AN ORDINANCE VACATING, CLOSING AND ABANDONING AS A PUBLIC STREET
A PORTION OF WAINWRIGHT STREET AS PER MAP OR PLAT OF SAID AREA
RECORDED IN THE DEED RECORDS OF DENTON COUNTY, TEXAS, SAID TRACT
01' LAND BEING FURTHER DESCRIBED HEREIN IN FULL, AFTER FINDING THAT
THE PUBLIC CONVENIENCE AND NECESSITY NO LONGER RFQUIRE ITS CON-
TINUED EXISTENCE; AUTHORIZING THE MAYOR TO SIGN A QUIT CLAIM DEED;
AND DECLARING AN EMERGENCY.
WHEREAS, the City of Denton has completed improvements on the
Bell-Blount-Industrial Street project; and
WHEREAS, it was necessary to close off a portion of Wainwright
Street at its southern most end to avoid a hazardous intersection
wit:: the new Bell Avenue; and
WHEREAS, the City Council hereby finds and determines that the
public con%enience and necessity no longer require the continued
existence of a portion of Wainwright Street; and
WHEREAS, the City Council determines that the portion of Wain-
wright Street closed by this ordinance should be conveyed to Thomas
E. Noel in exchange for right of way granted by Thomas E. Noel to 4
the City of Denton for the improvement of Bell Avenue;
NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON, :'EXAS,
HEREBY ORDAINS:
SECTION I.
That the following described parcel of land containing
3,329.75 square feet, more or less, situated in the city of Denton,
Denton County, Texas, and more particularly described by metes and
bovnds as follower
All that cer'taln lot, tract or parcel of land lying and being
situated in the City and County of Denton, State of Texas, being
part of the Wm. Loving Survey, Abstract No. 759, and being part
of Lot 8, Block A and Lot 8, Block B of the Blount Addition, an
addition to Lhe City and County of Denton and also being part of
three tracts of land hereinafter described as Tract One, Tract Two
and Tract Three, Tract One being the street right of way known as
Wainwright as shown on the Plat of the Blount Addition as recorded
in Volume 151 Page 54 of the Deed Records of Denton County, Texas,
Tract Two tieing conveyed by Thomas E. Noel to the City of Denton
by deed dated October 18, 1968, and recorded in Volume 574, Page
104 of the teed Records of Denton County, Texas, Tract Three being
conveyed by Claude Miller to the City of Denton by deed dated
December 1, 1970 and recorded in Volume 611, Page 640 of the Deed
ROCOrds of Denton County, Texas, and being more particularly des-
cribed as followsi
BEGINNING at a point in the west right of way line of Wainwright
Street, said point of beginning lying in the east boundary line
of Lot 9, Block B of the Blount Addition 82.5 feet north of the
intersection of the west right of way line of Wainwright Street
and the north right of way line of Eagle Drive;
THENCE north along the west right of way line of Wainwright Street,
a distance of 82.5 feet to a point for a corner, same being the
southeast corner of said Tract Two and also being the southeast
corner of Lot 8, Block B of the Blount Addition;
THENCE west along the south boundary line of said Tract Two a dis-
tance of 8.0 feet to a point for a corner, same being t1:;, southwest
corner of Tract Two;
THENCE north along the west boundary line of said Tract Two a dis-
tance of 50.0 feet to a point for a corner, same being the northwest
corner of said Tract Two;
THENCE east passing at 8.0 feet the northeast corner of said Tract
Two, continuing east and passing at 33,0 feet the west boundary line
of said Tract Three, same being the east right of way line of Wain-
wright Street, and continuing east a total distance of 41.0 feet
to a point for a corner in the east boundary line of said Tract Three;
7E NCE south, along the east boundary line of said Tract Three, a dis-
tance of 17.0 feet to a point for a corner, same being the southeast
corner of said Tract Threes
THENCE west along the south boundary line of said Tract Three a dis-
tance of 8.0 feet to a point for a corner in the east right of way
line of Wainwright Street, same being the southwest corner of said
Tract Threes
THENCE south along the east right of way line of Wainwright Street
a distance of 90.0 feet to a point for a corner;
THENCE south 440 25' 58" west a distance of 35.71 feet to the place
of beginning and containing 3,329.75 square feet of land, more or
less.
be, and the same is hereby vacated, closed and abandoned insofar as
any right, title or interest may be vested in the public as a public
right of way, and the City Council hereby authorizes the title and
interest in and to the above described tract of land to vest in
Thomas E. Noel, as the abutting owner, in exchange for right of
way granted by Thomas E. Noel to the City of Denton, Texas, for the
Improvement of Bell Avenue.
SECTION II.
That the Mayor of the City of Denton, Texas is hereby authorized
to sign a quit claim deed conveying the above described tract of land
to Thomas E. Noel.
SECTION III.
Thi4 ordinance is passed as an emergency moasure, and shall
take effect and be in full force from and after its passage.

