Consider Action on Water Distribution System study,
SUMMARY1

in October 1980, the City of Denton employed the
consulting firm of Hogan and Resort Dallas, Texas,
to conduct a Water Distribution System Study. The
purpose of the study was to analyze Denton's water
distribution system, develop recommendations as to
future elevated and ground storage requirementst And E
develop a water distribution system plan through the
year 2000. f
On July 6i 1981, slogan and Rasor presented a
preliminary draft of the study and their
recommendations to the Public Utilitieb Board, His
Hogan and his staff will present the final draft 4hd
their recommendations to the council at the ttAy
session on July 28, 1981.
Attached are the main recommendations from the
study, certain of the recommendations are
noteworthy and will require near term, Attention,
Others will require consideration in a possible bond
eleotion that may be required within the next year,
The major recommendations area
1, Purchase of a one (1) acre sire in Northwest
f Denton for an elevated storage tank.
2, Const:uotion of a 1 million gallon elevated
storage tank in Northwest Denton by 1985 or as
warranted by increases in population in the area,
3, installation of 4,0 million gallons of ground
storage at the Water Plant by 19856
4, installation of a 2,0 million gallon ground
storage tank at McKenna Park by 1985.
5, installation of 3#500 gallons per minute high
service pump at McKenna Park as soon as possible
to relieve lower water pressure that

• Where valves are found to be ineffective, inoperative, or difficult
to operate, they should be serviced or repaired as their conditions
warrant. One very essential pert of the valve program is in the
recording of the valve locations, condition, manufacturer, date of
I installation, operations, and maintenance performad. Many thousands
f of dollars are lost in water systems because valve operations are
I
y neglected or valve locations are completely lost under paving over-
lays. The program for operating and maintaining the records of each
valve in the system is a major undertaking) however, the knowledge of
where one valve is located when It is needed will very often justify
the effort.'
The input data and results of the computer analyses for the water
distribution system are included in the Appendix of this report.
Conclusions and Recommendations
The following statements of conclusions and reconmendatlons are presented
to aid in the decisions that must be periodically made for scheduling
improvements to meet the anticipated demands of the water distribution
system.

Upper System -
(1) 1.00 M.G. of elevated storage is the projected need for the
estimated population and is proposed to be located at or
near a site adjacent to I.H. 35.

(3) It is recommended that;
` (a) A minimum of I acre at an elevation of approximately
755.0 feet above M.S.L. be acquired for the construc-
tion of elevated storage capacity. << ,
(b) 'By 1985, or as soon as the development warrants the
construction and -arrangements can be made for the
financing, a new 1.00-M.G. elevated storage reservoir
be constructed for service to the Upper System.
Lower System -
(1) Elevated storage provided by the existing storage reservoirs
Is currently adequate for an estimated population of 90,443.
(2)' The existing ground storage capacity available for the Lower E
System (5,000,000 gallons) is adequate=for a populati6o of
approximately 38,462. This does not tnelude the smaller
reservoirs located at each of the well sites.
c (3) It is recommended that:'
(a) By 1985, the first phase of improvement include the
construction of a minimum of 4.00 M.G. of additional
clearwell storage at the site of the water treatment
plant.
(b) Additional clearwell storage reservoirs be constructed
at the water treatment plant in about five-year inter-
{ vats or as often as the growth of the City warrants
the need.
(c) By 19850 additional 2.00 M.G. of surface storage be
constructed adjacent to the existing McKenna Park
surface storage reservoir.
(d) By 1995, the existing 0.36-M.G. elevated tank on Peach
Street be ra2ed, and a new 1.60-M.G. elevated tank be
constructed on the site.

