Receive Presentation from Black and Veatch, Consulting
Engineers on the Optimum Economic Feasibility Study for
Construct.n of Lewisville Hydroelectric Facility,
SUMMARY:
On Feb, 290 1984, and March 13, 1984, the Public
Utililities Board and City Council ref"ectively approved
award of a contract to Black and Veatch, Consulting
Engineers, to reassess the economic feasibility
construction timing of the Lewisville Hydroelectric
facility. This study is complete, and the final document
is submitted within the Agenda packet materials.
Mr. George Neal of Black and Veatch, Consulting Enginee r,s,
will be in attendance at the meeting to present this final
document.
ACTION REQUIRED:
Receive report and consider appropriate action.
STAFF RECOMMENDATION:
The Staff recommends that this study be accepted by the

Receive Presentation from Black and Veatch, Consulting
Engineers, on the City of Denton Operation and Efficiency
Improvement Study for the Electrical Power Plant.
SUMMARY:
On February 29, 1984 and March 13 1984 respectively, the
Public Utilities Board and Denton dity Council respectively
approved a contract with Black and Veatch, Consulting
Engineers for the purpose of conducting an Operation and
Efficiency Improvement Study of Denton's Electrical Power
Plant.
A copy of the report for the subject study is included
herewith.
Representatives of Black and Veatch will be present at the
meeting to present their final report on this study to the
Board.
ACTION REQUIRED:
Receive report. Consider any appropriate action.
STAFF RECOMMENDATION:
The Staff is continuing review of the report and will
submit action required at future Board and Council meotings.

duction and data processing charges, as raquired will be billed in
accordanoe with Consultants' standard rates kprevailing at the time
such services are rendered. The use of Consultants' automobiles
shall be charged at 234 per mile. Rented automobiles will be
billed at cost.
C. The City shall make available to Consultant all appropriate
operating and maintenance records, equipment manuals, contracts and
any other seasonably related material necessary for Consultant to
evaluate the alternatives possible,
D. The City shall make units A and 05 available and necessary
operating personnel to run operational efficiency tests if sue: are
determined to bas necessary, Such tests shall be coordinatef with
the Texas Municipal Power Agency and Texas Municipal Power Pool
dispatchar.

SECTION V.
Denton may terminate this Contract upon thirty days prior
written notice to Consultant. In the event of termination, Denton
shall pay Consultant for full services rendered and expenses in-
curred to date of termination and Denton shall receive all completed
analysis comparisons, and work done to the data of termination and
any work in progress or incomplete reports will be delivered to
Denton.
SECTION VI,
Consultant will complete its' services under this Contract and
deliver the required reports within forty-five (45) days after award
of Contract.
SECTION VII.
In no event shall Consultant be liagle Ln any cause of action
for special, indirect or consequantiAl daaugas of any nature,
SECTION VIII.
The provisions of this Contract constitute the theire agreement
between the parties and supersede all prior communications, repre-
sentations, and agreements, oral or written, between the parties
hereto with respect to the subject of this Contract.

This proposal outlines a two-phase study for improving the operst ion
and efficianey of the City of Denton's (the City's) generating waits. The
first phase, ihioh-is specifically addressed in this proposal, provides an
operation and performance survey of the City's units combirsd with a cursory
evaluation of alternatives for improving aperatiou and performance. The
study would identify alternatives which appear to be favorable for more
detailed study in Phase I2. The findings of the Please I study would be
used to determine the scope and estimated cost of the Phase II study. The
Phase II study would provide detailed evaluation and eapitat cost astisitat
sufficient to include the projects in the City's forthcoming Capital tmprovw
meats Bond Issue.
SCOPE or SEIVICES
The following Scope of Services is intended to matt the objectives of
the Phase t study,
Task 1-Project Manasrement and Administration
Task l consists of all project eottrol, coordinating, and scheduling
efforts.
Task 2-Performance Surveil of Cnits

Black & Ge.atch personnel will. meet with City personnel to develop the evalua-
tion criteria and economic parameters. The evaluation criteria can be based
on pay-back period or savings over a specified evaluation period. 'The
economic parameters to be determined includa escalation race, interest
rate, and present worth discount rate.

A pralissinary report -rill be provided for City, review followed by a fiscal
report incorporating the City's coudents. Slack 4 Veatch will also provide
a presentation of the study, results it requested by the Ctty.

Figcsre I presents the proposed schedule for Phase I of the study. it
is anticipated that Phase I can be completed within six •-Desks. It is antici-
pated that ?base II of the study can be completed is 12 to 16 weeks depending
upon the alternatives and evaluations required as a result of Phase I.

are shown in Table 1. Estimated maahours for Phase Ii cannot be determined
