The Staff basically seea no problems with the use of the•right-
of-way. There appears to be no conflicts with utilities of
any sort, the street is short and not highly traveled and
therefore moving closer to the street should not have an
adverse effect on traffic, Finally this location is in the

SUBJECT: 20 mph speed limit in North Lakes Park
At the September 10 meeting of tho Traffic Safety
1 Support commission the park board made an appearance Windeor I
k and asked for the speed limit to be changed .cr!• 1
through the park. The commission felt that a 24 h speed
limit was justified particularly in areas wed taare
l are major activities near the road,
recommend changingg the speed limit wherever these activi- it
ties occured and instructed the staff to recommend where
these areas should be. The staff raco,;aended that the
speed limit be imposed from Hinkle to 800 feet eaet.of

MINUTES OF AUGUST 131 1980. Motion passed unanimously. E ,
2. Mike CamabellI Chairman of'the PARD Board spoke and presented their
pfa`n for orth Lakes Park and expressed his request for 20 MPH
through the park.
Kathy Goldman.spoke briefly about, Riney, Road going through the Park
and presented A list of signatures from the Northridge-Headlee Area,
Motion was made .by Terry•and,seconded by Estevet fora h MPH SPEED
LIMIT ON WINDSOR DRIVE TO BE DESIGNATED NEAR ACTIVITY AREAS AS PER
STAFF. Motion passed unanimously.
3, Rick Svehla spoke on the Ideas presented by the land Use Planning
Commission concerning Carroll Blvd., and Windsor Drive Motion was
made by Keener and seconded by Robinson TO TABLE THIS DISCUSSION.
Motion passed unanimously.
4. The items on the emergency addendum were discussed.

j PARKING 1001 EITHER SIX OF THE CROSSWALK ON AVENUE C, SOUTH
OF CHESTNUT.

HIGHLAND NEAR AVENUE A. Motion passed unanimously.

1. Eleanor Swan spoke requesting NO PARKING ON EITHER SIDE OF ALAMO PLACE
AND THOMAS STREET AS TRAFFIC CANNOT GET THROUGH. This was tabled to be
l placed on the next agenda.

Commission on the parking at NU.

Due to a recent opinion of the City Attorney, TWU is not aSle to sign City Streets
for any.type,of specified parking. Therefore the staff has reviewed the parking
situation at TWU and made the recommendation to the traffic Safety ,Commiition, j
Traffic Safety Commission reviewed parking at TWU and voted to apprpve unrestricted
parking on the east tide of Oakland from Texas to Locust and or, Be11 feWTexasity~
FISCAL SUMMARY: ;
Cost to'the City will be incurred for repainting and resigning these 2 areas,
There is money in the Sign and Marking budgets that could 6i used.

ON THE SOUTH SIDE OF ALAMO PLACE. Motion passed unanimously. !

S:HOOL. Motion passed unanimously,
3.:lia Wayne A tr spoke representing the TWU Police concerning the removal
o parking on Bell Avenue. He felt that removing the parking would
increase the speed on that street.
Dr. Larry Luce spoke representing North Texas stating that Avenue C
was a threat To the safety of the students and felt that increasing
the lane of traffic would increase the speed on that street. He
suggested making a median in the middle of Ave. C to help the situation. 1
Motion was made by Robinson and seconded by Terryy that OAKLAND FROM TEXAS
STREET TO LOCUST ON THE'EAST SIDE BY CHANGED FROM D CAL.PARKINO TO UN.
RESTRICTED PARKING and BELL AVENUE FROM TEXAS TO UNIVERSITY DRIVE CHANGE
TO UNRESTRICTED PARKING. Motion passed unanimously.
For the North Texas area a motion was made by Keener. seconded by Terry to:

The staff would recommend removal of parking on the south side of Alamo ;
Place. We feel, that if parking is removed here, it would provide adequate
maneuvering room of emergency vehicles of any type.

The North side'of'Crescent dust west of Fulton, is currently signed for
No Parking between the hours of 8 and 4. If Mrs. Kees request was granted
for unrestricted parking, the staff still feels that all the spaces would
be filled by High School students between .8 and 4. •A good example of this
' is Fulton dust north of Crescent which has unrestricted parking. These
spaces are full every day during school hours. Therefore, Mrs. Kees would
not gain anything by changing the parking.

