What did they do right, and just as Important, what did they fail to do? How many propositions should the ballot have? What tactics must be used and which ones lead to failure? Finally, how much time does it take to educate the voters on the bond propositions? Results show similarities in the strategies used to • promote a bond referendum. There were also some surprising differences. I realize that no general conclusions can be drawn from a limited sample of nine, yet there is still much • we can learn from their experiences, r • 1 J ♦r4x~ ~ • a GETTING TO "YES" The targeted individuals in the cities surveyed realize the importance of informing the voters. Cities have used many tactics to reach their voters-- everything from buttons and T-shirts with slogans, to slick j professionally printed brochures, to paid consultants. Penelope Lemov, has identified eight wily ways to win a bond referendum: ":iake people aware of what is going oni make ! a clear statement of purpose; develop a good track record; • educate the voters on the issues; gain support of the ~ I government agencies affected by the bond; distribute the bond's benefits throughout the area; finance the bond • campaign adequately; and work with the news media to gain • • their support (not to mention free publicity1.03 After surveying the nine citiea, 1 would add one more strategy-- i • Q • i make sure the city council publicly supports the referendum. MAKE A CLEAR STATEMENT OF PURPOSE The bend task forces in all nine cities realized the 1 need to educate the voters. Yet a success ul bond referendum revolves around more than Just education; it_depe0j_g Qli g2nu11ci_ru _v9.LerjL_Qf _k_Deed i The necessity of taking on debt must be clear. If the . voters do not understand the propositions or are not I thoroughly educated on tir r.ed for the improvements, the bond referendum is doomed to failure, One task force volunteer said, "Our bond election failed because a very small but active anti-tax group put out a pamphlet on the day of the bond vote that was full of outright lies and half- truths. Since it was too late to find out what the facts were before voting, voters took the safe way out and turned it down. Very few people who vote actually know the facts of the issue they are voting on." Apparently, the task force had nat sufficiently or thoroughly made their case with the voters. To wit, they had not presented a clear statement of purpose. If they had, an eleventh hour pamphlet would not • ha,e been able to sway voters to the extent it did, Another important point is to stream the benefits to citizens from the bond package. when presenting their bond package, one city surveyed in this study include.i a new city • • • hall because of staff overcrowding, one bond took force volunteer stated that they should have stressed a more 3 i r 0 . • p i efficient, service oriented facility for citizens. Many citizens will value improving the services t4 themselves but will not attach too much importance to the comfort of staff, GET"ING THROUGH TO VOTERS The methods for educating voters in a bond referzsidum are similar to the methods used in any election. However, a bond election, if passed, takes on a more long-term obligation than electi, someone to city office. Citizens cannot take back their vites or change their minds and not back the debt, All of the respondents in this study realize that community leaders are the beat resource in educating voters, If citizens put together a bond package and claim ownership of it, other citizens have more faith in it. All the respondents suggest involving a citizen bond committee from the Start. They suggest that the need for facilities and improvements be stressed. Most respondents stressed the Importance of showing both sides of the debate and the estimated tax impact so that it does not appear as though the city is hiding something. All of the nine cities took full advantage of the media, especially public service newspaper articles and letters to the editor, Among the respondents, five cities used paid newspaper advertising and three of these had 100% of their total bond f 0.. package approved, On the other hand, of those solely using free news articles, only one city had all of its propositions approved, These results do not definltlvely 4 r i c a • j 1 {I i show that a city is more successful with paid advertising. One council member from a city using paid advertising said she would not use that method again. She believes that letters to the editor get more attention and, of course, are free. A I DEVELOP A GOOD TRACK RECORD Developing a good track record means not Just delivering what you promise but delivering it on time ns well, This II reputation will help with voter trust. "When you build something, whether it is a coliseum or a school, and folks see the protect is effective and sufficient, they have confidence to vote for a bond issue the next time around,"4 TAKE TIME TO EDUCATE 'THE VOTERS Educating the voters as to the necessity of a bond issue takes varying amounts of time. Based on the responses to this survey, voter education takes anywhere from one to fourteen months depending on the complexity of the Issues, Mont respondents recommended two to four months. They cautioned not to take so long that your message loses its • punch, Most of the respondents 176%1 believe that the time it takes to educate the public is directly related to the difficulty the issues and the number of propositions on the ballot. ~ O e O 5 1 d FORMULATING THE BOND PACKAGE The bond package is the "candidate" running fcr election. The composition of this package will contribute largely to its success or failure, The cities surveyed held their bond elections between 1964 and 1991. The average number of propositions In these packages was eight. When asked if they believed that a city could overwhelr voters with too many issues, 43% responded affirmatively. In addition to the number of propositions, several respondents offered these suggestions: V group like issues together; do not try to put popular issues in the same proposition with unpopular ones. One task force member said. " [one) proposition failed because it combined the expansion of the Senior Citizens Center (a popular project) with an outdoor swimming pool (an unpopular projectl." Another Important factor is to distribute the bond's benefits throughout the area. It is easier to