THE COUdCIL OF THE CITY OF DENTON, TEXAS, HEREBY ORDAINS:
SECTION I.
That the Zoning Map of the City of Denton, Texas, adopted the
14th day of January, 1969, as an Appendix to the Code of Ordinances
of the City of Denton. Texas, under provisions of Ordinance No. 69-1,
be, and the same is hereby amended as follows:
All the hereinafter described property is hereby removed
from the "A" Agricultural District as shown on said Zon-
ing Map, and all provisions of Ordinance No. 69-1, adopted
the 14th day of January, 1969, as amended, shall hereafter
apply to said property as 112-F" Two Family District in the
same manner as other property located in the 112-Ft' Two
Family District;
All that certain lot, tract or parcel of land lying and be-
ing situated in the City and County of Denton, State of
Texas, and being Lot 11, Block 3031C and known as 1720
Bonnie Brae, Denton, Texas.
SECTION II.
That the City Council of the City of Denton, Texas hereby
finds that such change is in accordance with a comprehensive plan
for the purpose of promoting the general welfare of the City of
Denton, Texas, and with reasonable consideration, among other things
for the character of the Oistriet and for its peculiar suitability
or particular uses, and with a view to conserving the value of the
buildings, protecting human lives, and encouraging the most appro-
priate uses of land for the maximum benefit to the City of Denton,
Texas, and its citizens.
SECTION III.
That this ordinance shall be in full force and effect Immedi-
ately after its passage and approval, the required public hearings
having heretofore been held by the Planning and Zoning Commission
and the City Council of the City of Denton, Texas, after giving due
notice thereof.

APPLIES TO TATS 34, 35 AND 36, BLOCK NO. 3017 AS SHOWN THIS DATE
ON THE OFFICIAL TAX MAP OF THE CITY OF DENTON, TEXAS, AND MORE
PARTICULARLY DESCRIBED THEREIN; AND DECLARING AN EFFECTIVE DATE.

AN ORDINANCE AMENDING CHAPTER 9, ARTICLE III "MASTER AND JOURNEY-
MAN ELECTRICIAN" OF THE CODE OF ORDINANCES OF THE CITY OF DENTON,
BY ALLOWING A TEMPORARY WORK PERMIT; PROVIDING A PENALTY; AND
PROVIDING AN EFFECTIVE DATE.
THE CITY COUNCIL OF THE CITY OF DENTON, TEXAS, HEREBY ORDAINS:
PART I.
That Chapter 9 "Electrical Code", Article In "Master and
Journeyman Electrician" of the Code of Ordinances of the City
r' of Denton, Texas is hereby amended by adding a second paragraph
to Section 9-29 License - Required which shall read as follows:
"A temporary work permit may be issued for a journeyman
electrician which will be valid only until the next
Denton electrical examination is given. In order to
qualify for the temporary permit, the applicant must
be sponsored by a master electrician having r current
Denton license and a permit fee of $2.00 must be paid."
PART II.
Any person who violates any provision of this ordinance shall
be deemed guilty of a misdemeanor, and, upon conviction, shall be
punished by a fine not to exceed Two Hundred Dollars ($200.00).
Each day such a violation shall continue or be permitted, shall be
treated as a separate offense.
PART III.
That this ordinance shall become effective fourteen (14) days
from the date of its passage, and the City Secretary is hereby
directed to cause the caption of this ordinance to be published
twice in the Denton Record-Chronicle, the official newspaper of the
City of Denton, Texas, within ten (14) days of the date of its pass-
age.

