CITY COUNCIL AGENDA ITEM
SUBJECT:
Consider Bid For Airport Substation Material.
SUMMARY:
Bids were received November 11, 1982, for 138 KV structures,
disconnect switches, lightning arresters, potential devices,
bus and grounding material, 15 KV structures, bus, circuit
breakers, control relays, batteries and chargers for the
Airport Substation as follows:

Clark Substations $168,574 20 weeks
WESCO $171,600 20 weeks
Distram $177,780 3/83
G. E. Supply $191,500 20 weeks
RTE $248,300 26 weeks
After review of the individual items proposed by the bidders,
it is recommended that the bid of Clark Substations be
accepted.
The bid of RTE has been carefully considered even though it
is the highest bid because it is completely assembled and
tested and the company furnishes a five (5) year warranty on
all components. Erection and testing differential costs for
the RTE bid are estimated to be about $60,000 less than the
conventional components proposed by the other bidders.
FISCAL SUMMARYs
Bond fund work order #5979 in the amount of $542,000 for the
total cost of the substation has been approved.
ACTION REQUIRED:
Approval or disapproval by the City Council to award the
contract to Clark Substations, the lowest evaluated bidder.
RECOMMENDATION:
The public Utilities Board, at their meeting of November 17,
1982, recommended to the City Council approval of Clark
Substations, the lowest evaluated bidder on this project.

Consider Change Order #1 For Gracon Construction Company
For Wastewater Treatment Plant - Effluent Filters.
SUMMARY:
This Change Order is a plant improvement which was not
foreseen until the plant was placed into new operation.
This proposed gravity feed line will permit re-cycled
wastewater to be fed to the raw sewage intake without the
need for pumping.
This gravity feed line will eliminate the need for the
existing re-cycle pump station and the pumps in this
station will be used to replace worn pumps at the North
Plant scum pump station.
FISCAL SUMMARY:
The Public Utilities Board requests a Change Order for the
following item:
Install a 12' PVC gravity pipe
connection between the existing

Effluent Filters'
Change Order No. 1
Dear Bob:
Attached please find Change Order No. 1 to the contract with Gracon
Construction Company for constructing Effluent Filters at the Waste-
water Treatment Plant. The changes include construction of a gravity
drain line from the Re-cycle Pump Station, which was constructed under
the General Contract,to the proposed filter backwash waste line which
is in the Effluent Filter contract. This line will permit all re-cycle
wastewater to be fed by gravity to the existing State School Outfall Line,
rather than being pumped at the re-cycle pump station.
This will eliminate the operation and maintenance costs associated with
the pump station, as well as the occasional overflows of the pump station
when all components of the plant are operating at full capacity. It is
our understanding that the existing scuff, pumps in the North Plant scum
pump station are severely worn and in need of replacement. The re-cycle
pumps are to be installed in place of these existing units and made fully
operational.
7hi contractor's breakdown of cost for these changes is attached, We have
reviewed the proposal and recommend that it be approved.

SUBJECT:
Consider Change Order 110 For Gracon Construction Company
For Wastewater Treatment Plant.
SUMMARY:
This Change Order consists of plant improvements which were
not foreseen until the new plant became operational.
1. Installation of a flap valve on the clarifier drain
line which feeds into the stormwater diversion box.
There can be occasions when the stormwater diversion
box becomes flooded. Backwater can run through this
box and clarifier line and out onto the ground at an
upstream manhole. This flap valve will prevent this
occurrence.
2. Installation of an 18-inch transfer line from the south
compar6-i t of the chlorine contact basin. This new
line will permit transfer of water from the new
chlorine contact basin to the old chlorine contact
basin (at the north plant). This action will permit
removing one basin from service while it is being
cleaned and allowing the service water pumps to be fed
from the other basin, Water transferred from the new
chlorine contact basin to the old basin is re-pumped
for use at the Municipal Power Plant as cooling water.
This Change Order also includes low level cutoff
provisions in the event the pumps are operating at a
rate higher than is being fed through the chlorine
contact basin.
3. Change pressure regulators and gauges in the Specialty
Gas System in the laboratory to suit the
recommendations of the manufacturer of eu-,h item of
laboratory equipment served by the gases.
FISCAL SUMMARY:
The Public Utilities Board requests a Change Order for the
following items:
1. Install a 12" spigot end flap
valve on the clarifier drain
line inside the Storm Water
Diversion Box. 3 640

