MODERATE ACTIVITY CENTERS a. purpose and Intent The purpose of identifying moderate cantors of activity parallels many of the purposes discussed earlier for large centers, like balanced citywide' growth. Nowevere in considering the criteria for current capacity and future design capacities for transportation and utilities, the main consideration is not just for adequate capacity to, accommodate existing and future development demands. This policy for moderate-size centers includes an intent to limit infra-struoture to the planned limited moderate size centers. This policy helps insure the long-range land use balance indicated by the concept `plan. b. Location The.generai locations of these centers are shown { on the following map. fi c. Size/intensity Most of these cantors should serve four neighbor- hoods (one potential community unit) of from 5,000 to 15,000 people. The size of these centers should then be 30 acres to 250 acres. These centers can take on many mites of land use. A prototype mix that encourages € diversity and the community unit concept would Rae a f center towards the higher and of the acreage range whore as`a specialized center, may commercial, would head to be towards the smaii size. These neighborhoods would be made up of single-family, patio houses* duplex and limited townhouse/apartment, all interspersed with open space greenways, pedestrian and bicycle ways, This land use concept would serve well the physical elements needed to implement the community unit concept that is discussed in Volume II Appendix. r18r i t t i Most centers, if not as diversified, would be to- wards the smaller scale of 30 to 50 acres for primarily commercial center. The revised general plan continued the concept of an elderly retirement village with the same number of dwelling units proposed for the site but with a mods- fication to the arrangement of units. Two four-story appartment buildings (98 units and 168 units respectively) and a nursing home = administrpption building required the elimination, of several residential clusters in order to maintain a projected density of 11170 units. Concurrent with the above revision to the general plans a specific site plan was approved which included one four-story residential building, one residential cluster, and the nursing home:w admini- strative building, Parkiog,for the development was ess than ones ace'per dwelling unit. ANALYSIS It is felt that the development proposal is consistent with the original concept of housing designed to meet the special needs of elderly people. This specific site plan calls for a total of 170 cluster or cottage units, along with 217 units in the mid-rise building for a total of 387 units. A 60 bed medical facility is proposed with room for a 30 bed expansion. This building will also house dining facilities and enigb- borhood service type retail uses. An activities building and chapel is also included. These alternate plans are as follows: 1. Determinethe most economical design for strengthening the existing bridge structure to meet an HS-15 loading rating. 2. Remove part or all of the existing superstructure and replace with a new structure. 1. BACKGROUND: The existing Sycamore Street Bridge is located within' the, City limits of Denton on South Pecan Creek. According to'field:'dit-ar, it consists of a 3?1-8" roadway` width' with a singles 46 -of 44 ft. and V -S' sidewalks on both sides. Sycamore Street Bridge, Mas currently rated with an HS-0 loading.as indicated in, an inspection report by Russell Englot-Sheldon Gibson, a local coulting"firm. Consequently, the City of Denton. plans to improve the Sycamore Street Bridge to an HS-15 loading in accordance with minimum American Association of State Highways and Transportation Officials Standards. i , 11. DESIGN CRITERIA: j i A. Design Assumptions. Structural design criteria was based on the following assumptions. I. All existing structural steel still conforms to ASTM A-36.* I 24 The Concrete Deck is in good condition and is adequate to carry the AASHTO Standard HS-15 loading.* 3. The foundation is structurally adequate to carry AASHTO 3 Standard HS-15 loading along with the existing and proposed dead loads.