Chris Hartung, City Manager F'ROMI Hugh Lynch, Chief of Police sUBJECTi Personnel, Police Aotivity, Organization and Plane DATES February 14, 1984 PERSONNEL In 1983 the Police Department experienced a turnover rate of 16.9% of I sworn personnel, for a total of fourteen (14) officers, This represents a 133.38 increase over last year. The Department lost a total of 45.83 years of experience, an average of 3,27 years per person, we obtained one (1) new position through state grant funding and two (2) positions through a personnel increase in our budget, we hired sixteen (16) new officers in 1983, four (4) of which have completed the Police Academy and six (6) who are scheduled to attend in 1984. The Police Department maintained an average of 78 full-time employees in 1983, of these, 67 were commissioned officers and 11 wero civilian employees, The average off-duty time due to sickness 'and `injury for police officers was 5,37 days per officer, The average sick and injury time off for civilian personnel was 7,33 days per employee. The entire Department lost an overall average of 5,65 days per employee, There were 16 people who were employed the full 12 months who took no sick leave, The average off-duty time due to vacation leave was 14,33 days per polioe { officer, The average for oivilian personnel was 9.58 days 'per_employee. 1{ The average vacation time for the entire Department was 13.34 days 'per, employes, TRAF'F'IC The number of fatal accidents in 1983 (5) decreased 16;78 when compared to 1982 statistics, and the number of persons killed (5) also decreased 16,7%, There was a 22.7% increase in injury accidents, a difference of 157 injured, persons compared to lest year. There was a 13.6% increase in the number of total accidents, The Department had a decrease of 25.0% in the number of flest accidents, from 29 in 1982 to 21 in 1983. CRIMINAL, ACTIVITY The City experienced a 2,9% decrease in Part I crimes reported (3$37 in 1983 compared to 3,436 in 1982). There was a 150,0% increase in the t z.'V . of 5 1 7 i number of murders (5 in 1963 compared to 2 in 1952), The Department cleared 69.4% of crimes against persona and 17.88 of crimes against property for an overall average clearance rate of 21.5% of Part T crimes reported, In 1982 the National average clearance rate published by the F.H.T. was 20%.