This concerns, parking at both campuses since,the,City,Attorney has ruled'
that control of these streets and the parking cannot be,given to another
governmental agency... Consequently, the staff, including the,City Manager's'
Office, the Attorney's office, the police Department and Engineering has
renewed the existing parkingg at both universities,. Attached is a map of
North Texas showing the existing parking.' At North Texas the staff is
recommending that we leave parking as shown with these exceptions:
1) All decal parking would become unrestricted unless it is listed below, I
r 2) The east side 'of Avenue E from Eagle to Highland would be changed from!
No Parking to parallel parking.
3) Avenue C would be changed from decal parking to no parking between
Highland and Sycamore and on the West side. of Avenue C.,from Sycamire
to Mulberry would be changed from unrestricted parking to no parking, f

SUMMARY.,
Due to.a recent opinlon,by the City'Attorney, the Traffio Safety Commission reviewed the
parking.at North Texas. After hearing the, recommendations by .Staff and North Texas,
the Commission recommended all of the. items recommended by.the`Stiff With.the
exception of tying the removal of parkin on Avenue C to the igstall,169 of some sort Of E
median and they also added removing parking on the north side of Chestnut from Ave. E ;tl

Support Commission reviewed recommendations from the staff i4d,;horth Tekns, y"
concerning parking at the University on City streets. Basically, Cityy staff
and',North Texas agreed on recommendations. North Texas variEd,frorti;,the City
staff in that they asked. that the removal of parking on Avenue C be tied to
the installation of a-;pedestrian median, and they also asked that the piirking. i
be removed on the north side of Chestnut from; Avenue D to, C. ;The ~dW ssion
voted to recommend all of the recommendations as,listed,on the•att ached
back up as amended by North Texas's Upon further investigationi'i was noted
that the S.taff made one recommendation based on an erroneous ,:interpretation
of some street lanes. We recommended that unrestricted parking be allowed
on the east side of Avenue E from Highland to Eagle, ,This,recbmmenddtion
was based on the assumption that the street was wider than 1t actually is.
Staff has since polled the members and a majority have said they rrouid not,
recommend this since this would reduce Avenue D from 41anes-of traffic to

ON THE SOUTH SIDE OF ALAMO PLACE. Motion passed unanimously.
2. Motion was made by Keener and seconded by Robinson to'LEAVE THE NO `
PARKING SIGNS ON THE 1100 BLOCK OF N. CRESCENT ACROSS FROM THE HIGH
SCHOOL. Motion passed unanimously.

of parking on Bell Avenue. He felt that removing the parking would
increase the speed on that street,
Dr. Larry Luce spoke representing North Texas stating that Avenue C
was a threat to the safety of the,students and felt that i"rebsing
the lane of traffic would increase the speed on ttiei~ street. He
suggested making a median in the middle of Ave, C to }yelp the situation,

Place. We feel. that if parking is removed here, it would provide adequate p ;
maneuvering room of emergency vehicles of any type.
Item 03 The North side of Creicent Just west of Fulton is.currently signed for
No Parking between, the hours of"8 and 4. If Mrs, Kees request was granted
for unrestricted parking, the staff still feels that all the spaces would
be filled by High School students between.8 and 4. A good example of this:
'is Fulton dust.north of Crescent which has unrestricted parking. These
spaces are full every day during school hours. Therefore, Mrs. Kees would
not gain anything by changing the parking.

' SUBJECT: The Nev Commercial Rate for Private Haulers at the Landfill,

Currently there are only two rates for large commercial
' trucks that use the Landfill. Those over thirty ('JO) cubic
yards in capacity pay $35.00 per load and those less than
thirty (30) yards pay $25,00 per load. Currently we.have
haulers that use a truck that has a much smaller capacity.
However$ theq muot still pay; the $25,00 rate. 'Staff feels
that there should be at least one more catagory;'for charging. ;
We would recommend that any commercial packer with a capacity

The following additions shall be made to the quantities that were submitted j
and approved on August 19, 1980 by the City Council of the City of Denton. I
Jagoe Public agreed to hold their prices for the size changes required.
Item 1049. Concrete Curb and Gutter Removal
This item shall include an additional 90 lineal feet of curb and gutter
removal.
Item 340C. Asphalt Patch Material_
This item shall include an additional 49 tons of Type D asphalt material
for the larger size radii required by the State High.iay Department.
Item 522 Concrete Curb and Gutter
An additional 115 lineal feet of curb and gutter will be required for the
larger turning areas.
Item 524-B. 6° Concrete Driveway
this item will be paid at $3.50 per square foot as agreed to tie the two
aisting driveways into the realignment work. Approximately 3% square feet
t will be required to complete the work.
The contract amount will be increased by $7,170.72 and this should be taken
into account when submitting all bonds.

construction of deteriorated pavement close to the intersection, of Bell p
and University, which was caused by drainage problems at that int,er-
section. If this change order was approved in con3ucti6n with the
drainage improvements, the pavement on Bell Ave. would be in good i,
condition, except for a small portion of pavement near the intersection
of Bell Ave. and Roberts St.
Estimated additional costs will be as follows:

¢ We feel that the unit price and the extension of•time 'noted
