules and regulations of the department and with the orders of the Chief and other superior officers. SECTION 17. COMMAND AT FIRES: It shall be the duty of the first ` s captain arriving with his company at a fire to exercise command until the arrival A of a superior officer, to whom he shall report and whose orders he will obey, ` SECTION 18, EXAMINE PREMISES: They shall see that the premises on , I which a fire occurs is left in such a condition that the fire will not rekindle and cause further damage. I 7, SECTION 19. OFFICIAL MATTERS: They shall bring official matters to the attention of the Assistant Chief, f 8:4i."ihryl Y'.kPkr'~ l 4YN`JxA u+1i6Wvy ipyp{(i a Page 9 I SECTION 20, SUSPECTED INCENDIARISM: In case of suspected incend- iarism, they will cause the Fire Department to be notified immediately, and, if necessary, detail a fireman to watch the premises until the arrival of the Fire Marshal or investigators, SECTION 21 , REPCR T OF UNUSUAL, CIRCUMSTANCES: They shall notify the Assistant Chief of any unusual happenings or circumstances which may arlse, not covered by the department's rules, regulations and procedures, SECTION 22, COUNTERMANDING ORDERS: Captains will be notified ,i before their orders are countermanded. { SECTION 23, CLEANLINESS; They shall be responsible for order and cleanliness in and around company quarters. SECTION 29, AUTHORITY TO SUSPEND: Under circumstances of emergency, t such as intoxication, willful refusal to obey orders, or such behavior that the Interest of the company would suffer by his remaining on duty, captains shall 4 1 1 have the authority toterrporgrily suspend any member under their command, and prefer charges immediately, but within twenty-four (24) hours to the Chief of the Department, in writing through channels, SECTION 2S , ONLY FIREMEN TO RID); APPARATUS: Captains shall not permit any person or persons, other than regular members of the Fire Department to ride on the apparatus, either while going to or returning from fires, except by special permission of the Chief of the Department. :x:41 S" lliVEfP.Y.~ tir'ITJR!, (kr:s:,*aFX .1144 1AS'VJ914%!j ~Rf ' • LQ`ypp11{ Page 10 SECTION 26: OTHER DUTM They shall perform such other duties as may be prescribed by the Assistant Chiefs or other superior officers. SECTION 27, DUTIES OF CARING FOR THE STATION; He shall arrange the duti as of caring for the station and apparatus with due regard to an equal division, and all necessary work shall be completed before 10,30 a, m. except i on such days as may be designated as general cleaning days. No games may be played ar any form of recreation indulged in until after work is finished, ' SECTION 28, IDUNGING ABOUT THE STATION; Ho shall not allow continual lounging about the station by undesirable or intoxicated persons, nor i the unnecessary use of profane, indecent or unseemly languane. SECTION 29, ESCORTING VISITORS; He shall politely escort visitors or see that they are properly escorted, through the station and see that courteous explanations concerning the apparatus and equipment are made to them. Children I shall not be permitted to wander through the station unless accompanied by an l adult, i SECTION 30, LOANING OF CITY PROPERTY-. He shall see that no City t E property in his charge is loaned to a citizen without permission from the Chief j' of that department. SECTION 31, REPORTS UNFITNESS OF DUTY; He shall prompd y report, II in writing any member who shall be unfit for duty for causes other than injury ; or illness, or whose conduct is prejudicial to discipline, ,ti s•:,fel. R•,L4:'oGL nl:b':: r~IW Lp.4rt0.t i F , Page 11 SECTION 32, COMMUNICATIONS: He shall receive and promptly forward to the Chief all communications for members of his command relative to affairs of the department, SECTION 33, INTOXICATING LIQUORS; He shall not allow intoxicating liquors to be brought into ar used in the station, except when ordered for an i ill or injured member by a registered physician, In case any member ahall carry or f allow any one else to carry Intoxicating liquors of any kind Into any fire station, or become intoxicated, or under the influence of intoxicating liquor, the officer in charge will notify the chief at once, j SECTION 39, INSPECTIONSi He shall have the apparatus battery y Inspected by the driver each day, He shall see that the apparatus Is at all I times in condition for Immediate service and shall be responsible for all equip- ment thereon belongin g to the City, SECTION 35, RE0"ECT'IVE COMMANDBi Captains