2. High Service Pumping
a. The City of Denton currently operates their major high service i
pumping facilities at the water treatment plant.
b. The total rated capacity of the high service pumps at the water
treatment plant is 28.44 M.G.O.
c. Additional high service pumping units are located at each of the
well sites which can provide a total supplemental capacity rated
at about 4,20 M.G.D. ;
d. By 1985, the estimated capacity required for high service pumping
to the Levier System is 34.53 M.G.D.
e. By 1985, the estimated capacity required for high service pumping ,
to the Upper System is 3.58 M.G.D.
f. It is recommended that:
(1) A new high service pumping station be constructed. at the
site of the existing 2.00-M,G. storage reservoir at McKenna ' +k
Park to relieve the Immediate problems of low water prtiture
for the developments in the higher 61e401ons, The fallow- y 1'?
ing considerations for capacity in the station design should
be given.
(a) Initial cappacity.to be approximately 3,500 g►xe
furnished by a two or three-pump operation.
(b) Future capacity to be approximately 80750,gpm

3. Mater Distribution System

(4-inch diameter and smaller) exist in the Denton system,

b. Many areas are served by dead-end water mains.
c. it is recommended that:
(1) An annual construction program be implemented to replace
deteriorated and substandard water mains (10-inch diameter
and smaller) as routine maintenance. Where certain areas
would require-substantial costs or special construction
techniques, the City may want to include the improvements
with a major capital improvements program funded by revenue
bonds.

(2) All substandard and deteriorated water mains be replaced
with water mains of a size required in the overall plan
(minimums of 6-inch diameter in residential areas and 8-inch
ame er in mercantile or industrial areas). j

(3) All water mains should be looped to provide water service
from at least two directions.
(4) large diameter water transmission mains (12-inch diameter
and larger) be scheduled for construction in major capital
improvements programs.
(5) A routine schadule (every 6 months) be implemented for
operating, maintaining, and recording the condition of all
Site valves in the system.
(6) Substandard and inoperable gate valves be replaced.
(7) where proposed highways and thoroughfares are'planned, 1

' On April 7, 1981, the City Council approved amending the
Water Department's Capital Improvement Budget and
authorized the Utility Department to 'advertise for bids
' for a water line on Airport Road and lines to serve the
Airport.
Bids for the 160 and 12" water lines were opened on, my h" ~v
22, 1981, We received nine bids ranging from $301,629.40
to $376,405.25 for all three sections (see attached bid
sheet).

proposal was received with consideration for looks* tr

to receive she bids from local vendors with the' same
material, weight, color, etc. If we bid and after
receiving the bids the lovast bid may not be the

for the painting of all of the area inside the old library that is not
painted in the original contract,

Tam and I inspected the area this seek and find that to get bids it present
for the painting is al+aost inpossible, as the bide would have to be a.big
guses4 Wet could, however, bid the interior and exterior window ffasoes,
with specific bids. We feel, afcer inspection that the chsnge orders say 1
be high, but we must consider some very important facto%3 involved,.. One
factor being, we must wait until after we accept the building to.bid and/or
get this painting done, Second factor, we must consider the liability of
getting point on the carpet or other perforsance liabilities. The, point
contractor would need to have liability bonding in an asount of $10,000 to
$23,000 to cover such it au, adding to his bid price. Therefor, in the
essence of time and the other factors$ I raeosgand, under these oircumiatancsi
we approve the change orders as presented, Approving these ad presented Will
thereby shift the liability and responsibility to the General Contractor,
which sometimes cannot be givwa ■ dollar value.

r` SUMMARY.
In the development of the new electric rates,
apparently some confusion existed on the part of our '
rate consultant regarding the definition of a
"Primary Service" customer (customer owns
transformer) and "Secondary service" customer (City
owns transformer), plus the significance of the
`r option available in metering a large customer at
• Primary (high) voltage or Secondary (low) voltage or
the option of metering a Secondary Service Customer „
at Primary or Secondary voltage and compensating
appropriately for the 28 transformer losses when
using such metering location option. As a result of
this confusion, two ambiguous and confusing
paragraphs in Section (9) of Schedule C (Commercial)
rates were inadvertantly included in the rats.'

