PERSONNEL
During 1979, the Police Department experienced a turnover rate of
14% of sworn personnel, for a total of nine (9) officers, The
Department lost a Lotal of 27 years experience, an average of 3
years experience per man.
Two of the nine who terminated went to other laws eilioroement
agencies) four WAre asked to resignr one went into private vusinessi
one returned to colleges and one moved out of state, All nine of
the officers who left were certified officers and most replacements
were, not oertified,
TRAFFIC
The City axperienoed a 350% increase in the number of fatal aaoidents
(9), and a 350% increase in the slumber of persons killed (9), There
was an inaraaae of 40 injury accidents, with an increase of 55 persons
injured, This r,gpreadnte an 11% increase in injuries. There WAS A
24 increase in total a,~cidenha, The Department had An increase of
22% in the number of fleet accidents in police vehlolee (from 18 in
1979 to 22 in 1970), With one casualty, Several o£tioers were sent to
I additional driving schools and the Department is exploring inoreased
i in-house police driver training as an attempt to improve this problem,
CRIMINAL ACTIVITIES
The City experienoed a decrease in major crimes reported in 1970 »
11174, compared to 1,279 in 1978, This represents an overall decrease
in serious crime of 8% for 1979, There were five murders in 1979 and
tour in 1978.
The Department oleared 73.25: of orirses aga;.nst persons and 37,44% of
crimea against property for an overall average olatsrance rate of 47647%
H of orimos reported.

NARCOTICS
During 1979, 94 persons were arrested for drug offenses. This
represents a decrease of 43,389 from 1978. The majority of these
cases were for poosession of marijuana, under four ounces, which
is a county misdemeanor charge.
TRAINING
The Departmeiit experienced slightly more turnovoz in 1979 thr:n in
Ile previous year. More recruits were sent to the Police Academy
and overall training inoxoased 41.984. One local training offiuer,
who has been in the position for one year, has been largely responsible
for additional training time, Also, the level of formal education
continues to rise as several officers are enrolled in college and
new recruits have n high level of education when hired.
POLICE RESERVE
The Department gained one member in the Police Reserve during 197q,
The Reserve' remains small in numbers only sixteen (16)0 but they
e have proven dependable and respond well in all situations where
needed,

j ARM CONTROL
It has been decided by thta City Council to begin building a new
Animal control facility in phases on Woodrow Lane, Hopefully, the
first photo will be Uomp)bted'by the and of 1980. Ul Davis is the
I Animal Control Superviwor. She it informed and experienced in
j Animal Control and problems with the section have been kept to 'a
minimum. In 1979, as in 1978, there was a complete turnover in the
Animal Control section,

The motor vehicle accident records for 1979 show nine (9) fatal
traffic aoci.dents occurring within the city with nine (9) fatalities
resulting for the year.
(1) The first fatal accident occurred on klanuary 1, 1979 at ls25
a.m., on interstate 35, The accident claimed the life of John
Hamilton Campball, a 36-yea;- old male from Denton. Campbell was
operating the vehicle occupied by his two ohildren, ages 11 and 13,
southbound on IH-35E when he lost control of his vehicle on the
ice-covered road and overturned, Campbell and both children were
ejected from the vehicle. The cause of death was listed as head
and neck injuries,
(2} The second fatal accident occurred February 17, 1979, a-:
10100 a.m. on U-35E. The accident claimed the life of Abed A.
dabber, a 22-year old male from Brooklyn, New York'. Jabber was
operating a vehicle southbound on IH-35B when he lost control on
the ice-covered road, coming to a complete stop in the traffic lane.
After stopping, Jebbar exited the vehicle and was standing in the
roadway when the driver of a truck-txactor noticed Jabbar's vehicle
in the road, and began to drive to the shoulder in an attempt to
avoid it. Another truok-traotor was travelling behind the first
truck-traotor and the driver applied the brakes, causing the
vehicle to Jack-knifa and stike the rear of the first truck. The
first 'cruak jack-knifed and came to rest in the bar ditch. The
second truck-tractor continued on in the traffic lane and struck
both dabber and his vehicle killing Jabbar,
(3) The third fatal 6ocident occurred March 121 1979,` at 12s20,a.m.
on I11-35E. This accident claimed the life of Larry Ray Cobb, a
30-year old male from Carrollton, Texas, Cobb was southbound in the
outside 'lane and failed to move to the inside lane, driving his
vehicle into the rear of a truck-tractor,
E (4) The fourth fatal accident occurred on July 3, 1919) at 11:20
I a.m. in the 100 block of W, McKinney, This accident claimed the
1 life of ola 0. McElroy, an 85-year old femtsle from Benton. McElroy
was walking southbound across W. MoYinnty street, not in a proper
pedestrian crosswalk. A vehicle stxuok McElroy while she was in
the eastbound traffio lane,