are charged with the :i I` 1 duty of requiring each and every member of their respective commands, to 4 t qualify under the direction of the chief, as apparatus drivers, mastering the operation, its details of the apparatus in their respective units, SECTION 36, EFFICIENCYi Commanding officer shall report promptly to the ohief, with all particulars if any municipal department public service corporation or any individual, or any officer or employee of such department k or corporation, has Interfered with the work of the department or had refused I the cooperation requested and necessary for the greatest efficiency of this I department, R%JF'fia raseu+e ~ CjkpfQ Page 12 SECTION 37, REPORT OF' 9ROKEN ARTICLES: The captain shall, when glass or other articles are broken in company quarters, make a report showing in what manner it was broken, who was responsible and whether, in their opinion, it was the result of carelessness or not. ARTICLE 5 DRIVERS ,r E SECTION 1, APPOINTMENT: Drivers shall be appointed through ; competitive Civil Service Examinations, SECTION 2, DUTIES AND RESPONSIBILITIES: Under the immediate supervision of their superior officers, they shall be held responsible for the sf{. apparatus or car entrusted to their care and for its readiness for service h at all times, SECTION 3. CHAIN OF COMMAND: They shall make all departmental reports and refer all official matters relating to the department, to or through ti their immediate superior officer, i SECTION 9, PROPER CARE; Drivers shall be hold responsible for the 4z proper, care of motors, pumps and other mechanical parts of apparatus and shall not allow damage due to freezing, racing of motors, lack of lubrication, ` or for any other cause, SECTION 5, STARTING MOTORS IN RESPONSE TO ALARMS: Drivers of the cars and apparatus must not start motors until after the location of the fire f has boon announced, w4k1 1 A Page 13 I SECTION 6. CLEANI,INESS: They shall see that the motor pumps and all moving parts at all times are kept clean and free: from road dirt. SECTION 7, RACING MOTORS; Drivers must not race motors when apparatus is standing idle, SECTION 6, INSPECTIONt "On-Go;'1ng" drivers shall check their f' apparatus to see that there is a full supply of gasoline, lubricating oil and J water; they shall also test batteries, ignition,"linhting sykitem, radio and I brakes and if repairs are needed, proptly notify their commanding officer who shall in turn notify the chief. V SECTION 9. EXCESSIVE SPEED; Excessive speed is positively forbidden, Officers shall be held responsible to see that this rule is obeyed, ` SECTION 10 CAUTION., When responding to alarms, drivers will get the f apparatus to the scene of the fire safely and sanely at a speed not to exceed regulations, and shall at all times have the apparatus under control, When .r ~ turning corners, passing through a'orowded street, street intersection, school, hospital or where the traffic is heavy, shall cause the apparatus to be slowed down to a speed considered safe. ! SECTION 11, RETURNING rROM FIRES; No apparatus shall be driven at a speed in excess of thirty (30) miles per hour when returning from fires, the department's shop, drill tower, except in case of emiDrgenoy, i, "SECTION 12, DRIVERS LICENSE: All drivers of apparatus or department , I s. cars must have their State Drivers License, F.r Pago 14 SECTION 13, TRAFFIC VIOLATIONS; It is expressly understood that at no time shall a driver violate a traffic rule or regulation while returning from fires SECTION 14. HELD RESPONSIBLE: Drivers shall be hold responsible for a knowledge of the following items of information, A. Correct position of discharge gate on p0np 1 B . Construction and method of setting and caring for j automobile relief valve also positions of leads to ii compound and pressure gauge, C. Methods of engaging pump gears and difference between capacity, and pressure drive, D. Maximum revolution of motor and when to drive pump on capacity and pressure side, E, Correct control of automatic relief valve with throttle, t1 and the reading of gauges on shutting down and opening ,rl r U A, up lines, ;E. F, Methods of relieving pump pressure on complete shut- r' down of lino, G. Care and lubrication of automatic relief valve and pump after operating H. How to get engine to draft, the Importance of having i suction side of pump airtight, positions of discharge ' gates and shut-off on nozzles, reading of compound j gauge, care of cooling system, position of pump gear i control