MINUTES
ELECTRICAL CODE BOARD
FEBRUARY 20, 1979
Called a meeting of the Electrical Code Board on Tuesday,
February 20, 1979 at 4;00 p.m, in the Civil Defense Room
of the Municipal Building, City of Denton.

1. Kenneth Keese was sworn in as a member of the Electrical
Code Board by City Secretary Brooks Holt.
j 2. It.was moved by Scott and seconded by Keese that J. J.
i Higdon remain chairman of the Electrical Code Board for
the remainder of his term. Motion carried unanimously. .
3. It was moved by Whaley and seconded by Williams that the
I minutes of October 3, 1978 be approved as written. Mo-
tion carried unanimously. '

4.. Mr. John R. Allen, Jr... spoke to the Board concerning his
qualifications to take the journeyman electrical exami-
nation. The Board denied Mr. Allen's request for a va-
riance from the three year minimum experience require-
went. It was the Board's opinion that Mr. Allen's vo-
cational school training could not be counted as part
of the three year experience requirement.
5. The Board expressed a desire to amend Article III of the
electrical ordinance by adding a second class of journey-
man electricians license. This new license would be re-
stricted to "romex" wiring only.
b. Williams moved and Scott seconded that the City of
Denton should not have a reciprocal licensing agree-
ment with the City of Keller at this time due to Keller's
inadequate electrical requirements. Motion carried un-
animously..
7. The Board will discuss section 300-22 of the National
Electrical Code at the next meeting.

Called meeting of the Electrical Code Board on Tuesday, March 27, 1979 at 4:00 p.m. in
the Civil Defense Room of the Municipal Building, City of Denton.

1. It was moved by Whaley and seconded by Scott THAT THE MINUTES OF FEBRUARY 20,
1979 BE APPROVED AS WRITTEN. Motion carried unanimously.
2. The Board proposed the follwoing changes to the City Electrical Ordinance:
A. 'Amend the third paragraph of Section 9-30 to read as follows: There shall
be two classifications of journeyman electrician's licenses, Class A and
Class B; the unqualified phrase used elsewhere in this ordinance generally
refers to Journeymen of either class, except as restricted and defined ex-
i plicitly.
j A Class A journeyman license permits the licensee, under the supervision of
a person holding a valid Denton master electricians license to perform any
electrical work permitted by this code. Applicants for a Class A license
shall show evidence of having had at least three (3) years experience in the
installation, alteration, and repair of electrical equipment, wiring, and
apparatus.
A Class B journeyman license permits the licensee, under the supervision of
a person holding a valid Denton master electricians license to perform all
I wiring associated with single and multi-family dwellings not exceeding three
floors above grade. Applicants for a Class B license shall show evidence
of having had at least eighteen (18) months experience in tiie installation,
alteration, and repair of electrical equipment, wiring, and apparatus. Every
applicant for a journeyman license shall be required to answer a reasonable
number of questions in writing to show that he has sufficient knowledge and
technical training to perform the work,
B. Amend Section 9-30.1 to read as follows:
An electrician holding a currently valid license or certificate of regis-
tration in another city may apply for and receive a similar license or cer''
tificate of registration in the City of Denton without taking an examination,
provided the following conditions tre complied with:
(1) He shall submit evidence satisfactory to a majority of the Electrical
y Code Board that his license or certificate of registration was issued
i under conditions not less restrictive than required by the Denton Elec-
trical Code for issuance of an electrician license of the classification
that he is applying for, and that an electrician holding a license issued

by the City of Denton would be permitted to apply for and receive a similar
license or certificate or registration in such other city under reciprocal
conditions.
(2) fie shall pay the licensing fee required and comply with all other require-
ments of the Denton Electrical Code.

C. Amend Section 9-31 to read as follows:
Examination and licensing fee: An examination and licensing fee of one hundred
dollars 100.00 shall be paid in advance by each person taking the master 1
electricians examination and an examination and licensing fee of twenty dollars
($20.00).shall be paid in advance by each person taking the Class A or B journey-
man electrician's examination. Examination and licensing fees are not refundable.

