He addod that 38% of the runs thus far were outside the corporate limits of Denton. i King Cole, Assistant City Manager, in a memo advised that there were two conceivable formulas for charging the County for this servicei j W We can charge the County for 391 of the losses, based on the percentage of runs made in the County. Under this formula the bill would be 38% x $24,278 a $9,255.64, (s) ks can charge the County for service based on the $2,00 per capita that we have discussed in the pas',. Under this formula, the bill would be 72,744 divided by 12 Months x 2 months x $2.00 „ $24,248.00. (17 Motion was made by Nash, seoonded by Hughes to approve option "8" CO using $1.50 instead of $2.00 per capita and requested that the County resolve the problem by October 10 1978, Motion carried. 15. The Council considered a proposal by Lifson, Wilson, Ferguson and Q Winecac, Inc, for a site plan study of the service center, i Q The City Manager stated that a proposal has been presented and that the Utilities Board had reoamended approval of the site plan study of the service center. `I Mayor Mitchell sta,ad that the City needs to cut expenditures, and he j asked if city employees could do this job. f I Motion was made by Hughes, seocrded by Nash to hire Lifson, Wilson, I Ferguson and Wineek, Inc. for a site plan study of the seavioa center, Motion carried 4 to 1, j 16, The Council oons Wred receiving the proposed budgot for 1978-79 and considered setting special study sessions to discuss the budget proposals. The City Manager presented copies of the proposed 1978-79 budget to each Council Member. He acknowledged the good work of the Staff in preparing j the budget, adding that the final approval would be in late September. The Council concurred to set the first study session on Wladnesday► ~ I August 9, 1978 at 12 goon. I , 17. PD zoning permitting devel- opment of a light industrial park on a large 222 acre tract on the east side of Woodrow Lane (Ben Parks) was approved in October 1973. It now appears the original tract has been divided and sold to several property I owners, each of which will now be required to individually seek site plan review. The Planning Commission reviewed the site plan of the Motor Addition at its August 21 1978 meeting. This is a two acre tract on which is proposed e 9000 square foot building (see enclosed site plan). Utilities are ade- quate to serve the site and a 35' dedication for Woodrow Lane will be obtained when the property is platted. The Planning Commission"recommended approval of the site plan of the Motor Addition and forwarded this recom- mendation to the City Council for its review and action. The reason for this exception was that the homes on this stretch of Sherman front on Sherman and before Sherman drive was rebuilt, parking was available to these homes. When the Council approved the plans for Sherman Drive this was taken into account, In ! this area Sherman Drive is 60' wide allowing for two parallel parking lanes and four traffic lanes. . The Traffic Commission also recommended one change for the intersection designs which the Council approved in the design stage of Sherman. The Commission recom- mended that a left turn bays at the Windsor Drive intersection be omitted at this time. They felt that the left turn movement )ff Sherman at this intersection did not present enough of a conflict to.warrant the left turn bays at this time. They felt that incorporating the bays now would hamper the parking for the residents in the area. They did recommemd that this intersection be reviewed when Windsor is extended. The cost of installing the bays will be about $600. To make this new thoroughfare and its major intersections work properly, parking on some of the side streets must be removed. I believe the Council was made aware of this when the plans were approved. The first area that needs to be Considered is the ramp area at Locust and Woodland, As you can see on sketch 01, with the addition of the left turn bays at Locust and the merge ramp at Locust and the exit s on to Woodland, it was necessary to remove the parking on the south side of Sherman. ' In order to make the exit on Woodland work properly, it would be necessary to remove parking on Woodland for approximately 1501. Also, the Staff would recommend removal of parking on Windsor on the east side of Sherman for 3001, as shown on drawing 02. Removal of this parking will facilitate tine traffic separation and make the movements from Windsor on to or across Sherman safer and more orderly. This material is used by the pater and Sever Department in the maintenance and now contruction of the sewage collection system. These itsau are carried in warehouse storms and purchased as needed throughout E the contract year. to recommend the bid of Can-Tex Industries for all sited of pipe and the lubricant soap. Dickey City is lower by .12 cents per foot on 8 inch tile howevers we currently have some $2,500,00 in g" clay fittings for Can-Tex' l pipe in stock.
