Work Session of the City of Denton City Council on Tuesday,
July 27, 1982, at 5:00 p.m. in the Civil Defense Room of the
Municipal Building at which the following items will be
considered.

Each of these items is recommended by the Staff and
approval thereof will be strictly on the basis of the
Staft recommendations. Approval of the Consent Agenda
authorizes the City Manager or his designee to
implement each item in accordance with the Staff
recommendations.

Subjecte Bid $9028 Reconstruction of City Streets
Summary: This bid was sent out for the reconstruction of location
(1) Magnolia Street between Mesquite b Carroll, and
location (2) Hollyhill just north of I.ongridge Drive.
These streets are needing quick action as sections have
completely deteriorated, The low bid received from
Jagoe 1;.'.)lic Co. was bF-low our Engineering estimates,
therefore we feel we have received a very attractive bid.
In these bid documents we stated that additional street
construction may be required at other locations throughout
this fiscal year at the same unit prices with proper
approval by both parties. After award the City may
increase or decrease quantities of each contract to secure
the most coat efficient manner of reconstruction.
Action Requirede Approval by the Council.
Alternatives: To reject the bid and not reconstruct these streets.
Recommendation: We recommend this bid be awarded 4for the reconstruction
of these streets to the low bid price of $30,282.25 by
Jagoe Public Co. The construction to begine no later
than 15 days after notification of bid award.
Attached is a memorandum from Greg Edwards where by he
is recommending that we include sections of Mesa and
Bondera Streets at the price as shown above for the
contract price of $41,904.50. This should be in a two
separate contracts as per bid specification, information
and instructions. (SCI)

SUBJECT: Reconstruction of City Streets 1982 - Bid /9028
The bid submitted by Jagoe Public for the Reconstruction of
Cit estimate Streets 1982 25 rpricet isy very'0good sand the streets
need to be repaired immediately.
If possible, we need Jagoe to have the contracts signed by
Tuesday, July 27, 1982 so that work can start soon after that
date, with City Council approval.
Mesa Street has also deteriorated to the dangerous point in the
first block north of Highway 380. Bandera Street has sections
in much the same type cot;.tition needing either rebuilding or an
overlay.
The following are quantity changes that would be necessary to
correct Mesa and Bandera Streets using the Jagoe price.

This work includes rebuilding a 400' section of Mesa,
rebuilding a 300' section of Bandera, and a2" overlay of a
135' section of Bandera. All streets are 37' wide from front
of curb to front of curb. Street conditions can be easily
observed in a few minutes to verify needed construction.

Staff feels that the improvements described above are vital to
the safety of the citizens and therefore recommend the original
bid of $30,282.25 with the proposed increase of quantities of
$41,904,50. The total contract price of $72,186.75 will come
out of Street Department funds. This will result in
approximately 20% reduction in materials for both street
patching and seal coating. These are severe reductions in
these critical operations, but we feel that the damage to these
4 streets warrant these extraordinary measures.

SUBJECT:
Paint Consider Change order by Gracon Construction to Repair and
Plant.
SUMMAKY:
After the contractor drained and cleaned the old digester tank
at the Wastewater Treatment Plant, the Gity's Staff and
Consulting Engineer, Freese and Nichols inspected the interior
of the digester and concluded that the interior of the roof was
in need of repair and printing. This work was not included in
the original plans and specifications, which did included
that
cleaning of the tank and installing some piping
connects to the new and existing plant. The General Contractor
hay obtained two informal bids with the bid being $41,000,
including the Contractor's fee. The General Contractor has
agreed to include this vDrk for this amount and the Consulting
Engineer has agreed to specify and oversee this work at no
charge. The Staff will submit this amount to the EPA and
attempt to gain grant ctsproval for 75% of the amount although
the Staff expects EPA to reject the request on the basis that
this work may be considered a maintenance expense.
Another alternative would be to have Freese and Nichols develop
plans and specifications and advertise for bids. The Staff and
Engineer believe that a price of $30,000 to $35,000 would be
the lowest bids possible. The en sneering fee for plans and
specifications would be approximately $4,000 in addition to the
$30,000 to $35,000. This process would add approximately six

SUBJECT:
Request From Mr. Walt Parker, Mr. Jack Bell, Mr. Kirk Stapler,
and Mr. Mike Nelson for 'dater Service outside the City Limits.
SUMMARY:
These four houses are located just outside the City limits on
Highway 1830. The four property owners would need to install
approximately 600' of 6" water line at a cost of about $7,500
in order to serve these four houses. They agree to pay the
total cost and to install the line and give the City a twenty
foot easement across the front of their property.
FISCAL SUMMARY :
No cost to the City. Subject parties will pay for entire cost.
ALTLKNATI VES:
Deny the request and allow them to rework their wells.
KECOM.MENUAT ION:
In a telephone discussion with the Public Utilities board, they
recommended this request be granted providing the water line is
installed to the City's specifications.

Request From Mr. Allan Getz for water anc Sewer Service Outside
the City Limits to Serve a Mobile Nome Par'..
SUMMARY:
Mr. Getz plans to build a mobile home park on Mayhill Road just
north of Andrew Corporation outside the Denton City Limits. ie
is requesting water, sewer and electric service. if his
request is approved, he would extend approximately 2,00' of 8"
water line on Mayhill Road at an estimated cost of $43,000. If
this is allowed, the City should participate and pay the
difference between an 8" and 12" line. Our long range plan
calls for a 12" line. This would cost the City approximately
$12,000. Mr. Getz agrees to install his water and sewer system
to the City of Denton specifications.
ALTERNATIVES:
1. Approve request for water, sewer and electric service.
2. Deny the request and allow him to use septic tanks and dig
his own well.
RECOMMENUATION:
The Public Utilities Board at their meeting of July 8, 1182
recommended approval of Mr. Getz's request for City utilities
and recommended that the City participate in the oversizing of
the water line.
