The M&vor opened the hearing, this Dick Compton and another Northeast Denton resident spoke, stating that group was in favor of orderly development and was in favor of the annexation proposed. Bob Tripp, Felix Callahan and Ken McIntire apposed annexation of the east portion. The hearing was closed. The Council considered a renort from the Nimen Resources Committee relative to funding for the Women's Shelter, City Flamer John Lavrette advised that the Human Resources Cormittee voted uwimowly to recognise and endorse the Women's Service Protect and to recommend that the City fund the project for a minimum of f8 000 with an appeal to the County to match time funds. SUMMARY. During the Summer of 1979, the City of Denton, Parks & Rec- reation Department contracted with N.T.S.U. Division of Recreation & Leisure Studies for the operation of three Summer Playground Programs. A written evaluation was presen- ted as well as a viewed slide presentation. The Department and Board have not completed the evaluation of this program. FISCAL SUMMARYi The contract is complete, all fees were paid in full for a total amount of $10,122.00. Chris Hartunr FROM, Rick Svehla DA'TEt November 14, 1979 RE: Report on the Use of Wood Shingles in the City 'Me Building Code Board again had meetings on this item in early October, At that meeting, the Staff has presented the Board with some preliminary estimates on percentages of wood shingles in subdivisions and also dis- cussed the r.ost current status of ordinances in Dallas and Houston. For the November meeting, the Board asked us to get information from other cities on ordinances that pertain to tllie subject. Subsequently, the Staff made inquiries to several cities and received no answers except from Sag'.naw. Dallas did not sent us their ordinance because it was not complete,; Houston promised to send us their ordinance but it was not re- calved ey the November meeting, At this meeting, the Board also watched a demonstration put on by a company that is marketing a fire preventative spray. Since hardly any response was received from the mail out, the Board asked us to contact the cities by phone to see if other cities were doing anything on wood shingles. The Staff is currently compiling this infor- mation for the Boc.rd meeting of the 29th of this month. At its October meeting, the Building Code Board reviewed all th,. information given to them by the Staff on mobile homes. Currently some motile homes meet or can be modified to meet all of the pertinent construction codes of the city of Denton. The Board discussed this item at two different meetings and finally decided to recommend to the Council that no regulations be put on the use of mobile homes. It was the Boards feeling that their use in zones like commercial or general retail would not have any ill effects on the community and that their use in residential areas would in all likelyhood be prohibited by deed restric- tions or other covenants. Summary: In order to extend Sherman Drive from Denison Street to Carroll Blvd. it was necessary for the City to acquire portions of several lots. The design of the street left excess property remaining on the south side of Sherman Drive. Ms. E)nnie Maxwell of the Morelle Miller Co. has requested acquisition of the 4650 square foot parcel. The Planning and Zoning Commission reviewed disposition of this excess public property at its meeting of November 7, 1979. it was the unanimous decision of the Planning and Zoning Commission j to recommend disposition of the requested parcel. The only potential use the City may have for the Right of Way is for a Parkway. If retained, the City would be required to expend public funds for its maintenance. Fiscal Summary: There would certainly be some maintenance costs ascoeiated with retention of this parcel. On the other hand, the City would realize I some revenue from the sale and a small amount of additional tax 3 revenue would accrue to the City when this parcel is returned to private ownership. Recommendation: The Planning and Zoning Commission unanimously recommended disposition of the excess street Right of Way. The Planning and Community Development Department staff also recommended approval of the request. Staff Report on the Development Potential of the Site: The property is zoned General Retail (GR). Chris Hartung FROM: Rick Svehla DATE: November 15, 1979 RE: A Report on the Street Study Last week the Staff finished all of the field work in the street inventory study. Basically the study rates streets on a point system and the greater rumber of points a street has the more improvement it needs. Basically from the Staff's evaluation and Judgement, there is approximately 9.8 miles of streets with curb and gutter and 9.35 miles of street without curb and gutter to be reconstructed. We also have an additional 45.9 miles of streets with curb and gutter and 3.7 miles of streets without curb and Butte- that I.eed an overlay or repaving. I Using current costs from our last major project and also existing costs of i asphalt and indications from other cities on the cost of repaving, we have come up with the following cost for the four categories previously mentioned. 1. Reconstruction of streets with curb and gutter $3,900,000, i I 2. Reconstruction of streets without curb and gutter 71000,000, 3. Repaving or overlaying with curb and gutter 2,800,000. j 4. Repaving or overlaying without curb and gutter 200 000, Total 'Engineering 10% 900 000. i Total l i The Staff would like to emphasize that t; a cost indicated above are our best J ; estimates at current construction prices. These may vary somewhat by the time that bonds and the program can be initiated. This is our first estimate and obviously we will refine these as more field investigations can be done. In particular, we need to evaluate several options that are available to us in categories 2, 30 and 4. In category 2 it may be feasible for city forces to i Page Two do some of the base work and in some instances we may even want to alter construction, particularly if the streets in question are more rural in nature. In category 3, we have !,.eked at several different processes and need to make further evaluations. ilso in section 3 we have included money to completely rework intersections, particularly where the intersections contain valley gutters which create inconveniences and problems for traffic movement. In category 4, we would like to look at street repaving versus a straight l 112 inch overlay. There are a couple of other factors that should be considered in estimating the costs of these improvements. The most important of these is probably inflation. Current trends indicate that this ranges in the neighorhood of 15-25 percent. However, the Staff is beginning to hear comments about some companies expecting a slow down in construction. If this occurs, inflation, in all likelyhood, would decrease. The Staff should be able to provide you with a better indication of this cost by the time the financing procedure for 1 this project has been determined. Engineering costs should also be applied to this project. If the total package enumerated above was initiated, we estimate this cost to be $900,000. dollars. The Staff and the Planning and Zoning Commission in particular, also need some 1 1 direction from the Council on the priority system that they would like to 1 consider. Should we rebuild based totally on the street condition or should arterials and major streets be rebuilt first or should residential areas be started on first? With this type of direction the Planning and Zoning can consider all of these needs along with any other street or drainage improvements (such as Bell Avenue). They should then be able to come back to the Council with an overall program that will enable us to proceed in the best interest of the city, i Representatives from my Staff will be available at the November 20th meeting 1 for any questions that you or the Council may have. We are { not sure of the figures used by the Unive,,ity but we have computed the cost based bids that we received on our last major project which was Windsor Drive. Our estimate included not only the construction of a new road from Mingo to University but also a new four lane facility from Mingo south to the G proposed junction with Bell Avenue. The estimate included a 49 foot street, j k adequate drainage for the street and the inclusion of a double 8' x 8' box 1 culvert for pedestrian traffic movements to the track facilities. This totals approximately $600,000. dollars. If we add in an additional 15 percent for engineering and a 30 percent increase in inflation (assuming 18 months to 2 years for construction) a total cost of the project would be approximately $900,000. dollars. i J j 1 i • ,t s r Y\.
