Consider Board Appointments E 1 i z. MEMORANDUM CITY COUNCIL September 18, 1979 i AGENDA ITEMi 1 t public Hearings Conaid:. approval of the Capital Improvement Plan. Secommendationi The Planning Commission and the Utility Beard have developed their recommendation on the five year Capital Improvement Plan through a series of public hearings conducted this Spring. The recommendation consists of a list of projects and their costs, a description of each project, and a list of the construction priority for the first year's projects. I have also provided a complete list of the projects that were suggested in writing or at the public meetiugs,and the review criterion that the Boards used in compiling their recommendation. i Plan Admini_etrations e 1 When the Plan is adopted the Engineering and Utility staff will begin E the design work for the first years projecto in the order of priority given in the Plan. If there are important design considerations, or we would f f predict cost overruns, we will bring the plans to the Council before they are bid. If theme circumstances do not exist, we are recommending that an item be placed on the consent agenda authorizing the project be opened for bids. Ms. Chapman is seeking Council recognition for her organization and is not expected to request any other Council action at that time. DILL AAMEHO RA;gd i i E r f CITY COUNCIL AGENDA ITEM M~ SUBJECT1 REVIE% AND CONSIDER PUBLIC UTILITIES BOARD REQUEST FOR AN ELECTRIC POWER SUPPLY STUDY. Summary] At the Public Utilities Board meeting of August 29, 1979, the Board reviewed the 1917 Gilbert Management Consultants' management study of the Electric Department. In their review, the Board focused on Phase II of the report which discussed the identification of .alternative power supply sources. A considerable amount of discussion on this section of the report by the Board resulted in a motion to recommend to the council that a Power Supply Study be initiated that would review all power supply alter- natives. A copy of the Board's motion is attached as Exhibit I. Fiscal Summarys None at this time. The study should specifically investigate the following alturnativess d a) Continued expansion of wholly-owned generation facilities by repowering existing two 60 MW units with gas turbines in 1983 and a new combined cycle unit on fuel oil in 1986. i b) Purchase share in major planned units of other Texas Utility companies. c) Participate in Texas Municipal Power Agency as presently executed and planned. d) Sale of existing facilities and assets to an investor-owned utility. e) Purchase power from members of the Texas Interconnected System) f) other alternatives such as Solar, Hydroelectrio, Wind, Bio•Mass, Solid Waste, etc. Additionally Gilbert management consultants should be considered a prime candidate for such study, insofar as they formulated the last study, but that other consulting firms should also be considered. McNary, Director of Finanace DATE: September 13, 1979 SUBJECT: 1979.80 APPROPRIATION ORDINANCE Included on the agenda for consideration by the City Council on September 18 19790 is an ordinance establishing appropriations for the fiscal year 1979-80 and the revised budget for 1978.79. { Program Changes The ~ The appropriation ordinance reflects two major program changes. first change involves the Leduc N on of the Data Processing budget by ! $49,929 to implement the Alexander Grant and Company recommended servict level. The savings incurred allow the administrative transfer from the S other funds to be reduced. The reduced cost to the General Fund was $17,475. The second program change involves a continuation of services for the 3 City Library. With the elimination of $127,141 in revenue anticipated from the County, the budget now proposes a reduction in expenditures for Flow Hospital ono. an estimated revenue of $10,000 as fees from County residents for the use of the Library. This proposal and tht reduced expenditures from Data Processing allows continued service at the current level. Other mints housekeeping changes have been incorporated. Rather than using Revenue Sharing for funding the projects in the Ceneral Project Fund, a more easily administered funding process is accomplished by depositing all Revenue Sharing into the General Fund and budgeting a transfer from the Genera. The Pruperty Tax revenues in the General Fund reflect a minor reduction of $372 due to the final adjustments of the Board of Equalization. An estimate for the Franchise Tax for Cable Television of $13,465 has been added. ' The specific line item changes are incorporated into the revised budget v pages enclosed and are further detailed below: General Fund Revenue estimates were increased by $113,386. The final assesses' value for property taxes as approved by the Board of Equalization producing a decrease in property taxes in the General Fund of $372. Estimated revenues for the cable television franchise has been provided and amounts to $13,465. The revenues in the amount of $127,141 anticipated from the County for funding the Library has been eliminated. Revenue sharing revenues have been reallocated to provide a simpler funding mechanism for the General Project Fund. The full entitlement from revenue sharing will be deposited in the General Fund for purpose of funding salaries and a transfer from ; the General Fund to the General Project Fund will provide resources for the projects. { f An estimated $10,000 generated from the fees charged to County 1 I residents for library services has been included Federal and County reimbursement for Civil Defense have been corrected in the amount of $1,730. Administrative transfers from the utilities have been reduced $32,454 due to the reduction of the Data Processing budget. Total appropriations were revised as shown: Apprupripted funds in the amount of $959000 for Flow Hospital have been eliminated. The Data Processing budget has been reduced from $341,160 to $291,231. A transfer from the General Fund has been established for the General Projects Fund in the amount of $260,160. i i i i i I Utilities Funds The administrative transfer from the Electric Utilities Fund, the Water and Sewer System Fund and the Sanitation Operating Fund have been reduced to incorporate the changes resulting from the reduction in