lever, control of pump pressure, and holding of water in,pump,on complete shutdown of lines, position tir y of strainer to water. Working knowledge of all streets, numbers and hydrant I locations, r SECTION lb, OTHER DUTIES: They shall perform such other duties as may be prescribed by their platoon offioor, 1 .r 1 1 Gu1CAU itV F,WAF J Page 15 ARTICLE 6 FIREMEN SECTION 1, APPOINTMENT OF FIREMEN: CIVIL SERVICE: Entrance to the department shall be through competitive Civil Service examination, Those selected from the Civil Service eligible register shall serve six (6) ! month probationary period, r SECTION 2, DUTIES AND RESPONSIBILITIES OF MEMBERS: Members shall perform all duties delegated to them by their superior officers. Firemen Ire . 5 shall acquire the knowledge or operation of all the various types of apparatus t 1. tools and equipment in use in the department and under the direction of their superior officers maintain such apparatus, tools, and equipment (in their care or possession) in a clean condition and in readiness for operation at all times, 1 Each member of the department shall devote his entire time and attention to the businesa of the department, and is expressly prohibited from following any other calling or being employed In any other business that would render l' him incapable of dischargeing his regular duties, { Firemen shall constantly promote their physical and mental welfare, of=r ( Fire ~f j Courage in the face of danger is one of ~he traditions of the/Department, SECTION 3, CHAIN OF COMMi.NDi They shall make all departmental l i * 6 reports and refer all official matters relating to the depamnent to or through their immediate superior officer. SECTION 4, COURTESY AND CLEANLINESS: Firemen shall be courteous and helpful in their relations with the public and strictly observe the rules na~t,4wr Page 16 of cleanliness of their persons and surroundings. SECTION 5. ACTING OFFICER: A fireman detailed as acting officer shall be afforded the same observance courtesies, and privileges of a regular appointed officer, A regularly appointed officer of equal rank will take pro- cadence in command at fires over acting officers. Example: A regularly f appointed captain would take command over a fireman acting as captain, 1 SECTION 6. RULES, REGULATIONS AND PROCEDURES: Members of the department shall acquaint themselves with all matters contained in these rules, regulations and procedures, They shall also read and become familiar with the laws and ordinances, general and special orders relating to the fire department and be permitted at all times to persue them, Members of the department should understand that the Rules, Regulations it and Procedures are not intended to cover everything which may arise in the discharge of their duties, Some things must necessarily be left to their intelligence and discretion. In the matter of general conduct not within the scopes of department rules, members shall be governed by the ordinary rules of good behavior observed by law abiding citizens, SECTION 7, CLEANING APPARATUS AFTER FIRES! Members will be f -responsible for cleaning apparatus as soon as possible after returning from a r+: fire, °Y SECTION B. REPORT roR DUTY PROMPTLY AT THE APPOINTED TIME: , Members reporting for duty must arrive at quarters at the appointed time without frail, Tardiness shall be immediately reported by the platoon officer to the woo iWAmpp1' i 1 M 1 Page 17 I Assistant Chief, SECTION 9, UNIFORMS; Members of the uniform force shall wear I the regulation uniform of the department when actually on duty or on special detail, Regulation uniforms are to be specified by Piro Chief. SECTION 10. RESIDENCE TELEPHONE: All members of the department shall reside In the limits of the City of Denton, shall be required to provide means of telephonic communication In their place of residence, either direct or indirect, and shall keep their platoon officers informed of the correct number. i' SECTION 11. RECALL OF OFF-.DUn" PLATOONS; Off-duty ' members will be required to answer multiple alarm fires or other emergencies when ordered by the t offloor in charge of the fire or emergency, Members shall report to the fire or place of emergency unless their company has been previously designated to 1 place a reserve company in service, in which case they will report to the f appointed place and place such company in service, t SECTION 12, CONGESTION OF SIDEWALK, Congestion on the ,sidewalk' s in front of or adjacent to Fire Stations is prohibited and any