D. Amend Section 9-32 (b) to read as follows:

License renewal fees are due each January 1 but may be paid on or before the fol-
lowing February i without payment of a delinquency fee. After February 1, a
license which has lapsed not more than 1 year (from December 31) may he renewed
upon payment of a twenty-five ($25.00) dollar delinquency fee in addition to the.
normal renewal fee.
E. /,mend Section 9-35 first paragraph to read as follows:
appointment by partnerships, associations, firms, etc. required.: Any partnership,
i,ssociation, firm, company, corporation or individual desiring to engage in the
business of installing, repairing, changing, or altering any electrical wiring or
apparatus shall first appoint a chief electrician whose name and address shall be
on file with the City and who shall obtain a master electrician's license before
any such partnership, association, firm, company, corporation or individual shall
be authorized to engage in such husiness in the City.
F. Where the words "electrical inspector" occur in Sections 9-29, 9-300 9-31, and
9-32 replace with the words "chief building official".
3. The Building Official was instructed to submit a written list of proposed code changes
to the Board at their next meeting for final approval.

4. Kenneth Keese stated that he no longer lived within the City limits of Denton and
therefore was not sure whether or not he met the requirements of the ordinance for
Board membership. The Board requested that the Building Official check,,' with the
City Attorney for an opinion concerning this matter.

Called a meeting of the Elect~Acal Code Board on Tuesday, July 3, 1979 at 4:00
p.m. in the Civil Defense Room of the Municipal Building, City of Denton.
PRESENT: Chairman J. J. Ilindon, Charlotte ldhaley, Willie Williams, Paul
Srhur.ler, Building Official and secretary.
ABSENT: Zeke Martin, ban Scott,
1. A request was considered from the Golden Triangle Communication Comiiany
for a variance from Section 230-72 (c) of the National Electrical Code at
205 Industrial Avenue. Jim Yirkpatrick presented his case to the Board and
explained in depth the variance requested. Schueler made a motion of DENY
A VARIANCE FOR GOLDEN TRIANGLE COMMUNICATION FROM SECTION 230-72 (c) OF THE
" NATIONAL ELECTRICAL CODE AT 205 INDUSTRIAL AVENUE, Williams seconded the
motion and it carried unanimously.

2. It was moved by Williams and seconded by Schueler THAT THE MINUTES OF
MARCH 27, 1979 BE APPROVED AS 4IRITTEN. Motion carried unanimously.
I ~ 3. A reciprocal licensing ayreeinent with the cities of Carrollton, Plano,
:r Farmers Branch and Richardson was reviewed. Schueler made a motion THAT
I WE RECIPROCATE WITH CARROLLTON, PLANO, FARMERS BRANCH AND RICHARDSON. Whaley
seconded the motion and it carried unanimously.
4. The ammendment to Artilce III of the Denton Electrical Ordinance wasi '
discussed. Williams moved that they APPROVE THE PROPOSED AMMENDMENT TO
s ARTICLE III OF THE DENTON ELECTRICAL ORDINANCE. Schueler seconded the
illation and it carried unanimously.

Called meeting of the Electrical Code Board on Tuesday, November 6,
1979 at 4:00 p.m. in the Civil Defense Room of the Municipal Building,
City of Denton.
PRESENT: Joe Bayer, George Olufson, Dan Scott, Charlotte Whaley,
Alternate Zeke Martin, Building Official, Building In-
spector and Electrical Inspector.
ABSENT: None
r !1, George Olufson and Joe Bayer were sworn in as new board members by
the City Secretary, Brooks Holt.
2. Whaley moved THAT JOE BAYER BE NOMINATED AS CHAIRPERSON, Scott
w seconded the motion and it carried unanimously.
' 3. Olufson moved THAT CHARLOTTF. WHALEY BE NOMINATED AS VICE-CHAIRPERSON.

ELECTRICAL CODE AT THE PHOENIX APARTMENTS, FORMERLY DREAMLAND APART-
MENTS ON SOUTH RUDDELL. Motion carried unanimously.