** B. Standard Specifications. Structural design criteria was based on t e American ssci-ation of State Highways and Transporta- tion officials (AASHTO) "Standard Specification of State High- way Bridges", I07, and was utilized as a design standard. C. Design load. The actual design loading used for each alterna- t vet - wa~sed on the AASHTO Standard HS 15 loading. * According to the inspection performed by Russell Englot-Sheldon l Gibson in accordance with State criteria, the existing material is in good condition. Since there are no construction plans for the Sycamore Street Bridge, we will not be responsible for the adEquacy of existing foundation and any failure that may occur due to deviation of material properties and workmanship. IV. DISCUSSION OF RESULTS: The method of modification for each alternate utilized the most cost-effective type construction. Each alternate is shown graph- ically on the attached sheets, Alternate No. I utilizes all of the existing members with the exception of the north exterior girder. A continuous stiffener plate will be welded to the bottom flanges to provide added strength to the tension area. Expansion bolts would be used to connect the top flange to the concrete deck which allows the compression flanges to act as a composite unit. The entire structure then acts as a composite section to resist live loads, and the HS-15 rating is achieved. 9 .41 it a. Honorable Mayor and City Council Page 3. Alternate No. 2 consists of inserting new girders between' the ! existing members to strengthen the Bridge. This modification t would be accomplished by removing the existing deck, installing the new girders, and placing a new concrete deck Shear studs would be welded to both existing and proposed girders to provide composite , action. Again, the HS-15 rating is achieved with this design. Based on initial construction cost, Alternative No. 1 proved to be the more economical of the two alternatives with an estimated con' 1 struction cost (including Engineering) of $68,110.00 as compared to $73,770.00 for Alternative No. 2. However, Alternate No. .2 appears to be more "cost-effective" primarily from the standpoint of improved structural qualities (i.e., utilization of new material): In addition, Alternate No. I will be more difficult to maintain in regard to inspecting and painting. Y. RECOMMENDATIONS: Of the two alternatives studied, Alternative No. 1 appears to be the more economical as shown in the cost estimate on the following page. However, due to maintenance and structural considerations, Alternate 2, with only a slight increase in cost, is recommended as the method to be used to upgrade the existing *tructure. SUMMARYt Preliminary plans and specifications for the Hickory Creek Interceptor sewers and lift station were reviewed by the Board at the March 25, 1981 regular meeting. The final plans and specifications were completed and transkitted to the Texas Department of Water Resources in Austin, Texas, 5 on April 16, 1981. The project Consulting Engineers, Freese and Nichols, Inc, are currently preparing the Step III application to request funds for constructing the subject lines and lift station. Recent discussions with TDWFt staff engineers indicate that the sooner the Step III application is submitted, the r- better the chances are that Denton will receive the Step III grant offer. Therefore, this item was brought to the Board prior to the completion of the Step III application. a It is anticipated that the application will be completed within' the next two weeks, Additional information is provided in the attached progress report. FISCAL SUMMARYi Cost summaries for construction, engineering, inspection and etc.' are currently being developed as part of the Step III application. Project Engineer, Elvin Copeland his indicated an approximate cost of between $8, and $8,5 x million dollars which' is approximately $500,000 to $1,0000000 less than previous cost estimates, The EPA grant will cover 751 of the above costs. At the regular meeting of March 25, 1981, the Public Utilities Board reviewed preliminary plans and specifications for the Hickory Creek Interceptor sewer and lift station project. The plans and specifications have been completed and sent to the Texas Department of Water Resources in Austin, Texas to be reviewed by TDWR staff i engineers. On Thursday, April 23, 1981) City staff personnel accompanied by Proleot Engineer Elvin Copeland of Freese and Nichols# Inca met with t e TDWR staff engineers in Austin to discuss various aspects of the 'grant process. TDWR engineers advised that when Prf'sldent Y Regan's administration took office they imposed a 45 day freaks of i federal grant funds. SUMMARY At the regular meeting of April 261 1981, the City Council approved a change order to the Lane Texas Company in the amount of $26,246.95. The change order resulted from the discovery that some of the discharge pipe, A protective tubing, and bearings needed to be repaired on the #2 well at Sherman Drive and the 112 well at North Locust Street. Shortly after receiving City Council approval of the change order, it was discovered that a State low oxists that limits the maximum amount of any change order to 258 of the original contraot amount, Therefore$ it will be necessary to award a single source emergency contract for subject water well repairs in lieu of the change order.