2. Install an 18" concrete pipe
transfer line from south
clorine contact basin to the
existing 21" settled water
line, and connect the two lines
with a standard 41 diameter
concrete manhole. Also install
a low level cutoff and alarm
system in sump fog- the service
water pumps at the east end of

3. Make changes to the specialty
gas system in the laboratory
to effect compatibility
with the equipment in the
instrumentation room $ 4,400

RECOMMENDATION:
Freese and Nichols, Inc. and the Public Utilities Board, at

1. Install a 12-inch spigot and flap valve on the clarifier drain line
inside the Storm Water Diversion Box to prevent water backing up
V rough this line when level in the Diversion Box is high. ADD $640.00.
2. Install an 18" concrete pipe transfer line from south chlorine contact
basin to the existing 21" settled water line, and connect the two lines
with a standard 4' diameter concrete manhole. Also install a low level
cutoff and alarm system in sump for the service water pumps at the east
tnd of the basin. Will permit moving the north (or the south) chlorine
contact basin from service for maintenance, and will alert operators if
sump level drops too low. See Attachment 1 thru 6. ADD S9.Q40.00.
3. Make the following changes to the specialty gas system in the laboratory
to effect compatibility with the equipment in the instrumentation roan:
A. Change the pressure gauges inside the room from 0-30 psi range to
0.100 psi range as indicated on the attached tabulation, (Attach-
ment No. 7). The gauges should be graduated in increments of 2
psi. Gauges for the TOC unit and the Acetylene will not require
a change.
4. Revise the piping to the TOC unit to eliminate connections to the
hydrogen, helium and zero grade air. Make connections with the
raw nitrogen and oxygen bottles set in the spaces marked 'spare`
by the City of Denton.
C. Change pressure regulators at the bottles from 0-60 psi to 0-100
psi (with graduations in 2 psi increments) for hydrogen, helium,
methane, nitrogen and zero grade air as indicated on the tabula-
tion. The City of Denton will supply the regulator for the oxygen,
and the regulator aeing used for nitrogen at the present time can
be used for the lower pressures required by the TOC unit.

Dear Bob:
Attached please find Change Order No. 10 for the above referenced
contract with Gracon Construction Company covering the following
items:
1. Installation of a flap valve on toe clarifier drain line which
feeds into the stormwater diversion box. There can be occasions
during certain modes of operation of the plant when the water level
in the stormwater diversion box is above the clarifier drain line
level and can backwater up through this line and out onto the
ground at an upstream manhole. The flap valve will prevent this
occurrence.
2. Installation of an 18-1nch transfer line from the south compartment
of the chlorine contact basin. A line already exists from the
north compartment of the basin. This new line will permit transfer
of water from the new chlorine contact basin to the old chlorine
contact basin (at the north plant) from either of the new basins, or
simultaneously from both basins, and will permit removing one from
service while it is being cleaned while allowing the service water
pumps to be fed from the other basin. Water transferred from the
new chlorine contact basin to the old basin is re-pumped for use
at the Municipal Power Plant as cooling water. The Change Order
also includes low level cutoff provisions and a low level alarm
to the annunciator in the administration building, in the event
the pumps are operating at a rate higgher than is being fed through
the chlorine contact basin which wou]d eventually result in a low
operating level in the pump sump.
3. Change pressure regulators and pressure gauges in the Specialty
Gas System in the laboratory to suit the recommendations of the
manufacturer of each item of laboratory equipment served by the