(5) The fifth fatal aecidpnt 000urred on August 23, 1791
I
at 9r45 a.m. on N. Locust Street, 1.4 miles North of Hercules.
This accident olaimed the life of Connie Sue Williamson, an
18-year old female from Sanger, Texaa'- Williamson was driving
southbound on N. Locust and crossed over the center stripe into
the northbound lane, colliding head-on into a two-ton truck,
(6) The sixth fatal accident occurred October 61 1979, at 2115 a,m,
o» TH-35E near Mayhill Road. This accident claimed the life of
Rickey L6nn Stanford, a 24-year old male from Ft. Worth, Texas,
Vtanford was driving southbound 'on IM-35E when his vehicle went
out of control, hitting the curb and overturning on the roadway.
Another vehicle travelling northbound struck Stanford's vehicle,
causing it to burst into flames with the deceased trapped inside.
(7) The sievanth fatal accident occurred October 21, 1979? at
11126 p.m, on South Loop 288. This accident claimed the life of
Stephen Wynn, a 29-year old'male from Argyle, Texa3, Wynn's
vehicle ran off the roadway and struck a driveway embaliftent,
causing the vehicle to roll and overturn.

(8) The eighth fatal aocident oocu<tred October 24,_1919, at
2152 p,M, on S. Carroll Blvd, at Ft, Worth Diva
claimed tho life of Perry M. Wilson 83-ar old a , male afrodent i
Denton. Wilson was a pedestrian attemptingyto crossCarroll~
Blvd, westbound. The driver of an oncoming vehicle failed to
see the pedestrian and was not able to avoid collision,
(9) The ninth fatal accident occurred Dectember 22, 1979, at 1105
a,m, on IH-35Z, This accident claimed the life of Bennie Darrell
Hampton, a 43-year old male from Hurst, Texas. Hampton's
was traveling northbound on IN-35f when he lost oontrol onit,
crossing over into the southbound lanes of IR-35, Another vehicle
was traveling southbound and struck Hampton's vehicle.

VIOLENT DEATHS FOR 1979
(Other than Traffic)
The first violent death for the year was a suicide, Ota Tyler,
w/f, died on January 6, 1979 as a result of an overdose of pills.
The second death occurred on•January 10, 1979. The deceased was
Henry Clay Bell, n/m age 55. The death was the result of a
shotgun wound in the chest which an unknown assailant fired through
a window. The offense ocoured at the home of the deceased at 1706
► Morse street. The death was ruled murder and the case remains unsolved.
The third violent death oocnrred on January 14, 1979 when Bobby
Ray Craddook, w/m, age 27, was shot to death at 817 westway. The
deceased had been involved in a minor arguement with Cole Parks
on the front porch of the Parks home, Parks suddenly pointed a
shotgun at the deceased and fired. The death was ruled a homicide
i vid Crale Parks was charged with murdex.
The fotirth death was a suicide which occurred on February 1, 1979.
Bill Wright, w/m, age 24, died at 602 Congress as the result of a
( gunshot wound to the head.
The fifth violent death was the result of a gun battle between Officer
Joe Waddill and Robert Allen Youngblood, w/m, age 33. Tho shooting
occurred on February 12, 1979, Youngblood had kidnapped a North
Texas Campus Police officer at-gunpoint and shot her in the leg
when she jumped from his moving vehicle. Officer Waddill of the
Denton Police Department intercepted Youngblood a few moments later
i
f i and a high speed chase resulted. Youngblood wrecked his vehicle at
the intersection of Highland and Avenue D, He jumped from his vehicle
and fired several shots at Officer !Waddill, Waddill returned fire
hitting Youngblood in the heart, The Denton County Grand Jury later
convened and Officer Waddill was "No Billed". The ca:Ua was ruled
Justifiable Homicide.
The sixth death was a suicide. On July 9, 1979, Edward Burohsll
w/m, age 54, ended his life with a gunshop to the head,
on August 29, 1979 a shooting occurred at 418'Ruth street leaving
Jimmy L*arl Daniels, n/m, age 49, dead. The wife of the deceased,
Tommye Daniels, had been having mental problems and had just been
aleased from Wichita Falls State Hospital. As her husband was in
had s'aleep, she shot him once in the head and three times in the
torso with a .38 caliber revolvor. She was charged with murder.

A hearing was held later and she was committed to the State Hospital
at Rusk, Texas,
on November 15, 1979, a suicide occurred taking the life of Jane
Oehler. The death was the result of a mingle "gunshot would to the
chest.
The ninth violent death occurred on November At 1979, at the Winetree
Club. Danny Ray Revels, ri/m, age 32 was shot to death after a
disagreement with Ricky Currie. Currie was charged with murder.
Revels was shot twice in the chest with a ,22 caliber revolver.
The final violent death of the year occurred on December. 29, 1979
and was ruled a Suicide. Terry Lynn Johnson, w/M, age 25 lost his
life as a result of a gunshot wound to the head,