the Data Processing budget. General Debt Service Fund incorporate General Debt Service Resources have been modified slightly to Board of Equalization. Although the Charter provides that approval of the budget constitutes the establishment of the tax rate, state law recently passed requires a separate vote on the tax rate. For that purpose this ordinance has been included. This tax rate continues the tax rate currently in effect and the $8,000 homestead exemption. Chris Hartung FROM: Rick Svehla DATE: September 12, 1979 RE: Changes in the Sanitation Ordinance j i if the Council passes the new budget, we should also pass an amendment to the Sanitation Ordinance to provide for the four dollars and fifteen cents ($4.15) residential fee as prescribed in the budget. We have done that in the attached ordinance. J We would also recommend that fees for non-residents or non-subscribers to our service to be changed. The changes would be one dollar ($1.00) for automobiles or station wagons disposing arbayyes a change from eighteen dollars($18.00) to twenty-five dollars (125.00) for commercial packer-type trucks with less than thirt (30) cubic yard capacity, and a change from twenty-five dollars ($25.00 to thirty-five dollars ($35.00) for commercial packer-type. t The Staff recommends these changes because of our limited space at the land- fill.As you know, the life of our landfill is getting extremely critical I and we feel this increase charge aill do one of two things. Number one, it will discourage private haulers from using our landfill thus allowing more useful life for the City of Denton residents. Number two, if they continue i using the landfill, it will help us to accorodate our future cost. H, McNary, Director of Finance DATE: September 11, 1979 i SUBJECT: APPLICATION FOR THE DEPOSITORY OF CITY FUNDS, 1979-1981 j i Included on the agenda for September 18 is a resol*:.ion approving an agreement for the depository of City funds beginning October 1, 1979, and ending September 30, 1981. The attached resolution is provided for information of the Council but does not contain the name of the banking institution selected as City depositor since the bids will be received and j evaluated during the afternoon of September 18. The City staff will identify the successful bidder daring the Council meeting. i Also included is a copy of the Application which was I distributed to the five banking institutions within the City limits of the City of Denton. 1 Background I ~ Historically, the City has chosen to receive bids on the basis of a fixed interest rate for open time deposits. The advantages of a fixed rate are to minimize decision j requirements, minimize time needed for analysis, minimize the I difficulty otecting interest and transfer all rick to the bank. But pr this system has not offered the highest yield for the money invested. A chart has been included comparing market rates to our depository rates. However, working in concert with the banks during the past i month, the City has developed an agreement which increases the investment opportunities for the City. This agreement will allow direct purchase of U. S. Government securities. Access to this market will provide the opportunity to the City of earning the highest yield available. 1 Since banking services have previously been provided free of charge, the new agreement contains provisions which identify these expenses. The banks have been asked to identify their costs on the basis of the transactions processed. The banks are then requested to show the deposit balances which will continue to offset these charges. Since the City may be able to earn more on their money by investing rather than maintaining the compensating balances, the agreement provides for determining the cost of banking services for various levels of deposit balances. Provisions of the A reement f Specifically, the agreement f E provides the City with the ability to purchase U. S. ~ Government backed securities through the depository bank (Section 20); allows the City to purchase certificates of deposit on a competitive basis from any bankir.9 institution within the i City limits (Section 18); outlines the right of the City to negotiate repurchase ! agreements on a competitive basis from banking institutions within the City limits (Section 19); t and provides the City the right to invest up to a maximum of $100 000 in each savings and loan institution whose home E office ?s within the City limits (Section 12). These investment opportunities replace the City's previous } option to invest idle funds in open time deposits at a predetermined rate. Additionally, the City will be charged for the transactions which occur in the demand account. The charges will be itemized according to the type of transaction and calculated on the basis of estimated annual volume. The banks may stipulate a minimum balance required to offset these charges and a credit rate which mat be used to calculate the charges on the oasts of , compensating alances below the minimum. (Sections 6 and 7) The depository bank agrees that the City may establish a separate lock-box agreement in the event that it is the City's desire to have the receipt of utility bills and tax payments processed by another insitution. Intersection of Highway 380 and Cindy Lane. The property begins 240' south of University Drive along the City limit line and measures 230' x 300'. Recommendation: The petitioner is proposing the construction of a church on this site and on the abutting property north of the tract which is ilready { within the city limits and zoned Agricultural (A). The Comprehensive Plan indicates this area for single family use, but the Zoning Ordi• nance permits construction of churches in all districts. Ranch Estates is located north of this tract across Highwa;o 380 and the abutting p erty immediately to the east, west, and south of the parcel is undeveloped. The site can be served with water from the existing line along University Drive; however, a septic tank will need to be installed as th6re is no sewer service available at this time. y Annexation of this site benefits the petitioner because he will be able to receive cityy services, and the city will benefit because the building constructed will be developed according to city standards.