R E S O L U T I O N
<t:
WHEREAS, the Texas Deparcaxent of Community Affairs has been
mandated by the 62nd Legislature to assist local governments in
providing essential public Services for their citizens and over-
coming financial, social and environmental problems; and

WHEREAS, the Texan Department, of Community Affairs provides
through its capacity-building program assistance in facilitating
improvements in the basic manageioBnt techniques, procedures, and
processes available to local government in providing serviceep }o
their citizens; and 4
WHEREAS, the City of Denton wishes to devalop a human re-
sources dimension to Denton's Comprehensive Plan for the purpose
of developing capacity in the area of management of human resources;
NOW, THEREFORE, 3E IT RESOLVED BY THE CITY COUNCIL, OF THE CITY
OF DENTON, TEXAS:
That Elinor hiaghes, Mayor, be, and is hereby authorized to
execute the necessary application instruments to apply to the
Texas Department of Community Affairs, and any other agency, for
grant funds to fund a Capaoity-Building Program for the City of
Denton in the area of Human Resources Planning.
That this Resolution shall take affect immediately from and
after its passage by the City Council of the City of Denton, Texas.

TEXAS, HELD IN THE MUNICIPAL BUILDING OF SAID CITY ON THE 21ST
DAY OF DECEMBER, A. D. 1976.
R E S O L U T I O N
WHEREAS, citizens of Texas are concern?d that state and
federal highway construction and maintenance funds have re-
mained for several years at an inadequate as:d declining level
while costs have more than doubled since 1967; and
WHEREAS, the current highway funding crisis has resulted in
a drastic reduction in the pace of improving the state highway
system; a%d
WHEREAS, there is a backlog of $11 billion in highway pro-
jects and anticipated revenues for construction during the next
twenty years of only $1.9 billion; and
WHEREAS, all existing revenue will be needed by 1980 just to
maintain the state highway system, with no funds available for up-
grading obsolete roads and bridges or for new construction; and
WHEREAS, the present inadequate funding level will adversely
affect the state's economy, will result in increased unemployment,
will contribute to continued death and destruction on Texas high-
ways at a rate higher than the national average, and will result
in higher costs for the movement of goods and peoplep and
WHEREAS, Governor Dolph Briscoe has recommended action to
alleviate the Texas highway funding crisis by dedicating three-
fourths of the automobile sales tax and the general sales tax on
tires, tubes, automobile parts and accessories to the state high-
way fund, supplementing Department of Public Safety operating funds
with general revenue appropriations, and utilizing Federal revenue
sharing funds for emergency road and bridge capital improvements;
and
WHEREAS, these recommendations would produce $825 million in
badly needed revenue in the next biennium and $7.1 billion in the
next twenty years;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DENTON? TEXAS:
That these recommendations be endorsed and that members of
the 65th Texas Logislature conveninr7 in January, 1977, be urged to
enact implementing legislation to meat the essential highway tranF-
portation needs of the people of Texas.

sion for a rate request.

R E S O L U T I O N
WHEREAS, adequate housing is a necessary ingredient to the
maintenance of the standard of living in this country; and
WHEREAS, it is important that every human being have access
to adequate housing of his choice= and
WHEREAS, it is beneficial to the social and economic welfare
of the entire city that every person have access to adequate hous-
ings and
WHEREAS, the City Council recognizes the problems facing the
citizens of Denton, Texas, in obtaining access to adequate hous-
ing=and
WHEREAS, the law of the land is that no citizen can be denied
access to housing of his choice because of race, color, religion,
sex, or national origins now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DENTON,
TEXAS:
THAT this City Council endorses and supports thi principle of
fair and open housings as set forth in Title VIII of the Civil
Rights Act of 1968, and the right of every person to have access
to adequate housing of his own choice without regard to race, sex,
color, religion, or natural origins and
THAT this City Council encourages all citizens to respect and
support the law of the land in regard to the right of every person
to have access to adequate housing of his own choices and
THAT this City Council encourages all citizens to undertake
voluntary actions to foster racial harmony, including individual
and group decisions to promote fair and open housing and individual
commitment to avoid discririination in all sale, all rental of pro-
pertyl and
THAT the City will maintain cooperation with fair housing
groups, human relations bodies and other social, civic and reli-
gious groups interested in facilitating open communities.

Dear Mayor Hughes:
on November 23, 1976, our representative, Mr. V. T. Hancock, R.S., in company with
Mr. Jerry H. Roush, Plant Superintendent, made a sanitary survey of the subject
water system. As a result of this survey, the following recommendation is made
for your favorable consideration so that your water system may be operated and
maintained in accordance with the requirements of a Texas Department of Health
Resources "Approved" public water supply.
Gas chlorination facilities should be housed in a separate, above ground level,
room or building with adequate floor level ventilation to prevent damage to
electrical equipment and as a measure of safety in the event of a chlorine
gas leakage, if properly protected from advers^-- weather conditions and
vandalism, such facilities may be installed on the outside o." a building.
In conclusion, we wish to express the thanks and Appreciation of our representative
for the courtesies extended him during this survey. Should cl'irification of the
recommendation made be desired, please let us know.

