On behalf of tl.e City of Denton, Texas, I submit herewith our
f formal request to have Aubrey Reservoir designated as a con-
struction start and respectfully request appropriations for
funding the Corps of Engineers, so that th±y might continue
this project through :iscal year 1575.

E look upon this request with favor and appropriate sufficient
fi funds to keep this project on schedule.

Gentlemenr
Thank you for the opportunity to appear before this Committee and
i
express our concern and disappointment that construction start
funds for a critical project to the City of Denton, Texas, were k
not included in the Administration bidget. Specifically, I am
referring to Aubrey Reservoir which was approved by Congress in
1965.
In prior years, we have appeared before this Committee requesting e
i
financial assistance in keeping this
project on schedule. From ,
those appearances, I am confident you are aware of our geographi-
cal location and therefore, I shall not consume your time by re-
viewing the rapid growth ii population and increasing demands for
a
water consumption in our region, and particularly that of the City
f
of Denton. However, a map is included for reference. Growth trends

Ij# are of record from the presentation in 1974 fiscal year hearings.
The City of Denton shall be happy to furnish you any additional in-
formation that you would like to have in this regard.
V Water needs for our community are critical. Let me briefly outline a
our water resource condition.

We currently provide water from Lewisville Reservoir (formerly
Garza-Little Elm). Our rights in this reservoir are 4.5 million
gallons-average daily flow. our concern is that our average
daily requirements are 7.2 million gallons; rapidly approaching
twice our water entitlement.

Several years ago through the cooperation of Dallas, we entered
into a contract to purchase additional water and agreed to jointly
build Aubrey Reservoir. It is through this contract that Denton
has been able to meet its water needs in excfss of 4.5 million
f gallons daily. This contract expires in 1980. It is important
that we realize all parties assumed Aubrey Reservoir could be j ~
completed and in service in that year. The annual draw
on Lewis-
ville Reservoir provides a dependable yield of 93 million s
~ gallons
per day. Peak demand by Denton and Dallas drew 138 million
gallons
per day. As you can see, we are severly overdrafting Lewisville
P
{ C Reservoir and this can only be done in wet years. A dependable
supply of water is not available through a
prolonged drought to
j
meet current needs.
We recognized this approaching problem several years ago and upon
request, Congress authorized the construction of Aubrey Reservoir
in 1965. It was not until 1970 that funds were appropriated for 'i
design. The extension of the contract with Dallas is not the an- ,

ewer. T?ley have.already cooperated far beyond the safe yield of
a
Lewisville Reservoir and at the risk of their own system.
In prior years, this Committee has appropriated sufficient funds to
keep the engineering progressing on schedule that this project might
be completed by 1980. Today, we are appearing before this d1stin-

guished body requesting that you appropriate construction start
n funds.

E "'he Corps of Engineers have said their ability for work perfor-
t manci on this project is six million dollars ($6,000,000.00). i
We realized this was a substantial request at this late date to
be included in appropriations. After a series of meetings with
a,
tha Corps and with our local engineering staffs, we are confi-
dent that we can keep this project on schedule with a 2.1 mil-
lion dollar start appropriation and still complete the project
by 1980. This appropriation will allow the relocation of a ceme-
tery, appraisal of a considerable amount of property, the ac-
quisition of the land necessary to construct the dam, and pro-
vide funds for a contract for outlet works for the project.
I recognize the heavy burden that must lay on each of you as
you weigh the many justified requests that come before this
E Committee. I trust upon your deliberation, you will designate
f Aubrey Reservoir as a construction start and will appropriate
U funds to keep this project advancing toward the completion goal
of 1980.