Consider Ordinance To Abandon Electrical Utility Easement
On Lot 14, Block D, willowwood West Addition.
SUMMARY:
Lot 14, Block D of Willowwood West Addition utilizes front
lot underground electric distribution with a 16' x 30'
Easement for installation of transformers so that they will
be even with the buildings, i.e. 25' setback lines. This
was one of the first subdivisions platted in this manner
and we discovered that the property owner needs the side
lot easement to be smaller to accomodate a standard home.
We now have specific easement widths beyond the setback
tine to be the same as the building minimum side lot
requirements. We do not have any facilities existing or
planned in the b' x 4' easements.
FISCAL SUMMARY:
No relocation requirements - processing the legal
instrument only cost.
ACTION REQUIRED:
Recommend by the City Council that the easement be
abandoned so that the owner can obtain a loan on the
property.
RECOMMENDATIONt
The Public Utilities Board, at their meeting of November
17, 1982, recommended to the City Council that the easement
be abandoned.

Ordinance #25-24 of the City of Denton Code of Ordinances
authorizes the Utility Department to update semi-annually

escalation as well as the policy change to place all
underground in PVC conduit.
FISCAL SUMMARY:
The costs are paid for by developers for lights installed
by the City under the pro-rata ordinance. Future operation
and maintenance costs are paid by the general government
through the rates charged for energy consumption.

SUBJECT:
Consider Contract With Hogan and Rasor For Water
Distribution System Flow Analysis.
SUMMARY:
In conjunction with the study Freese and Nichols is
conducting to evaluate the schedule and location of a new
water Treatment Plant, it is necessary to evaluate the
effect of plant location on water flows and pressures in
the water distribution system. Hogan and Rason, Inc.,
Consulting Engineers, conducted a complete water
distribution system flow and pressure study for the City in
1981. Hogan and Rasor are continjing to maintain and
update the computer program and input information for
Denton's water system and we, therefore, hire them from
time to time to analyze the effect of a customer on our
system. We, therefore, recommend employing Hogan and Rasor
to analyze the effect of various alternative water plant
site locations on Denton's system. We believe that the
cost to Denton will be less using this approach than to
have Freese and Nichols develop a net, 4..er distribution
flow analysis program for Denton.

FOR
WATER DISTRIBUTION SYSTEM FLOW ANALYSIS
Contract made this day of , 1982, by and between
the City of Denton, Texas, a municipal corporation organized and
existing under the Home Rule Amendment to the Constitution of Texas,
(hereinafter referred to as Denton) and Hogan and Rasor, Inc.,
Dallas, Texas, a corporation duly authorized to transact business
within the State of Texas (hereinafter referred to as Consultant).
WITNESSETH:
WHEREAS, Denton wishes to employ Consultant for the purpose of
conducting a "Water Distribution System Flow Analysis" in
conjunction with a Water Treatment Plant Expansion Study being
conducted for the City by Freese and Nichols.
NOW, THEREFORE, the Parties hereto do hereby agree as follows:

SECTION I
Consultant shall perform an analysis of the Water Distribution
System flow and pressure resulting from a proposed new water plant.
The location, size and schedule for such plant will be furnished to
the City of Denton by Freese and Nichols. Hogan and Rasor shall
work with the City and Freese and Nichols in analyzing the effect of
such plant on the City of Denton's Water Distribution System for
various alternatives of sizes, locations and schedules. Such
analysis shall include estimated costs for new lines, ground or
elevated storage and other distribution system improvements required
for each alternative proposed by Freese and Nichols.
Hogan and Rasor shall conduct the analysis utilizing the computer
facilities of McDonnell Douglas Automation Company, 4100 McEwen
Road, Suite 100, Dallas, Texas 75234.
The analysis shall consider the water capacities associated with
peak hourly demand and miminum hourly demand.
It is anticipated that Hogan and Rasor, the City of Denton and
Freese and Nichols representatives will have joint meetings on
location at Hogan and Rasor's computer terminal to run various