and Customer Service staffs to implement the rates I
fyls incorrectly in such a way as to double discount
approximately 16 commercial accounts. ,
I The old rates provided a 151 discount for Primary ;
Service Customers. This discount was included as
part of the computer rate calculation program. The
new rates were designed to take the discount into
account in the actual rate (Primary Service Rate).
Apparently, when the new rates were entered into the
computer, the 15% discount calculation was not
I deleted from most of the 16 Secondary Service

accounts where the City several years ago elected to
meter on the Primary voltage and some bills were 4
improperly allowed a 15% discount on their demand I
charge.
The Utility Department staff has worked with the
a Data Processing and Customer Service staffs and have
corrected the problem in the rate calculating
program. It is now necessary to amend the pertinent
sections of the rate ordinance to clarify the rate

SECTION 1.
Section 25-21 (C) (9) Primary Service (Transformation
Equipment owned by the User) Code of Ordinances of the City of
Denton, Texas, is hereby amended so that the same shall
hereafter read as follows
•(9) Primary Service (Transformation Equipment Owned by
the User)
' Primary service will, upon request, be made
available to users with a twelve (12) month average monthly
d6mand of 750 kW or greater, Primary Service will ,be' I
rendered at one point on the user's premises at a nominal
voltage of 13,200 volts or 69,000 volts three-phase, at the
option of the utility.
When the Primary Service is supplied, the,usei'shall
own, operate and maintain all facilities necessary to
receive Primary Service and all transformation facilities
required for conversion to utilization voltage, The

utility's option. Where the City elects to meter- at

Consider Amendment to Electric Rates Relating to
Charges for Churches,
1 SUMMARY:
Several church organizations have raised a concern
over the charging of a demanA' rate on church
electric customers. In examining this concern, the
Utility Department staff has identified two
i situations.
The first situation occurs where the small churches
will usually only reach their maximum demand on
Sunday mornings during the off-peak hours, in tome
cases, the demand billing will exceed the actual KWH
energy billing.

The second situation occurs where a few lhrge
churches have numerous activities taking place
during times which may effect the System demand, in
these situations, it is probably proper ;to charge
demand rates as is currently being practiced.
The Utility Department staff has presented the
following alternatives to the Board for
considerationt
' 1. Leave the current rates as they art. The Staff
agrees that some inequity exists in the present iii
r rate structure and feels some modification may
be appropriate.
2, Allow churches whose load factor is less than
501 the option of being billed at the
residential rate or the commeroial rate. At the
request of the individual qualifying churches,
each account would be examined to determine the
most economical method. If a ohurch opts for
either rate then they must continue on that rate
for 12 billings before they could change.

3, Reduce the demand each month by some factor,
Texas Power and Light currently uses a factor of
66.61 in calculating church bills.

revenue reduction would be in the range of
$200000-$25,000 on Denton's seventy-seven church
customers,
ACTION REWIRED:
' Approve or deny the ordinance amendment to electric
rates relating to charges for churches.
RECOMMENDATION:
The Pablio Utilities Board, at their meeting of July j ,
+ 20, 1981, recommended the attached rate ordinance
amendment to the City Council allowing all
qualifying churches, upon request, whose average
load factor is less than 50i, the option 'of being
served with the residential or commercial rate. The
Board recommended that this be considered an interim t%
rate and instructed the staff to conduct: h detailed
study of the rate application by January 1982. The
Board recommended that all church customers electing, ;
to take' the residential rate have their rate
adjusted back to the implementation of the new
electric' rates, (see attached)

REs Drainage Problems at the Robert Townsend Residence at
the North End of Tyler Street