win a bond referendum when the benefits are geographically distributed. Citizens like to think that there is something for everyone. When formulatJng a bond package, one respondent p recommended keeping quality-of-life issues such as parks, libraries, and public buildings separate from street and drainage issues, In tough economic times voters get bogged down with the quality-of-life issues and vote "no" on ♦ necessities, such as infrastructures. ` 6 ♦ 0 • a The committee building the bond package must take ownership of the package and present it as the commnunity's propositions, They should keep from putting in too many issues that resemble a "wish list," Finally, the committee should break down each proposition's tax impact for a home of average value for that community. Such a breakdown is more easily understood by the average citizen. One survey respondent noted that "voters always have some hesitancy to 'give city hall a black check.' knowing the cost of each Item may prevent voters inclined to be negative on several propositions from turning down all lof them)." TIMING 'Timing is another important factor in the decision to hold a bond referendum. A city should avoid scheduling a bond election d,iring a general election. With all of the campaign literature distributed during this time', the information for A bond election is likely to go unnoticed. A city alsu should check with overlapping governments to ascertain when they plan to schedule a bond election, Too • many elections asking for citizens to pledge tax dollars for long-term debt in the same time frame will certainly doom one or all of them to failure, In addition to watching for other • elections, a city should avoid holding a referendum • 0 immedistely preceding or following major holidays, such as Chrlrtmas, when people are very aware of money and how much 7 e . o u q. they arc spending, v WHAT WORKS Most respondents stressed the need for community involvement. But how does a city go about soliciting involvement? First, it involves recruiting respected community leaders who can get the jtib done sad inspire others. Forming committees and allowing them to form the propositions will help motivate citizens to push for something they believe in. This incentive generates enthusiasm for the referendum, and the citizens then can approach voters with excitement. Some cities formed a speakers' bureau that targeted civic organizations that held regular monthly meetings to ensure that they would have an audience. Some cities found that word of mouth, "Dear FrJend" notes and friend to friend contact, encouraged voters to vote "yes," One respondent eaid that their success stemmed *rom "carefully developed propositions that are known to have a strong basis of support. Do not try to sneak in things that ere promoted only by same small interest group. Our carefully selected, 50-member, community-wide task force was e a major reason for our success," The citizens directly affected by the isauc or those with a vested interests then "become conscientious about explaining the bond to the general public in very teal, not abstract, terms." ' e 0 O 8 t a II 1 i Ili 1 1 1- , WHAT DOES NOT WORK The respondents from one city admit that they made a mistake in assuming that all propositions would pass. They had a weak to non-existent advertising program. Other respondents advise, "stay away from slick hype, pushiness, and 'cute' promotional gimmicks." Another respondent says a bond issue may fail if it appears to b3 staff endorsed. The bond package must be in the city's best interest. The individual citizen should be able to see what he/shrr, will be gaining from it. Without this reassurance, the bond referendum will likely fail. Support of the city council is critical to success. One city council In the survey chose to provide no overt support for their referendum. In the words of one respondent, "as a city councilman, 1 did not feel 1 should endorse any particular issue, but [just) encourage the vote." The civic leaders went to considerable expense in printing fancy brochures and even tired a consultant to help promote the bond issue. however, without support frr,-, the council, the referendum was doomed beforr it began. The research found that this city's council members believed it 0 to be unethical to "stamp" for the referendum. The council did not promote the referendum one way or the other; they merely explained what each proposition was to do. Taxpayers O will hardly feel confident to vote for something that the A 1 council is neutral cn. This city has learned a valuable lesson. After onlj• 26% 9 l.c G - i . ~ o of the propositions passed, the bond steering committee made' the follc:wing recommendations to the council: "The council needs to give clear direction on the size of the total program and needs to actively support the propositions; do not hold the election following the Christmas holidays; keep citizens involved throughout the process (not just at the needs identification phase); have fewer propositions, possibly with mire frequent elections; and promotional effort " should be planned from the beginning. At least 60 days is needed to adequately promote the referendum." Co',CLUSlON Selling a bond referendum takes money, time, expertise, and commitment on the part of all involved. A city's citizens are its most valuable resource. They hold the purse strings and they also wield the influence to sway their neigY.bo,s to vote affirmatively. The most successful strategies l,sed were • those that placed the community leaders at the forefront strcasing improved services and better conditions for each and every citizen. The first bond issue included the following projects: a residential street assessment program, South Carroll Blvd. from Hickory to Fort Worth Drive, Sherman Drive from Locust ~o the city limits, McKinney Street from Bell to Carroll, master drainage plan document-1975, signal and intersection revisions, Bell Avenue from McKinney to Eagle, Avenue h trom Oak •o 135 and Bonnie brae from Scripture to I3S. In 1977 another election was held and more improvements were voted. they included Windsor Drive from Stuart to Bell Avenue, East Mckinn)y ftum Bell to Janie, Central Fire :,tation intersection improvements to the Duncan Street intersection anA Bell-Mingo intersection, the Library building expansion with asso-sated drainage improvements, h'tndsor Drive