congestion which j firemen cannot clear immediately shall be reported immediately to the police department, SECTION 13, REMAIN AT QUARTERS WHILE ON DUTY: Members on duty i shall not be more than 100 feet from the door of fire station and entering any I bill ding other than the station is prohibited without special permission of their y platoon captain. ;F rA t' R[1~1fiwR$y IKY.1S}~1 I { A Page 1S SECTION 14. OTHER DUTIES: They shall perform such other duties as may be prescribed by their superior officer. SECTION 15, POLITICS: Members of the Fire Department are protected by Civil Service and shall take no active part, either directly or indirectly, it, politics except to cast their vote for the candidate of candidates of their i i personal choice. Members will not be permitted to publicly discuss politics around j stations. Any violation of this rule will subject any member of the fire department to suspension or reduction in g adeA ARTICLE 7 f i t 'V { FIRE DUTIES GENERAL REGUTATIONS' SECTION 1. CAfTAINSi The captain of the dlstHot in which a fire occurs I or originates shall have precedence over other captains. The order of the officer j In command shall be obeyed by all members present at a fire, SECTION 2. COMMAND, The officer who first arrives at 'a fire shall ' be in command until the arrival of a superior officer, and the ranking officer present shall assume command upon his arrival. His orders shall be obeyed 11 r by all members present at the fire or on duty connected with same. EXTRA ALARMS: Second or greater alarms and special calls shall be sent only by order of the officer in command, SECTION 5. ON APPROACHING FIRE. On approaching a fire, a driver of the apparatus shall always slow down, ladder trucks shall come to a halt not more than 100 feet from the fire unless otherwise ordered and later arriving { i companies shall aid those already in action in raising ladders and hying hose when so j ordered ~ SECTION E, BLOCKING TIRE HYDRANTS. Drivers of all trucks and cars F' shall not stop their apparatus in front of a fire hydrant, ALL APPARATUS WHEN AT A STOP SHALL BE PARALLEL WITH THE CURB WHEN POSSIBLE. tt- oi.r SECTION I, GO INTO ACTION. The first engine company to arrive at a fire shall immediately act to rescue any persons who may be in danger and G' then lay a line, connect up and, if necessary, go into action upon orders of the i officer in charge. SECTION d, ACCIDENTS ANI) INJURIES: The Assistant Chief shall a be notified of accident or inJury of any member. t. SECTION 9, RELIEF AT FIRES. In case of fire at the time for changing ~ shifts, the officer commanding the relieving shift shall proceed to the fire with i { the relieving shift, reporting to the officer in command of the fire unless notified otherwise by the officer in command of the fire. SECTION 10, ADVANCEMENT IN THE DEPARTMENT: Continuance of s and advancement shall depend solely on merit, character and good conduct, Employment and discharge shall be governed by the Civil Service Conimission, M ~uyyy lYiRN~V. REPORTS: In addition to regular reports, officers stall make such reports as circumstances merit. RACING TO FIRES; Racing to or from fires is strictly 1 prohibited and if several companies proceed on the same street to or from a fire, they shall do so in single file and at least 150 feet apart. s SECTION 30, UNNECESSARY NOISE; While at a fire the greatest degree of I silence compatible with an efficient discharge of duty shall be required, and any noisy conversation or boisterous conduct shall be sufficient cause for censure or other action by the commanding officer, SECTION 31 . REMOVING ARTICLES FROM THE SCENE OF A FIRE; Removing articles from the scone of a fire without permission of the owner i { ? of the promises shall be prohibited. SAFETY: Tho officer in charge of Eire shall observe f closely the condition of the building on fire, and shall order his men 1 from the roofs, floors, and other places which he considers unsafe. COUNTY FIRES COMPANIES: Companies operating at County Fires shall report in service in the county when in position to c answer other county fires in their territory and shall report in service ' . when in position to answer their regular station district. MINOR TRAFFIC ACCIDENTS PROCEDURE: A minor traffic accident shall be defined as meaning any traffic accident involving Fire Department apparatus, gars, and equipment in which no , Person is injured. i In case of any accident involving any vehicle, the driver shall I , have the responsibility of