Stebbins requesting a change of zoning from agricultural (A) to single family (SF-13) on a tract approximately 1/2 acre in size, located along the south side of Highway 380 beginning approximately 460 feet west of the intersection of Highway 380 and Grissom/Trinity Road. Report: The property in this petition is located along an annexation strip running eastward along Highwa 380 A single family attached dwelling is permitted in an agricultrual (A~ zoning district but the tract must be at least one (1) acre in size. Inasmuch as the tract in this request is less than an acre 1n size, a zoning change to single family (SF-13) is required before development may commence. Surrounding land use includes single family housing east and west of the site, and vacant land to the south and north across Highway 380. This area is not served with water and sewer lines. The nearest water line is approximately 7,000 feet from the site and the nearest sewer line is appproximately 6,500 feet away. Extension of the sewer line would require the inatallatlon of a lift station. This area is served with electricity by Texas Power 3 Light. There have been a few minor work order changes up to this point. Since the building was moved 10 feet to the north from its original location, because of a clout in the 21 foot lot purchased by the City adjacent to Amco Transmission build- ing, the architect has been able to recover some concrete j money in the exit driveway. Also he deleted the sidewalk 4 on the north side of the building since the sidewalk at the street curb is only about 15 feet from the building. The radio base and tower bid came in lower than we had ex- pected. It appears nova that we can bring the small fire station parking lot back into the contract and still stay in our alloted bond fund. The architect, the general contractor, and the job super- intendent met this week and went over the plans in detail and could not anticipate any more changes to be made from this point on. After some credits, change outs, and minor changes it parking lot the contractor submitted a change order it. amount of $15,434.00 to bring the small parking lot bacx I into the bid. We are still under our bid cost. You are familiar with item number 2 on this change order pertaining to the condensate drain lines as per city re- quirements. First, the swampy condition of the existing ground required that we install french drain all along the saturated area on the south side of the street. Also, a major portion of the existing soil east of the 7 x 5 box culvert was removed and replaced with rock and sandy materials. The second major area requiring quantity changes was on the road over the 9 x 5 box culvert on Stuart Road, In order to achieve a solid road bed, E lime subgrade was put down with a 2" asphalt wearing course, applied on the E top. This saved a great deal of money on patch material with some extra cost for lime and lime subgrade. Two smaller areas required changes. The water and sewer lines at Stuart and Windsor had some untnticipated bends that required a different type of junction box design in that area. The manhola on the 42" storm sewer pipe was eliminated with a slight grade change. The manhole adjustment was eliminated when the street grades were refigured on Stuart Road. Changing the aprons for the box culvert from class C concrete to class 8 ripr„p saved some money also. s All items have been inspected and all final finish work and cleanup is i satisfactory. The project meets all City of Denton specifications. ( The final cost of the project is $308,696.85 which is $1,323.05 over the U seduced contract price of $307,373.80. These removals allowed the new work to tie into solid t concrete. Many sections in these areas were badly cracked and deteriorated, k, _ Item 1`1046 Curb and gutter quantities were increased when storm sewer work ? at Highland 6 Avenue E. Prairie Street, and Hickory Street required that • the curbs be removed to place the storm sewer properly. Also intersections at I Hickory & Avenue E and Hickory at Bonnie Brae required extra curb work. Item 0104C Driveway quantity removals were increased on the north end of Bonnie rae near Scripture where lowering the street required sloping drives back farther. Other small overages occurred at Prairie 3 Avenue E.. Sidewalk ruantities were increased at Highland and Avenue E and at the 7-11 on Prairie. Item #110 A grade change on Bonnie Brae north of Scripture required the c a~i nge." Item 260, 264, 340A These items were increased due to extra work being required at varicus intersections to tie into solid pavements. Item 421 B Overage is due to the size of the retaining %,-all that was re- quired on Bonnie Brae. ! Extra curb was required at hickory b Bonnie Brae inter- section and at Ue Hickory and Avenue E intersection. All flumes added were paid as curb and gutter. Item 524A Concrete sidewalk extras were at the tennis courts on Avenue E. 1-11 on Avenue E, and a long section just north of Oak on Bonnie Brae. Item 524B 12 new driveways were added to the project while a few others were en~Tarslightly. Item 524C Some extra concrete pavement was required all along Avenue E, espec'iaTfy at Prairie Street. Item SPI More fill was required at 2361 Scripture to fill yard to desired eves and on the grade change north of Scripture on Bonnie Brae. Item So2 Driveway length changes as well as other concrete pavement changes requfre3 more sawcut. E I Item SP4 The 12" water main tied into on Oak Street was approximately ten ' e-e arther north than expected, j Item SP5 Extra 6" water line was required for the connection at Edwards and 1 extentions of a few fire hydrants. Also some connections were taken out [ farther past the edges of Avenue E to stay out of new pavement. Item SP6 An extra 4 inch tap was required at the Panhellic Center on Ave. E. Items SP8 6 SP9 Gate valves were installed to meet changing conditions that ccurre n t e field. Also, ovr inspector made sure all lines could be easily controlled. Item SP 11, SP 18 Some taps weren't visible until construction operations uncovered them on both water and Sewer services. Item SP24 The line on Oak that was tied into required a different connection an was planned. A great deal of savings occurred when the numner of water and sewer taps required was reduced. Also the amount of asphalt patch required was ap- proximately 500 tons lower. Item 340C Some extra patch material was required as streets in this section were more deteriorated than anticipated. Item 465A to 465,1 All' pipe quantities were put in according to plan with only minor cTanges occurring as a result of grade or line field decisions. Items 470F, 470H One ten foot type one inlet was changed to a regular inlet a pipe connection. Item 522 Placement of the box culvert on Prairie Street was changed by an existing water line that veered over forcing us to put the box under the curb slightly. Item 'S 5 The fire hydrant was extended out to get it out of the parking lot that was put back into the plans. Items SP8 SP9 Connection of the waterline at Prairie was accomplished in a ai erft' e- n` anner in order to gain a better finished product. Some savings occurred on this section in the 8" waterline item and the concrete rip rap item. Total work payable is $1,312,190.49 which is $53,928.81 less than the est W ted bond price of $1,366,119.30. Every item has been inspected and found to be in accordance with City specifications. SUMMARY: s Citizens Traffic Safety Commission met in April and discussed the speed limit on Hobson Lane. Since no housing directly faces Hobson, they recommend changing the speed limit from 35 to 45 mph. 1 FISCAL SU?~y* 1 Traffic Control will have to change several signs. Cost would be under $100.Cn, which is in the budget. ACTION REQUIRED! Approve the ordinance changing the speed limit to 45 mph. 1 ALTERNATIVES!
