It was moved by Nelson and seconded by Frady THAT THE MINUTES OF MAY 12, 1976 BE APPROVED, Motion carried unanimously, i i 2, Mrs. Mary Hight's request to remove parking on the west side of Bell from University Drive to Sherman Drive was reviewed 1 by the Commission even though Mrs, Hight could not appear, The Commission decided they would listen to Mrs, Hight if she did ap- pear at the next meeting, 3, The Traffic Safety Coordinator discussed the Loading Zone Ordinance and guidelines for review which will start noxt month. Nelson informed the Coordinator that due to the heavy southbound traffic on Bell, it was difficult to exit the TWO parking lot located at University and Bell, f ' c, The Traffic Safety Coordinator stated that the school flasher signs were passed by the City Council, They will be similar to the flasher at Elm and Locust at Jackson Elementary, The sign will read "20 m,p.h," when flashing, The flasher will operate from 7,30 to 9;00 a,m, and 2:30 to 4;00 p.m. Also passed by the City Council were the following intersection revisions: Elm, Ft, Worth and Eagle Drive; Oak and Withers, Henry and Carroll and Avenue A and Hickory, d, Avenue A and McKinney will be buttoned when the epoxy i is delivered, On motion duly made by Grandey and seconded by Price, the meeting was adjourned at 2 p,m. MINUTES CITIZENS TRAFFIC SAFETY SUPPORT COMMISSION DECEMBER 13, 1978 The regular meeting of the Citizens Traffic Safety Support Commission was held on Wednesday, December 13, 1978, at 1:15 p.m. in the Council Chambers of the Municipal Building, City of Denton. n PRESENT: Mike Campbell, Joan Hartney, Ruth Frady, John Hughes, Bill Midgett, Traffic Safety Director, Traffic Safety Coordinator ! and secretary I ABSENT: Jim Wilson, Buck Elliott, Lovie Price A 1. Hughes moved THAT THE MINUTES OF NOVEMBER 8, 1978, BE APPROVED AS WRITTEN. ~i Hartney seconded-this motion and it carried unanimously. 1 2. After a discussion on the proposed truck route ordinance, it was moved by 4 Midgett and seconded by Hartney THAT THIS ITEM BE TABLED FOR FUTHER DIS- CUSSION. Motion carried unanimously. 3, The Commission discussed a site problem at Coronado and Sherman. The Traffic Director indicated taht some extra stripping in the area would help and would be installed as soon as possible, The Commission also discussed possibilities of making Elm and Locust two-way from Sherman to University. The Commission decided that several large problems would f result, if this was done, therefore, no action was taken, . It was moved by Hartney and seconded by Campbell THAT THE MINUTES OF THE REGULAR MEETING OF JULY 21, 1976 BE APPROVED, Motion carried unanimously, E j L. The following loading zones were reviewed: a. Dick Willis Appliance Store--The Traffic Safety Coordinator received an application for one loading zone which he felt was justified, using the Board's guidelines. It was moved by Midgett and seconded by Hartney TO APPROVE THE REQUEST FOR ONE LOADING ZONE, Motion carried unanimously. Midgett asked if the City dumpster could be moved back and a time limit placed on them for parking. The Traffic Direc- } for replied that he would check with Greg Anderson in the Solid Waste Department, b. Richie's Floor and Furniture--The Traffic Safety Coordinator received an application for one loading zone which he felt was justified, using the Board's guidelines. It was moved by Midgett and seconded by Price TO APPROVE THE REQUEST FOR ONE LOADING 'LONE. Motion carried unanimously. C. Thomas Furniture--The Traffic Safety Coordinator stated that no application had be.•n received. NO ACTION TAKEN, d, King's Radio--The Traffic Safety Coordinator said that King's Radio did not need one. It was then moved by Hartney and seconded by Midgett THAT THE LOADING 'LONE BE REMOVED AFTER OCTOBER 1, 1976, Motion carried unanimously. i e. Evers Hardware--The Traffic Safety Coordinator stated that an application had not been received. It was then moved by Midget.t and seconded by Price THAT THE LOADING 'LONE BE REMOVED 114MEDIATELY SINCE RICHEY'S OFFICE MACHINES WAS OUT OF BUSINESS. Motion died for lack of a second, It was then moved by Frady THAT THE LOADING ZONE BE DISALLOSJ.E'D SINCE THERE j WAS NO NEED FOR ANYTHING OTHER THAN PRIVATE