NKHODOLOGY AND ESTIMATES OF NIHORITY POPULATION BY DISTRICT
The data source used for the estimate of minority population by
voting district is the 1970 census. To our knowledge there is no
r other published source of data or, minority population by small area
for Denton. As has been noted, the precinct and district boundaries
do not match the census tract boundaries; therefore. these estimates
will require some important assumptions. These will be pointed out
for each district. There are also some important assumptions
necessary to update this 10 year old census data. For these reasons
the data provided should be considered very rough estimates.
The methodology involves an estimate of the number of Black and
Latin American persons by district using the 1970 census data. (The
Latin American population was identified from tics census using Persons
of Spanish Language and Other Persons of Spanish Surname.) We
assume that the number oT3Tank and Latin American persons have not
increased or decreased as a percentage of the city population since
1970. It was also assumed that minority population growth since
1970 took place in the same proportions in each district as existed
in 1970. (There was one exception to this assumption for Census
Tract 209 which will be discussed). Since the estimate of precinct
population is 26% greater than the population reported in the 1970
census, all of the estimates of minority population taken from the
census were increased by 26%. We did use the current minority
population figures for the dormitories of the two Universities. In
evaluating the results, the effect of the dorm population probably
{ should be discounted somewhat since they can change significantly
in a short period.

( 1) Assumption is made that 30 of the minority persons in Tract
209 reside in District Four. The assumption is made because'
ecause the
area of Tract 209 outside of District Four contains approximately
20°S of the apartment. in this University oriented multi-family area.
There:fore, 194 Black persons and 158 Latin American persons from
Trac; 209 live in this section of District Fo,ir.
During the public hearings on districting, the NAACP expressed the
opinion that 1 large number of Black persons who did reside in a 221
(D) 3 project (Dreamland; that is in Tract 212, moved into the
apartment ars;a west of the University in Tract 209. Dreamland is
a 196 unit complex and all but approximately 50 units were vacated.
Since the Dreamland units were subsidized units our expectation was
that these households woula have entered the Section 8 Existin,
program when they moved to this area. The Denton Housing Authority
ran identify 25 Black households in this area in the Section 8
Ex'.sting program. For the purposes of this estimate, we will
assume that these 25 households in the Section 8 program come from
the Dreamland complex and an additional 25 households come from
the Dreamland complex that did not enter the Section 8 program.
We are also assuming that these Black households are located in the
` section of Tract 209 that is in District Four. Using the standard
of 2.25 persons per multi-family household, this adds an additional
I 113 Bl~.ck persons to the section of Tract 209 in District Four.
Tract 210
(2) Assumption is made that 1011. of Black and Latin American persons
live in the District Four section of Tract 210. Tract 210 is the
tract which encompasse3 North Texas State University. There is no
report in the 1970 census concerning the number of Black persons in
group quarters such as dormitories in Tract 210. We know that in
1979 that 15% of the !orm residents of North Texas State University
were Black. However, if we use that percentage for the 1979 on
campus dorm population of 2830, the result is 424 Black persons.
! Th13 is higher than the census report for the entire tract of 389
Black persons. For the purposes of this estimate we are assuming
that 11% of the Census reported Black population in Tract 2,0 reside
outside the dorms. W^ are assur! further that 10% of Black persons
residing outside the dorms live in the southern half of Tract 210
which is in D.strict Four. Therefore, there are 40 Black perscns
living in the section of Tract 210 which is in District Four.
The same assumptions are made for the Latin American population.
Therefore, there are 20 Latin American persons in the section of
Tract 210 which is in District Four.

The District Three section of Tract 207 contains West Hall which is
a North Texas State University dorm formarrieJ student housing. We
will assume that in 1970 of the 909' minority population of Tract
207 in District Three that 60% was in 'Test Hall and 30% lived
outside the dorm. Therefore, there were 20 ulac!< persons and 29
Latin American persons not living in dormitories in the District
Three Section of Tract 207..
The dorm has approximately 400 residents, and 15% of the dorm
residents at North Texas State University are Black persons and 6%
are Latin American persons. Therfore there are 60 Black ai,d 24
I Latin American dorm residents.
Tract 206
(3) The 1970 Census indicates that 578 of the total 616 Black persons
in Tract 206 lived in group quarters. We are assuming that these
are dorm residents of Texas Women's University. (Bo;h city and county
jails are in Tract 206; however, together they hold only 45
persons). In 1970, Texas Women's University had a po.icy that all
female students under age 21 must live in dorms. We are assuming
-J that the Black population living in the vicinity of Texas Women's
University (District 3) and not living in dorms constituted 2041
of the reraining Black population in Tract 206. (20% of 616 Black
per•aons less 578 dorm residents.) Therefore, there were 6 Black
persons not living in dorms from Tract 206 in District Three.
Texas Women's University has strengthened their dorm policy by
requiring both male and female persons to reside in dorms until
age 23. Dorm residency; however, has declined, and there are 320
Black persons today who are Texas Women's University dorm residents.

We hale no reason to suspect that there are fewer Black students
at Texas Women's University than in 1970. There are several
apartment areas around Texas Women's University, and it may be that
some students are not observing the dorm policy, or there may be
more commuting students. For the purposes of this estimate we will
add an additional 20 Black persons to the estimate for the District
Three Section of Tract 206.
Tract 206
(4) The 1970 Census indicates that 284 of the 805 Latin American
persons living in Tract 206 resided in group quarters. We are
assuming that these persons were dorm students at Texas Women's
