"DOMESTIC USER" shall mean any user who is not an. Industrial User or Commercial. User. 16. "DRY CLOSET" AS an indoor room or an outdoor privy used az a toilet but lacking water for conveyance of'' waste, i~ 17. "MAJOR INDUSTRIAL/COMMRROIAL, USER" shall mean ,a user of the sewage System that: (a) disoharges 25,000 gallons or more of wastewater into the sewage system per average work day; or (b) is regulated 'by the Categorical Pretreatment Standards) or (a) is found by the City of Denton to discharge wastewater which can cause deterioration of the sewer system facilities or is detrimental to tho biological. process either singly or in combination with other oon~ributing wastewater, on the treated sewage system or upon the quality of the discharge from the sewage system. 26. 11mg/1" shall mean milligrams per liter. 27. "NATURAL OUTT,)T" shall mean any outlet into a watercourse ditoh, lake, or other body of surface water or groundwater. 28. "NORMAL STRENGTH WASTEWATER" Shall mean wastewater which, when analyzed, by the City, shows by weight a daily average of not more, than 2,OOq pounds per million gallons (250 milligrams per liter) of suspended solids, and 2,502 lb/mg (250 milligrams/1)>of ROD (Biochemical Oxygen Demand):, andi. 20086 lb/mg of COD (250 tng/!,) ► <and, ,qot 'more than +75.1 ;pounds ` per ntiilion: gallons. These guidelines make it clear that the City's customers are to be no worse off by addition of eogenerator and small power producers, It means that they will not see a higher cost of electricity, the City will not be required to make additional investments, and the quality of service will not be lowered. SECTION 25-0$, DEFINITIONS Unless the context specifically indicates otherwise, the meaning of terms used in this Ordinance shall be as follows: !'COGO~NRATION FACILITY" shall mean a facility which produces electric energy and steam or other forms of useful energy (such as heat) which are used for indu4irial, commercial, heating, or cooling purp,~ses. (2) "QUAX4 YINd COGENERATION FACILITY" shall mean a cogeneration facility that meets the requirements of the federal. Energy Regulatory CommiHsion regarding ownership, fuel use, and operating And efficiency standards. (3) "SMLL POWER PRODUCTION FACILITY". shal,l mean a facility which produces electric energy solely by the. use, as a primary;, energy sources of biomass, waste, renewable resources, or any combination thereof totaling not greater than eighty (00) mejawatts rAt one site. (4)."QUALIFXX,NU„SMAL14 POWER PRODUCTION' FACILITY" shall mean a small power production facility that meets the, requirements of the Federal Energy Regulatory Commi.~sion regarding ownership, fuel use, Biel effidi.enby, and reliability. INT8RCONNECTIONS WITH QUALIFYING FACILITIES Qualifying facilities desiring to intereonneat with the electric system of the City of Denton shalt make application to the Department of Utilities for such interconnection. Applicants shall use such forms as are prescribed by the City of Denton and shall furnish all information requested, (2) The City of Denton shall establish reasonable standards to be met by qualifying facil.iti`es to ensure system, safety and reliability of interconnected operations, Such standards may include but shall not be limited'to the following areaso power factor;-,voltage, regulation] fault, overcurrent, and over-under voltage protectionj'rharmoniesi synchronization]"and isolation. (3) 'IntereonnAction' costs associated with the -'inter- conneetion with a qualifying facility shall' be paid `for `by such qualifying facility. Qualifying facilities shall be required to execute contractual agreements with the City of Menton before . any interconnection is established.