PARKING. Hartney seconded the motion, Motion carried unanimously. i. Joe's Cleaners--The Traffic Safety Coordinator stated that one loading zone would be ,justified, using the Board's guidelines. It was then moved by Midgett and seconded by Campbell THAT ONE LOADING ZONE BE APPROVED. Motion carried unanimously. ! j. HMS Art and Supply--The Traffic Safety Coordinator stated that they expressed a need for parking. NO ACTION TAKEN IUNTIL APPLICATION IS RECEIVED, k. He felt that, by the Commission's guidelines, two loading zones were justified. It was then moved by Hughes and seconded by Gonzalez THAT TWO LOADING ZONES BE APPROVED. Motion carried unani- mously. 2. Denton World Travel--The Traffic Safety Coordina- 1 for stated that Ms. Gibson was denied a loading zone at the meeting on July 21, 1976. She was present and felt that she should be approved for a loading zone, She said that she is of service E and is in and out much of the time picking up tickets. Brochures are delivered and the airport limousine occasionally uses the zone, The Chair- man then recommended that Ms. Gibson appeal the decision to the City Council. I e. Texas Building--Mr, John Thomas, owner of the Texas Building, felt that the loading zones were needed for operational and maintenance service to the tenants of the building. He felt it was also needed for re- ceiving and transporting goods for the tenants. Mr. Thomas also felt that the zone was justified be- cause the attorneys must bring in people for deposi- tions. Mr. Curtis Loveless, attorney re resenting Mr.. Thomas, stated that Section 24-128(a~ of the 1 ordinance clearly .ihows the intent of the ordinance being that a zone could be adopted for the needs of a business. Joan Hart-ney informed Mr. Thomas that Section 24-129.1 stated that the cars using the zone would have to be marked. Paul Isham, City Attorney, was then asked to interpret the ordinance. He stated that the loading zone is for the loading and unloading of commercial vehicles and not for people. The loading zones should be granted to certain businesses and not the owner of a building petitioning for his tenants, Ile said that the application should designate who can use the loading zone. The Commission then discussed which tenants qualified and how many zones were needed. After considerable discussion, it was moved by Hartney that one loading zone be granted oa Locust Street. Motion died for lack of a second. It was then moved be Midgett- and seconded by Hughes THAT A LOADING ZONE ON PECAN AND A LOADING ZONE ON LOCUST BE APPROVED AND THAT THE FOLL014ING BUSINESSES BE APPROVED TO USE T'HI'. Motion carried unanimously. . r li I / TRAFFIC SAFETY MINUTES Page 3 September 8, 1976 f, McBride Pawn and Music Shop--The Traffic Safety Coordinator informed the Commission that many types of merchandise is brought into the shop. It was then moved by Midgett and seconded by Price THAT THE ZONE BE DISAPPROVED. Motion carried unanimously. g. Denton Frozen. Food--The Traffic Safety Coordina- tor stated that deliveries were made from meat packing trucks, a pickup and a station wagon. They applied for two loading zones because the meat packing trucks utilized two loading zones. It was then moved by Midgett and seconded by f Hartney THAT TWO LOADING ZONES BE APPROVED, Motion carried unanimously. + h, Dee's Studio--The Traffic Safety Coordinator stated ! that the owners were contemplating selling the studio so they were not applying for a loading zone. Therefore, no action was taken. i, W & R Investments--The Traffic Safety Coordinator ! stated that no application had been submitted. No j action was taken, The Traffic Safety Coordinator informed the Commission that the ordinance should be amended so that cars could be towed away that are illegally parked in the zone, The City Attorney will work with the staff on this proposal. The Commission can then make a motion to accept or deny the amendment, S 3. The plan for the Traffic Signal Improvement Program was reviewed, Traffic signals will be improved on Sherman Drive, ! University Drive and throughout the city, The Traffic Director stated that the traffic signals would be improved on University Drive with the interconnect system. This system would also include a new signal at Bell Avenue with protected left turn lanes. Carroll Boulevard will also be put on an interconnect system and new signal heads will be installed to meet the 1980 standards, Also, miscel- laneous intersections throughout the city will be improved, These include Bell and Withers, Avenue C and Eagle, Fort Worth Drive and Eagle and others. It was then moved by Hartney and seconded by r Midgett THAT THE COMMISSION RECOMMEND APPROVAL OF THE TRAFFIC SIGNAL IMPROVEMENT PROGRAM TO THE CITY COUNCIL. Motion carried unanimously. 