SUKWY: This purchase order is for the purchase of 10000 yards

On January 20, 1981 this material was bid and awarded
to Greco Construction Company at $6.72 per yard+ Cisco
notified the City their supply was ,depleted 'after de-
livery of only one load and they would be`utabls,to.
supply the city requirements. The matter was brought
back to the council on February 3,1981 and re-awarded - to the next low bidder meeting specificatioad, J K.

Consider an ordinance to increase the Plumbing, Electrical, Bullding,and His-
cellaneous Permit Fees.
SUMMARY:
With the adoption of the 1980-1981 Budgetj.Council, directed the Staff to iidjuat foes ;
in the Building Inspection Department so that the department could be totally funded
from revenues derived from fees charged' The Division has met with all the appropriate
boards to discuss fee structures and each board has recommended an adjustment to the'
fee schedules. The increases are as follarast Building' fees- 50% increase, Electrical
fees - 3 times the present cost, and Plumbing fees - 4 times the present cost. s,
FISCAL SUMMARY:
The impact of these fee changes will be that the Division will be able to totally
fun? l,tself by the charge of fees if trends in the building industry continue as than '
have is the last several yeafe.
ACTION REQUIRED: j
Council should 'approve the ordinance.
ALTERNATIVES: `
Leave the fee structure as is and incur a deficit in the building inspection funding,

0 On December 4, 19801 the Building Code Board recommended to the
City Council that building permit fees be increased by 50%.
On January 190 1981, the Electrical Code Board recommended to
City Council that electrical permit fees be increased by 3
times their present amount.
It is our beat estimate that the increase in f4es as
recommended will pay for the cost of operating e thet Building
Inspection Division, assuming that construction continues at
approximately the same rata as it has for the past 12 months.

Absents Emery Groening, Steve Kniatt, Dan Scott, and Clyde McWilliams
1. The Board tabled approval of the minutes of December 3, 1980 until
next seating.
2. Alter considerable discussion and review of available information, it
was moved by Martin and seconded by Johnson to RECOMMEND TO CiTx F`
COUNCIL THAT ELECTRICAL PERMIT PEES BE INCREASED BY THREE TIM THEIR
PRESENT AMOUNT. Motion carried unanimously.
3. Thera was a brief review of local amendments to the National Biectrical
Code after which it vie moved by Johnson and seconded by Martin' THAT
MTHER REVIEW Ot THE 1961 NATIONAL ELECTRICAL CODE BE TABLED UNTIL
NEXT MEETING. Notion passed unanimously.

1. It was moved by Burley and seconded by Becker that the minutes
of August 20, 1980 be approved as written. Motion carried uaani-
h + mously.
2. The request of Mr. Joe Nichols for a variance from Chapter 13
of the City Plumtbin Coda was discussed by the Board. It was the '
unanimous opinion of the Board that the present water heater and'
boiler venting system was not in accordance with the`pltmmbingg.cods. ;
The Board felt that the present venting system is a potential fire
hazard. It was moved by Sullivan and seconded by Work that the
variance request be denied, Motion carried unanimously, J
3. The Board made a final review of the proposed plumbing code.
It was moved byy' Boci*r and seconded by Sullivan that,ths $oard
recommend to the City Council the adoption of the 1979 edition of
the Uniform Plumbing Code with local amendments. Motion carried
unanimously.
4. The Board compared Denton's plumbing permit fees with nineteen
other Texan cities and found that'Denton's fees veto only otle-
fourth as much as the other cities. Becker moved and Burial seconded
a motion to increase the permit fees for each item listed in the
plumbing permit fea schedule by four times. See attached fee
schedule.

allow for new and better material to be used.

There will be very small changes in the costs of materials
reguried by the code. There will be a substantial difference
in the fee structures The' Hoard recommended that fees be
increased by 4 times.

1. It was moved by Burley and seconded by Becker that the minutia

2. The request of Mr. Joe Nichols for a variance from Chapter 13
of the City Plumbing Code was discussed by'the Board, It Vas'the
unanimous opinion of the Board that the present water heater and ,
boiler venting system was not in accordance with the plumbingg coder
The Board felt that the present venting system to a potential fire
hazard. It was moved by Sullivan and seconded by Work that the
variance request be denied. Motion carried unanimously.
3. The Board made a final review of the oposed plumbing code, j

recommend to the City Council the adoption of the 1979 edition of l
the Uniform Plumbing Code with local amendments, Motion carried- M