from Locust to Hinkle, Carroll Blvd. extension from Northridge to Windsor, Mingo Road extension from bell to Frame Street, more drainage improvements and acquisition of Loop 288 tight-of-way. A,su included was the potice building, and more draintge improvements. • In 1981-1983 we were also going to reuse some of the pay back on the paving assessment that was done in the 1973 issue. Since there was no interest in those ensuing years for more paving assessment type programs, the Council approved using the money to provide sidewalks or "safe school routes" near schools instead. Under this program we built approximately S miles of • sidewalks in and around the existing schools. • • • t) e o w CIP Memo September 18, 1986 Page 2 The drainage improvement money in this second issue totaled some $600,000. Improvements that were built included new culverts and channel work at Peterbilt crossing FM1S1S for $47,000, drainage improvements of 1980 at Bowling Green-Yanderbuilt, at Windsor-Bluebonnet, at Bell-Woodland which totalled $173,000, McCormick Street drainage channel for approximately $10O,U00, Peach Street drainage for approximately $40,000 and the Northridge drainage system for $300,000. The last issue that passed was in 1981-1982. This was originally a five year program. The last year contained land acquisition for parks and building renovations to City Hall. In that election neither one of those items passed, therefore, the issue was limited to the first four years. Included in those years were the following projects: Ponder Street drainage system, Panhandle Street drainage system, signal improvements for $100,000 (Dallas Drive and Eagte), Bell-Coronado drainage system, acquisition for right-of-way on US380, Paisley Street drainage system, Stanley-Thomas-Ector drainage system, Prairie Street draina a system, Yellowstone drainage system, signal improvements 110,000, and finally the City contribution to reconstruct US38U and the fire substation. All of these projects other than the fire substation have been built or are under construction currently. Some of them were delayed a year or two before they were built. By doing this we could take advantage of lumping contracts together and getting better prices for projects that were close together or that increased quantities. We have delayed constructing the fire substation until yearly operating funds can be budgeted. We have started putting aside such funds and operation of this new station is projected for 1968. We also have put aside $900,000 for U.S. 360 that will be built in 1989-9U. There were exceptions. %e mentioned one of those earlier that wa3 substituting the sidewalk program for the continuation of 1 the assessment paving program. Originally in the second issue in 1977 there was approximately $SO,000 set aside for a signal e at Windsor and Sherman. However during that time, the intersection at Sherman and Windsor did not meet the State requirements for a signal so the money was used on a signal at the intersection of Prairie and Bell. The extension of Carrell Blvd. ($12,000) was never built either. After the bona election passed, the Denton Development Guide was adopted. The Guide said that the connection wouldn't be made until a traffic study was done. Since it was a sensitive issue, funding for • the study was never secured and the connection wasn't made. • • • t) r C1P Memo September 18, 1986 Page 1 Une closing note, over the years we have also been able to ao additional things by staging construction and taking advantages of economies of scale. We did this in several instances and because of it we were able to also fund other projects that were authorized by the Council with the savings that occurred. In this latest issue we were able to make the Colorado-Spencer tie-in which was not in the bond issue. We were also able to make improvements to the channel near the Woodrow Wilson school between Emmerson and Hanover. It has been the Council's philosophy to look at the list of projects that Planning and Zoning was unable to recommend funding for and to also receive input from the community at large when making these choices. It it my understanding that in the late 1960's-early 1970's bonds were passed to do a number of improvements throughout the City. Since I was not here I do not know all the history of those issues. However, 1 an told that a large majority of that money was used to make the first improvements to Carroll Blvd. from University south to Hickory Street. Miller Parkway be expanded in your next bond program. Our leasing has gone extremely well and we are planning to start our Phase II of Southridge Village Shopping Center this summer. Also we are planning to start immediately on the approximately 5 acre development across from Southridge Village where the current Honda site is located. I really think this should be one of the highest priorities on street improvements in Denton due to the tremendous amount of residential end commercial development taking place around Scuthridge and the Hall. If there is a promotional effort by the Chamber to push on the bond election, we would be happy to contribute to the campaign. I think trying to wait on the State Highway Department to take over the maintenance and expansion of the road could be years and I feel the area needs this expansion immediately, Please let me know if there is any way I can help the expansion of Lillian B. ORDINANCE NO. 81-0 $ ORDINANCE CALLING A BOND ELECTION THE STATE OF TEXAS s COUNTY OF DENTON CITY OF DENTON WHEREAS, it is deemed necessary and advisable to call the election hereinafter orderedr and WHEREAS, it is hereby officially found and determined: that a case of emergency or urgent public necessity exists which re- quires the holding of the meeting at which this ordinance is passed, such emergency or urgent public necessity being that the proceeds from the sale of the proposed bonds are required as soon as possible and without delay for necessary and urge:,tly needed public improvements and that said meeting was open to the public, and public notice of the time, place, and purpose of said meeting was given, all as required by Vernon's Ann. Civ. St. Article £2;2-17. THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS: 1. That an election shall be held on FEBRUARY 28, 1981, in said City at the following designated polling places THE COMMUNITY BUILDING IN THE CIVIC CENTER.