In the last several weeks, Mr. Townsend has called our office
to ask for assistance with the drainage problem at .the
northeast corner of Tyler and Boyd Streets. Currently, Mr.
Townsend has a circular drive that enters both onto Boyd and
Tyler Streets. The existing Boyd Street on the west side o
his residence is currently gravel from Tyler Street north, It
has existing curb and gutter on the west side. There is no
curb and gutter on the east side along Mr. Townsend'$
property, The natural fall of the ground is from the west to
the east across Boyd Street and Boyd Street itself is warped
and drains from the west to the east side of the >road, ,.Mr.
Townsend contacted this office and asked the City is fix'Boyd
Street so that none of the water would run onto his property.
Jerry Clark and Greg Edwards of our staff visited with 'Mrs
Townsend and told him that we had two options, Numb°er One, rb
could cut a bar ditch along the east aide of Boyd Streit and
install a culvert at his driveway, or Number Two, ter. Townsend
could put up the money for the curb and gutter to prevgntrthe
flow from going into hit yard, and then the Street Department
would apply a double penetration of rock and asphalt on"?.the
remainder of Boyd Street to make it a more permanent st'ree£,
Mrs Townsend advised Jerry Clark that he did not want a bat
ditch or a culvert into his property. He indicated that he
prefered the curb and gutter, however, he also indicated to us
that he felt it was the City's obligation to install the curb
and gutter. In the past it has been City policy to build curb
and gutter and drainage in streets only in an assessment
program. The only other times we have done anything to streets
is when builders, developers, or private property owners have
agreed to extend curbs and gutters and in that case, we have
tried to improve the street to match the investment made by
these peoples We informed Mr. Townsend of thii policy and
j would recommend that we follow it again.

I Consider Freese and Nichols' Proposal for Sand
Filters for Wastewater Treatment Plant.
SUMMARYs
When Denton was in the process of being awarded an
Environmental Protection Agency (EPA) Grant for the
Wastewater Treatment Plant, a controversy developed
between EPA's Grant Administration Group and EPA's
Water Quality Group about whether Denton's plant
required sand filters after the secondary treatment
stage, The Water Quality Group, which supported the
Texas Department of Water Resources' (TDWR)
position, established a quality criteria .'for
Denton's Wastewater Treatment Plant such that the
effluent could not exceed 10 parts per million of
Biological Oxygen Demand (BOD) and 15 parts par
million of Total Suspended Solids (TSB), Denton's
new plant can meet such criteria in the early years {
(first 10 years) of use because total volume through
the plant would be below the design capacity,
Thereafter, Denton's plant would not most the
criteria,

{ The Grant Administration Group conducted a study
which concluded that since Denton's effluent was f
going into a lake, the dilution *ffeat was
sufficient to allow Denton's effluent quality to be
20 SOD and 20 TSSo Therefore, the Grant
Administration Group would not authorize funding of
the $700,000 filters,
Since that time 20 months ago, the State of Illinois
sued EPA over a similar funding issue and there was 1
an "out of court" settlement wherein EPA agreed to
fund a project. Recent discussions with the Texas
Department of Water Resources indicates that EPA may
now fund sand filters for Denton,

The Texas Department of Water Resources' personnel
have checked with EPA on this issue and have been
verbally assured that EPA will fund this, 0lowever,
neither TDWR or the City of Denton have been
officially notified.
To proceed with this project, it is necessary to
update our engtneering contract with Freese and
Nichols, authorize the updating of the plans and
specifications for their facilities, and finally

take bids and award a contract for the work, If
this can be done by early fall, we may be able to
complete these facilities along with the rest of the
plant, Freese and Nichols have submitted a proposal
(attached herewith) to update their previous
engineering work on these facilities.

from EPA and the TDWR and that advertis*ment for
bids be authorized when appropriate. 1

recommendation of the Utilities Hoard that authorized the

Section 25-6.1(b) "AVERAGE FILLINGS MR SSRVICSS", Code
of ordinances of the City of Denton, Tense, is hereby amended
so that the same shall hereafter read as follows$

SUBJECTi Law Enforcement Support Commission
In a memorandum dated June 81 1981, a local citizen,
Mr, Darrell R, Dunham, suggested to the City Council that a
commission be formed in support of local law enforcement, In
his memo Mr. Dunham proposes . . ."that the appointment of a
citizens commission to serve in a supportive role to the police
administration would be a eignifiCant and 'vital asset to the
total program, it is further suggested that this commission be
called the Denton Caw Enforcement Support Commission."
In addition to Mr. Dunham's proposal, the Council will r
remember that the issue of a law enforcement support commission
was discussed during the Council/Staff Planning`Retrat back'in
May, In fact, in the formal document coining out of that
retreat under the issue Justice System, there is a
recommendation by the City Staff that a Citizen's Police
Support Commission or Citizen's Crime Council be created to