4, The Board comparad Denton's plumbing permit fees with nineteen
other Texas cities and found that Denton's fees were only one-
fourth as much as the other citiei. Becker titoved and Outlay sscondod

SECTION 17.12. DANGEROUS AND INSANITARY CONSTRUCTION
(a) Any portion of a plumbing system found by the Plumbing
Inspector or by the Chief Building Official to be insanitary as
defined herein is hereby declared•to be a nuisance and unlawful.
(b) Whenever brought to the attention of the department
having jurisdiction that any insanitary conditions exist or
that any construction or work regulated by this Chapter is
dangerous, unsafe, insanitary a nuisance or a menace to life,
health or property or otherwise in violation of this Chapter, y

Inspector.
SECTION 17.24. SPECIFIC VARIANCES
Specific variances to cope with unusual construction 4
problems may be made ►q the Plumbing Inspector in the following
particular cases:
(a) To reconstruct existing plumbing.
(b) To Install new plumbing in old buildings.
The variances shall be specific, shall. be reasonable and I
shall not create an injustice and shall be in keeping with the
purpose and Intent of this Chapter. Such variances shall be
obtained in writing from the Chief ►lumbing Inspector prior to
the starting of the work.
SECTION 17.25. REVIEW BY BOARD
All variances granted by the Plumbiel Inspector shall be
reviewed by the Floating and Mechanical Coda Board for possible
revision, at the Board's. discretion.

Consider change orders at the Denton Municipal Service Center
1 in the amount of $31,738.00.
SUMMARY s
Because of encountering ground, water, adritional casings on the
footings were needed in the amount of $18,222.00. Also,
further review of the plans has indicated several changes that
} need to be made in order to meet code. Mr. Kirkpatrick has
negotiated these with Luther Hill, the contractor, and the
change orders for these code requirements is $13,516.00.
FISCAL SUMMARY:
Total amount of the change orders is $31,738.00. Contingency
funds are available to cover these.
ACTION REQUIRgUt
Council should approve the change orders.
ALTERNATIVES:
In the case of the footings, these is no alternative to good 33+
construction and in case of the rest of the change orders, the
alternative would be not to make them, and to have a building ,
than does not meet code.

Attached is a letter from 3ames Kirkpatrick, Architect on the
service Center. His staff and . the Building Inspection
Department have reviewed the plans for the Service Center
thoroughly and have found several changes that need to. be Bade
to Beet code. These are listed in Mr. Kirkpatrick'u letter.
Also in his letter is an additional charge for casing work that
was done on the foundations because of encountering ground
water. This foundation work was $18,222.00 and the total
amount of the change orders for the code requirements is
approximately $31,738.00. if you or the Council have any

On January 23, 1981, General Telephone filed for another rate increase with
the Public Utility Ccmnission. Tire Canpany has asked for an additional $44.6
11 million per annum (an increase of approximately 281), notwithstanding just
having received a $31.9 million increase in octcber, 1980. Basic ewchenge rates
(both business and residental) would be increased by $31.9 million. Residential
one-party rates in the largest exchanges would increase from $11.15 to $14:49,
as ompared to $8.20 for Southwestern bell. Business one-party rates in the
largest exchanges would increase from $37.30.to $48.39, as Compared to $27.45
for Southwestern Bell. 3

To Coordinate the cities efforts a Steering Ccmnittee was selected owposed of
those named on the attached list. Don Rorschach, City Attorney of Irving will
again serve as chairman. Mayor Beverly Heinrich of Webster will Coordinate
public participation in various ratepayer hearings at the PUC or locally.
The Steering Cmvdttee subsequently decided to hire the firm of Touche Ross 6
Co. and Mdrbrries i Associates to work as the cities' rate Consultants. Don
Butler of Austin and John Bell of Arlington will act as attorneys.
On Tuesday, February 10, a prehearing conference was held at the PUG to rule on
interventions and to set a hearing schedule. The Caipany objected strew wly
to any participation by the cities. However, the cities were allowed to inter-

The Planning and Community Development Department has prepared a`
working draft of the requested new Subdivision Oidinin^.e. it is

the belief of staff that the input of concerned and affected citizens
should be obtained prior to taking the proposed ordinates through
the Planning and Zoning Commission and the City Council. 'To serve
this purpose, it ip suggested that an ad hoc revisor committee be
established consi'3t.ug of representatives of the City Couhncill,
Planning and Zoning Commission, the building ii.dustry, :r
estate industry, and other interested citizens. A workable committee f ;
probably should be limited to less than 10 peopl?. It is estimated
that the committee could complete its task in 30 to 80 days maximum, e