alternatives and make adjustments in the alternatives and input data
to aid determining the optimum schedule, size and location for such
water plant expansion.
A brief narrative report of the inputs, outputs, alternatives,
assumptions and costs associated with each proposed alternative
plant size, location and schedule shall be furnished to the City.
SECTION II
In consideration of the services performed by Consultant under this
Contract, Denton shall pay Consultant:
A. Professional Services
Charges for professional services of Consultant's staff who may
be assigned to the project will be billed in accordance with
Consultant's standard hourly rates for the various categories of
personnel as follows:
Principal Consultant $100/hour
Project Engineer $90/hour
Engineering Technician $45/hour
Draftsperson $25/hour
Secretary $25/hour

Time charges will be made for personnel only while they are
actually at work on the assignment and for travel time during
normal working hours.
B. Out of Pocket Expenses
In addition to the cost of professional services, certain other
expenses consisting of, but not limited to, travel, lodging, and
living expenses of Hogan and Rasor, Inc., employees when engaged
on a project away from the home office, plus long distance
telephone and other incidental charges will be billed at cost.
Printing, reproduction and data processing charges, as required,
will be billed in accordance with Consultants' standard rates
prevailing at the time such services are rendered. The use of
Consultants' automobiles will be billed at cost.
C. Total Cost
Unless authorized by the City of Denton, the maximum charges
shall not e~,aeed $5,000.
SECTION III
Invoices shall be rendered monthly for the preceding month's
services performed and expenses incurred on Denton I* behalf, and
such invoices shall be due and payable fifteen days after receipt of
the invoice.
SECTION IV
Consultant shall utilize its own personnel in the consideration of
all required studies. Under no circumstances, except for the
services of McDonnell Douglas Automation Company as listed herein,
shall Consultant be authorized to enter into any contract with
another which would obligate Denton to pay all or part of the amount
due under any such contract irrespective of whether recovery might
be based upon an express or implied contract (quantum meruit). The
facilities of McDonnell Douglas Automation►Company, Dallas, Texas,
may be utilized for the Hardy-Cross analysis of the Study.
SECTION V
Denton may terminate this Contract upon written notice to
Consultant. In the event of termination, Denton shall pay
Consultant for full services rendered and expenses incurred to date
of termination and Denton shall receive all completed analysis
comparisons, and work done to the date of termination and any work
in progress or incomplete reports will be delivered to Denton.

SECTION VI J'
The provisions of this Contract constitute the entire agreement
between the Parties and supersede all prior communications,
representations, and agreements, oral or written, between the
Parties hereto with respect to the subject of this Contract.

SUMMARY :
Documentation for the revision of the Capital Improvements
Plan is attached.
FISCAL SUMMARY:
The addition of the Windsor Street Water line taps
(83-W-16) will be funded from curr,-~nt revenues and the
e (83-5-8) will be funded from the Sewer bond
sewerlin
funds. The amount for the sewer project has been deducted
from sewer bond funds previously shown for the Ranch
Estates Sewerline. A current estimate for the Ranch
Estates Sewerline has indicated a smaller funding
requirement. The waterline taps will be paid from the
miscellaneous waterline account. The total 1982-83 Capital
improvements remains the same.

SUBJECT: DENTON INDUSTRIAL DEVELOPMENT CORPORATION BOARD MEMBER REPLACEMENT
The Denton Industrial Development Corporation was formed in May, 1981. The
City Council appointed G. Chris Hartung, William K. Cole and William H. McNary
as the Board of Directors managing the affairs of the corporation. The term
expires on March 1, 1983 for each of the appointments.
Since William K. Cole has moved from the city, the City Council should fill
this position according to the Article of Incorporation. The appointment may
be made by minute order.
The Council appointed staff members to the board previously, and in keeping
with that action, I would recommend the appointment of Rick Svehla to fill
this position.