4. The Traffic Safety Coordinator said that he would inform the City Council to appoint a new member for the vacancy created by the resignation of Julie Dempsey, A letter will be sent thanking her for her services as a member of the Commission. 1 MM I. The Traffic Safety Coordinator advised the Commission of the following subjects; an agreement withtNTSU1wasCreachedmthatnAvenue DtandePrairie76, will be closed. A four-way stop was agreed to at Chestnut and Avenue C. The City Council asked the Commission to review Avenue C and pay special attention to Avenue C from Hickory south to Eagle Drive, particularly to the pedestrian movement. II b. Also at the City Council meeting, the Council ap- proved an agreement with the Bell Memorial Methodist Church. John Hughes informed the Coordinator that he had received complaints about :strobe lights on police cars, He said that in bright light, it was hard to see. The Coordinator replied that he would relay this problem to the Chief. } d. He also stated that the medical services by the state office~a in his building will be increasing and therefore there will be more elderly and handicapped people who will need a place close to the building; to get in and out of their cars. Recommendation carried unanimously, 6, The Traffic Director gave a report on the safety condi- tions on U,S, 380 near Ranch Estates. He stated that there is presently a shoulder with adequate space for an automobile to pull off on in order to make a turn both at Cindy Lane and Marshall Road. The possibility of painting white lines to indicate turn lanes ap- proaching these two streets was discussed. He also pointed out that there is presently a street light at Cindy Lane and U.S, 380 and one could be installed at Marshall Road and U.S. 380. However, this is a T,P,& L. line and it would be necessary for the residents to ar- range for the installation of and bear the cost of said light, 7. Mike Campbell requested that a solution to the traffic problem at Bell Avenue and University Drive be looked into by the Department before the next meeting of the Traffic Safety Commission. He informed them that State Law states that all vehicles entering a City street must yield to traffic using that street, and that there was not a uniform sign in the manual covering this. Marvin Loveless, a property owner whose driveway is in close relation ! to the island, brought the issue to the Commission. He informed the Commission that the hill and the new curve created a sight problem down Woodland. Tom Davis, Ruth Pershing and others also spoke in .favor of installing a regulatory sign at that intersection. Chairman Campbell suggested that both an exit sign aad a 20 M.P.H. sign be installed. Commissioner Wilson suggested that the Police Department he informed of the problem of speeders at that intersection. It was then moved by Hughes and seconded by Midgett THAT AN ADVANCE. WARNING. A report on truck routes for the City was discussed, The Traffic Safety Coordinator had copies of present ordinances of several surrounding cities concerning their truck routes. It was decided j that a similar ordinance, that would fit the needs of the City of Denton, be presented to the Commission for discussion at the next meeting, ( 7. The Traffic Director discussed a request from Mr. Tyson to reduce j, the speed limit on McKinney. After a study of the 50 M.P.H. speed limit presently on McKinney Street, the Commission decided not to j take any action on the matter and keep the present speed limit. 8. A report was received on the loading zones by the Traffic Director. Several of the businessmen who purchased loading zones, complained that these zones were not accessible to them.
