The property is located at".the northwest 1 corner of Malone and Broadway Streets. The parcel is a part of the W.W. Wright Addit.'on and is approximately .6 acres in size. Report: The lot is vacant, with single family abutting to the north and west bordering Broadway on the South;iand fronting Malone'on the east. Public facilities are available for extension to the site and there j is adequate capacity. Major considerations in this case are: 1. The need for the use in the neighborhood. 2. The impact on abutting property owners. , 3. The amount of similar higher intensity development in the neighborhood area and the precedent for future requests. 4. The character of the proposed development as to its scale and appearance with the surrounding neighborhood. 1. The need for this zoning or use at this location is highly questionable when considering all of the currently vacant zoning in this general an interior location quadrant of the city. Normally such a use at on a collector type street like this is reserved for local neighborhood service. This use, however, is intended to serve clients on more of a city-wide basis and therefore should normally be located in a more city-wide office/commercial center, such as on University or towards Scripture. 2. The impact on abutting property owners could be negative if not properly screened and the setback and the scale and operation of the building' controlled. The City' of Denton's electrical system consulting engineers, Black and Veatch, assisted Denton in these preliminary investigations. On August 25, 1980, Continental Hydro Corporation of Boston, Mass., filed an application for a preliminary permit with ,the Federal Energy Regulatory Commission to study the feasibility of installing a hydroelectric generator at the outlet of Lewisville Lake. Governmental entities, such as the City of Denton, have priority over privately owned companies for-such projects. Denton has until December 4, 1980, to file 'a notice of intent for a competing application on Lewisville. K Denton then would have until February 2, 1980, to submit the complete application. The hydroelectric facility being proposed by Continental Hydro is 8 4.100 KW unit. Annual energy production would, be 11,700,000 KWH, Sales would be to TPSL. continental, Hydro estimated that studies performed under the-preiminary permit would cost $52000. However, the figure was probably partially arrived at by the fact that Department of 6nelgy grants up to $50,000 are available for such studies. A preliminary investigation by the Corps of Engineers j indicated that the capability of Lewisville was 2,780 KW with estimated annual energy of 6,')50,000 KWH at a coat of 4.7?D per KWH. Preliminary investigations indicate that a hydroelectric unit for Ray Roberts Lake would be approximately 70% as large as the unit for Lewisville Lake.
