Chris Hartung, City Manager i FROM: Hugh Lynch, Chief of Police SUBJECTi Personnel, Police Activity, organization and Plans DATEi January 18, 1985 I j St' us PERSONNEL to 198.1 the Polies Department experienced a turnover rate of 17.3% of sworn personnel, for a total of thirteen (13) officers, This represents an 8.56 docreaae from last year, The Department lost a total of 57.42 years of experience, an average of 4.42 years per person, E. We hired twelve (12) now officers in 1984, :jix (6) of which have com- pleted the Police Academy and two (2) who are scheduled to attend in c ` 19ES5. The Police Department mainLained an average of 82 full-time employees in 1984, Of theen, 71 were commissioned offi.cere and 11 were civilian employees. The average off-duty time due to sickness and injury for police officers was 5.48 per officer, The average sick and injury time off for civilian personnel was 6.22 days pot employee. The entire ' Department lost an overall average of 5,58 aayu per employee. There wavo four. (4) pao~le who were employed the full 12 months who took no ' leave. The average off-duty time due to vacation leave was 13.08 t`g put poliat~ officer, The average for civilian personnel was 10.19 „ r days per employee, The average vacation time for the entire Department r was 12.69 days per employee, TRAFFIC IX, The number of fatal accidents in 1984 (9) increased 80.04 when compared to 1983 statistics, and the number of persons killed (10) increased by 66,76, There was a 13.8% increase in injury acoidents, a difference of 162 injured persons compared to last year. Thero was a 9.64 increase i in the number of total accidents. The Department had an increase of 19.06 in the number of float accidents, from 21 in 1983 to 25 in 1,984. CRIMINAL ACTIVITY The City experienced a 12,0% increase in Part I-crimes reported (3,737 re ~ in 1984 compared to 3,3.37 in 1983). The Department cleared 72.96 of ;j1 ~ ( , ( r r.y:r 1 f i t' it a t, M 7 !k W V crimes against persons and 18.3% of crimes against proporty for an overall average clearance rate of 21.3% of part I crimes reported. t SPECIAL PROGRAMS The Police Department has recently instituted a Crimestoppers program jf which opened its phone lines on December. 13, 1984, The purpose of the ' t program is to collect information from citizens about crime. The program pays cash rewards to confidential informants upon indictment. It offErs the Police Department an avenue to collect criminal informa- tion that was heretofore ungathored due to fear of retaliation and apathy. The program is advertised in the Denton Record Chronicle, the Denton Shopper and the Pennywise, it is reviewed on the Denton radio station, KDNT, through weekly. CRIME OF THE WEEK features, The program's citizen committee members are USn's Mike Grandey, Denton Independent School District's Fred Hill and KDNT's manager Roy May. The progxaw is completely funded by citizen contributions, the year- end balance of which was $820 as of December. 311 1984. Two phones have f been installed in the CID offices, and an answering machine was purchased { with monies from the program fund. I During the last two weeks of 1984, the program recisved nine calls, one tip resulted in the clearance of 22 auto burglary reports and the recovery of $3,000 worth of stolen property. Thr9e arrests were made. Other tips aro still under investigation.
