During 1974, the department lost 8 certified officers for a turnover
rate of 15%. This is an improvement oven the 1973 figure of 24%. The does
of personnel in 1,974, coupled with tho losses of 19730 tins caused a problem
in the patrol division in overall efficiency And productivity. The loss of j
personnel actually creates a shortage of personnel for several months even
though the opot may be filled.
The Denton Police Association, formed in 1974, has been active only in
the area of salary incranses. It is not possibly, to predict, at this time,
which direction the association may tako. It could depend on the type of
persona elected to head the association, Under the law, the association co
petition for an election to attempt to secure collective bargaining rights or'
a salary increase.
TRAVVIC
The department activity summary roflocts an 8% decrease in traffic
enforcement. This figure closely pnrallals the decline in traffic accidents
whore every category showed a declines

3. Property accidents down 84 for it 5% decrease.
{ This is a total of 98 fewer traffic accidents, a drop of Sy, for the year.

The loss in the traffic arrest column can also be attributed to an increase
s in man hours in training of 724 hours, total training hours were 5535. This is
an inaroado of M for the year.' Also, the time consuming increase in radio calls
(2008 more radio complaints) undoubtedly contributed to the decline in traffic
enforcement.

TRAINING
The lnrso personnel turnover rate of 1973 carried over Into 1474
training problems bringing training hours to 55350 a 15% increase over the
previous year, The Regional. Police Academy has increased Cho basic course
train 10 to It weeks, and the Department Recruit Development Program has
boon expanded from 6 to 7 weeks,
Average college hours of commissioned officers has gone up to 57. There
are 23 officers with the Associate of Science Degree and 3 officers with a
Bachelor Degree, t

Police necidenta in vehicles totaled 13, all property damage accidents
with no casualties, This is the beat police driving record in onveral years,
as resulting damage to police vehicles was only $1148, This is despite a 7x
increase in miles traveled which exceeded a half million miles,
POLICE RESERVE
The Police Reserve personnelsituation is unchanged from last year. Al-
though they are small in numhor, only 17, they are all dependable and respond
well in all situations where needed,
ANIMAL CONTROL
The problems relating to animal control are still with us, but changes
have been made which may help in 1475, We start the year with a New Animal
Control. Supervisor, who recently completed a one week Animal Control Officer
Training School sponsored by Texan A&M University. We hope to be able to
send all of our animal control officers to this school in the ful,ure. We are
maintaining the policy of a woman in charge of the pound and this seems to
be a sound policy. Recent improvements include a now tranquilizer gun and
acquisition of a new trailer for hauling large animals, Plans are in process
to improve the Center by separating the pens at.. the Center as wall as recsi%Ii.ng
better pens for small animals. Also, one additional animal control officri
was added January 1, 1975, Every effort is being made to bring the Conter ~
within the sanitation and humane standards of the American Humane Sooioty, To
relocate the Animal Control Center is becoming more essential and this should
be affected as soon an funds are available.
COMMUNICATION

The department is still in the process of updating all of our communication
equipment, This is all being done under a 7`% federally funded grant, In 1974,
we completed switch-rover from the traditional teloty~a oporntion and the NCIC
j (National Crime Information Center) to the'"Iricoterm' a computer which performs
the function of both the other machines
and improves the time element in the re-
turn of all driver license, vehicle registration and criminal record chocks.