` Re: Proposed Advisory Commission
' During the past several months, a diligent and continuous' effort has
been made by Police Chief Hugh Lynch and his personnel to advance and up
grade the efficiency and effectiveness of the entire Denton Police Depart-
ment. Chief Lynch is to be commended for bringing an improved morale to
the department, and for a0ding significantly to its quality of operation. l
The effort is not complete but is progressing constructively through a
period of transition. This is as it should be.
In addition, the City Council and Administration is to be commended
for their support of the police administration In their efforts to develop }
a law enforcement agency of the hlyhest quality for the City of Denton.
it is here predicted that the total effort will bring a new and harmonious
relationship between the local law enforcement agency and the citizens of
Denton.
Consistent with the progress now being made, it is here proposed that ,
the appointment of a citizens commission to serve in a supportive role to
the olive administration would be a significant and vital asset to the
tota~ program, it is further suggested that this commission be called the
Denton Law Enforcement Advisory Commission. It is proposed that;
1. The commission be made up of three to five members, or a number
to be agreed upon by the city council and staff cooperatively 1
with the Chief of Police.
2, The commission be appointed by the city council through whatever
administrative procedure they determine, It is suggdsted that
the Chief of Police be given an opportunity to make recomnenda-
tions to the council with regard to potential commission members.
3. The commission be given the responsibility of assisting the police
administration in those matters and areas of concern more easily
dealt with by a citizen group than by official police personnel.
Such matters would come to the commission upon advisement of the
police administration and/or the city government.

We have been working with the office of Traffio Safety in
writing our RFp and in tailoring it to provide the best ,r
possibilities for funding. We received four proposals from 1
various firms by the deadline and an additional two prop0eals
after the deadline which were returned to the prospective firms
and were not considered is our review. The four firms that
were reviewed werel Ginn incorporated, Young Hadawi 1
Incorporated, Desharo, Starek 6 Tang Inc. all frrmthislyeekand
finally, Traffic Engineers from Houston. Earlie we
had narrowed these four firms down to three `firms, and
yesterday we held interviews with Traffic Engineers Ino.,
DeSheso, Starek 6 Tang Inc. and Young Hadawi Ineorporateds All
three firms indicated to us than they felt the could meet the

implemented and in the more recent Avenue C Study we have been

Recommendation to award a contract for a Traffic Safety Study
is that they have extensive experience in this type of study.
They have done over 200 studies for other cities including
Denton's 1975 study using this type of funding source. They
are very familiar with the applications and they are very
familiar with the people in OTS, both from the Dallas district
and with the people in Austin, We think they would be a very
good asset to the City in securing funds for a study such as
this. Therefore, staff would recommend that the Council i
approve the Staff's recommendation and award the proposed
contract to Traffic Engineers, incorporated.

Along with this conditiohml award, based on approval of funding
by the Highway Department! Staff will also, request that the
Council a prove the attached resolution which has to be

included in the applications to the Highway Department. - We j
would ask that the Council approve both of these things so that
our staff can work with Traffic Engineers, Inc. to complete the i,

BE IT IHSOLVED BY 711E CITY COUNCIL OF THE CITY OF DENTON, TEXAS:
SECTION I.
The City of Denton Housing Corporation is authorized to
merge with Denton County Housing Corporation for the purpose of
developing a county-wide program to determine and assess demand
for both multi-family housing rentel units and single family
t homes, and for the funding of such pro,irams through the
issuance of mortgage revenue bonds under provisions of the
Mortgage Subsidy' Bond Act of 180, certain provisions of the
Internal Revenue Code, and laws of the State of Texas. j,
SECTION 11,
Further, the City of Denton Housing Corporation is hereby
authorized to rake whatever arrangements deemed necessary and
' appropriate with the Denton County Housing Corporation as to

membership of the Board of Directors and other terms 'to he mutually agroed upon.