calling the Police immediately. ACCIDENT REPORTSi The person in charge of any Fire Department apparatus or vehicle shall immediately make a full report in writing through proper channels, to the Chief of the Fire Department is following any traffic accident, either minor or major. INTOXICATING LIQUOR OR BEVERAGES: Members shall not t ~ be permitted to indulge in intoxicating liquor or beverages, in any form, while on duty at station, fire or elsewhere while in department j uniform. Members shall not be permitted to store or keep intoxicating liquors or beverages in a fire station. Any violation of this rule I 7 will subject member to dismissal, suspension, or faduction in grade. SECTION 15. GENERAL STATION CLEAN-UPt Saturday mornings are designated as general station clean-up and inspection days. Captains shall inspect their respective stations for general cleanliness, SECTION 16. Dormitory lights will be turned out at 10;00 P.M, and care will be exercised by those remaining up not to disturb sleepers. SECTION 2. DRESSING OF BEDS-, Bede shall, be kept in a presentable condition during the day time. SECTION 3, CLEANING OF BEDS; On linen changing days, Company i officers shall see that all bedsteads are washed, bed springs dusted, and mattresses turned over and swept on both sides with a broom, E! SMOKING IN BEDS. Smoking in bed is positively prohibited. SECTION 6. CARE IN REMOVING BEDS; Members will exercise caution in moving beds in dormitory, being cautious not to allow beds to bump 1 together when moving from one position to another, Members shall not ! sleep in bed at nights with outer clothing on. j SECTION 7. VENTILATION ON DORMITORY; Sleeping dormitory must be well ventilated at all times especially while being cleaned, 7 f ARTICLE 10. ORADING AND MARKING CIVIL SERVICE EFFICIENCY RATINGS z ~ SECTION 1, MUST BE FAIR AND IMPARTIALt Supervisory officers must' j be fair and impartial when grading members under their supervision. " SECTION 2. HOW PAPERS ARE CRADED; Captains will mark papers in ;i the first space provided on the blank, assistant chief in the ascend , space, and the Chief in the third spnes. SIX MONTHS: Papers will be marked every six (6) months, and each person will be allowed to see his rating sheet after it is graded and talk it over with the marking officer. SECTION 4. FINAL GRADING: The final grading of all efficiency ! gapers is done by the Civil Service Board. I r• SECTIONS. CONDUCT AND EFFICIENCY: It shell be the duty of the f 5 civil Service Board to set up a minimum standard on conduct and efficiency, and when it appears that an employee has fallen below this standard, the employee shall be called before the Board to show cause ff r; as to why he should not be removed, and if upon hearing, no reason is E shown satisfactory to the Board, he shall be removed, suspended, or h, { reduced in grade, as the Civil Service Board shall determine. ! SECTION 6. VALUE OF HIGH EFFICIENCY RATING: A high Civil Service rating is very important, as the efficiency rating counts thirty (30) 1 points on any promotional examination. Members should strive to merit good rating, officers should be very conscientious when marking the l efficiency ratings of a subordinate. 3 ARTICLE 11. LEAVE OF ABSENCE SECTION 1. ONE HOUR LEAVE: Leave of absence for one hour may be „t granted by the Captain to any member under his command when that member is relieved to the satisfaction of the captain. Relief for officers must be approved by the Chief. SECTION 2. REGULAR TWENTY-FOUR HOURS OFF: Each member of the fire I ,~f f fighting force shall be entitled to receive twenty-four (24) hours off duty after working a shift of twenty-four (24) hours, SECTION 3, EXCHANGE OF SHIFTS; Members of the Fire Department Mill 10 ~l F. w ~m F Wage 30 MY exchange shifts with other members of the Fire Department with equal rank and qualifications, not to exceed twenty-four (24) hours, by obtaining tho written consent of the fire captain on duty. However, no employee may be off duty for more than seventy-two (72) hours consecutively without first making application which will be endorsed, ' by the Fire Chief, These applications will be filed with the Chief of l 1+ the Fire Department and kept on record at all times. SECTION G. VACATIONS; Vacations for members shall be governed by State Law and the vacation list shall be made up in the admini- strative office of the Fire Department, A vacation period shall not t: exceed fifteen (15) calendar days in any calendar year. " SECTION 5. TIME Or?
