'T'exas will conduct a ppublic nearing in the City Council Chamber
at 115 E. McKinney 5t. and will consider a resolution con-
eerninb the designation of blighted areas in Denton. This
action is required to obtain Industrial Development bonds,
Industrial Uevelopwuat bonds are tax exempt bonds which provide
industrial and commercial businesses funds for expansion or
canstrUeLion to improve the community. Tnese funds provide
lower than warket interest rates.
The toilowing is a description of ttte o0undaries for Lhe

SUBJECT: Designation of Blighted Areas
At the May 22, 1984 Council ;fleeting, a request was made to
designate an area of land along Carroll Boulevard and Eagle
Drive as blighted, for the purpose of allowing tIt o use of
Industrial Development Bond funds, Also, as a result of that
meeting, Mr, Hobert 13it tton made a request that hie property
along Maythi11 Road and I-35 be considered for a blighted area
designation to promote commercial development on his property,
Both of these pvoporties are adjacent to previously designated
blighted areas. Attached is a copy of a map whose shaded treas
reflect the proposed blighted areas and Mir. Button's request
For a blighted area designation at the intersection of I-35B
and :4r,yhil-1 Road.
].n an attempt to moot required legal notice designation time
periods, a special called meeting is being held on June 8th, at
12:00 noon to conduct a public hearing on these areas and to
consider a resolution declaring these areas as blighted.

Dear Mr, McDonald,
Per our meeting of Wednesday, May 23, 1984, please consider adding my
property on the south east corner of Mayhill Road and I, 35 (see en-
closed site plan) to your already designated blight area. This tract
is contiguous to the Henry S.Miller tract on the west side of Mayhill
Road,
As I discussed with you on Wednesday, this tract in total contains
approximately 18 acres, all of which is presently submitted for zon-
ing, and a part which is submitted for annexation (in short, part in
the city and part in E.T.J.).
The total 18 acre tract will be divided into three phases, Phase I
Is approximately 6 acres, all of which is currently zoned goneral
retail.
The plan for Phase I is for the construction of n Mini Mall which
would contain approximately 20 stores employing approximately 80
people.
The plan for Phase II is for a motel which would employ approximately
30 people,
The plan for Phase III is for a light industrial user with rail orders
which would employ approximately 75 people.
I do realize at this time that only Phase I can be included due to
the fact that it is the only phase that currently is in the city, but
I felt the record should show the plan used for the entire parcel,

R E S O L U T I O N
WHEREAS, by Resolution adopted March 1990, by the Cit
Council of the City of Denton, Texas, the ,ity of Denton autr,-
prized the creation of the City of Denton 11idUStrial Development
Authority to exercise the powers of such corporations otganiae:
pursuant to the Development Corporation Act 0~ 1979, as amenda
(the 4Act")1 and
WHEREAS, the Act together with the Rules foe Issu:n;
Industrial Development Bonds promulgated thereunder by the Te:eaa
Economic Development commission (tile 'Rules"), provide tot -i
financing of projects for commercial uses] and
WHEREAS, said Act and Rules provide certa.n procedures w:tr_
respect to the establishment and designation of Eligible Blighter
Areas Within the City for the purposes of financing projects
commercial uses and alleviating economically disauvantage:
areasi NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF DENTON, TEXASi
SECTION I.
That the areas outlined on the attached maps which a:a
designated boundaries and are further described in Exhibits k
and B attached hereto are established and designated as Eligizi e
Blighted Areas for the purposes of the Act and the Rules, n:-
betrig portions of the City.
SECTION 11,
That the Cfty finds that the areas designated herein is
Eligible Blighted Areas contain a substantial number of unlc:
employed people and substandard or deteriorating structu:as
which !,mpair or arrest the sound growth of the City and i:t
areas that constitute an economic or social liability in the:t
present condition or use. The information attached as Exhioi:
further supports thy! City's decision to designate the ar:is
referenced in Exhibits A and A as Eligible Blighted Areas,
SECTION III.
That the City finds and represents to the Texas Eeonen:c
Development Commission that the availability of financing :f
projects tot commercial uses under tae Act will contrlc::e
significantly to the alleviation of the blignted condit:a%s
found to exist in the designated Eligible Blighted Areas,
SECTION IV.
That the principal types of projects for commercial .ses
desired and authorized by the City to enhance its redevolopma:t
efforts in the Eligible Blighted Areas are those proje_:s
allowed under the Act and as may be limited by morel rustrici:,e
policies established by the city of Denton Indust
Developmont Authority.
SECTION V.
That the City represents that it will review all pro:ect
descriptions for approval of spedific projects for commer.:sl
uses in order to determine whether sucn projects are consis -r:"

SECTIO41 V1,
That attached hereto as Exhibit D is a description of
proposed public improvements to be made in the Eligible Blighted
Areas, the estimated commencement and approximate schedule for
such public improvements, and the aource of funds the City .rill
use for such purposes, all of which is based on the City's best
estimates as of the date of adoption of this resolution.
SECTION VI;.
That this Resolution shall take effect. immediately upon its
adoption and the City Secretary is hereby directed to transmit r
certified copy of this Resolution to the Texas Eeonomi_
Development Commission.