AN ORDINANCE PROHIBITING TWO-WAY VEHICULAR TRAFFIC ON PORTIONS
OF MCCORMICK STREET SOUTHBOUND BETWEEN UNDERWOOD STREET AND
AVENUE At AFTER FINDING THAT THE PUBLIC SAFETY AND WELFARE RE-
QUIRES ONE-WAY THEREUPON; PROVIDING A PENALTY FOR VIOLATIONS
THEREOF; PROVIDING THE INSTALLATION OF PROPER SIGNS AND MARK-
INGS; AND DECLARING AN EFFECTIVE DATE,
THE COUNCIL OF THE CITY OF DENTON, TEXAS, HEREBY ORDAINS:
SECTION I.
The City Council hereby finds and determines that the public
safety and welfare raquires the termination of two-way traffic
upon the street portion described below, and providing a one-way
vehicular traffic pattern in lieu thereof; therefore, the follow-
ing portion of McCormick Street is hereby declared to be for one
direction vehicular traffic only:
a. Southbound on McCormick Street from its intersection
with Underwood Street 4o its intersection with Avenue
A.

SECTION II.
It shall be unlawful for any person to drive or operate a
vehicle upon the portion of street described above in a direction
other than as posted, and all signs installed pursuant hereto
shall be official traffic control devices.
SECTION III.
The violation of any provision of this ordinance shall be
punished by a fine of not exceeding Two Hundred ($200.00) Dollars,
and Section 1-5 of the Code of Ordinances is incorporated herein
and made a part hereof.
SECTION IV.
That this ordinance shall become effective fourteen (14) days
from the date of its passage, and the City Secretary is hereby
directed to cause the caption of this cordinance to be published
twice in the Denton Record-Chronicle, the official newspaper of
the City of Denton, Texas, within ten (10) days of the date of its
passage.

AN ORDINANCE AMENDING CHAPTER 24, ARTICLE V OF THE CODE OF ORDIN-
ANCES OF THE CITY OF DENTON, TEXAS, PROVIDING FOR CURB LOADING
ZONES; REPEALING CONFLICTING ORDINANCES; PROVIDING A SEVERABILITY
CLAUSE AND DECLARING AN EFFECTIVE DATE.
THE CITY COUNCIL OF THE CITY OF DENTON$ TEXAS, HE'.2EBY ORDAINS:
SECTION I.
Sections 24-128(8), 24-129.1(b) and 24-131 of Chapter 24,
Article V of the Code of Ordinances of the City of Denton are
hereby amended to read as follows:
Section 24-128. PERMIT REQUIRED; APPLICATION; WHEN
AUTHORIZED.
(g) Loading zones may only be used for the actual loading
and unloading of commercial or customer vehicles except that the
owner of the loading zone may register with the Traffic Safety
Support Commission and Chief of Police each vehicle with very
properly affixed signs identifying it as a commercial vehicle.
Such vehicle may remain parked within the loading zone between
deliveries.
Seotion 24-129.1. LOADING ZONES - PARKING RESTRICTIONS.
(b) it shall be unlawful to park an unattended vehicle not
having properly affixed signs attached thereto identifying the
vehicle as a commercial vehicle within a loading zone at any time
for any purpose.
Section 24-131. IMPOUNDMENT OF STANDING OR PATd(ED VEHICLES.
(a) (4) when any vehicle is left unattended in a loading zone
and is not authorized to be parked in such loading zone, and the
permittee of such loading zone has requested the removal of said
vehicle.
SECTION II.
That if any section, subsection, paragraph, sentence, clause,
phrase or word in this ordinance, or application thereof to any

person or circumstances is held invalid by any court of competent
jurisdiction, such holding shall riot affect the validity of the
remaining portions of this ordinance, and the City Council of the
City of Denton, Texas, hereby declares it would have enacted such
remaining portions despite any such invalidity.
SECTION III.
That this ordinance shall become effective fourteen (14) days
from the date of its passage, and the City Secretary is hereby
directed to cause the caption of this ordinance to be published
twice in the Denton Record-Chronicle, the official newspaper of
the City of Denton, Texas, within ten (10) days of the date of
its passage.
