The authority responsible for the change is the Board of Trustees pursuant to an official vote of the Board. I 4. These point voting I locations would make voting more convenient for the constituents of each entity. The school district Is changing from one voting location where all i precincts vote to four voting locations located at various sites where the i City of Denton also conducts its elections. Placing the voting precincts in j the same location as the City of Denton will enhance voter convenience and E participation. It is the intent of both entities to use a separate set of i election officials and a separate set of ballots. Absentee voting will also be combined at one (1) location for both the E City of Denton and the Denton Independent School District. A map showing the effects of these changes is enclosed. These polling places shall be: a) American Legion Hall - 629 Lakey Street Denton, Texas F a b) Fire Station No. 3 2110 Sherman Drive Denton, Texas c) North Lakes Recreation Center 2Q01 West Windsor Drive Denton, Texas 76201 d) Denia Park Recreation Center 1001 Parvin Denton, Texas i 3) CITY and SCHOOL agree to designate the following polling places for voters living within the School District but outside F the City: z a) Non-city voters in County Precincts 1R, 3B, 3D9 and I 3G: Uenia Recreation Center y b) Non-city voters in County Precincts its, 1C, 2+1, 4:1 and I 4N: Fire Station No, 3, Sherman Drive 1 y, i n 4) The CITY and SCHOOL will each provide their own separate ballots, poll lists, tally sheets, returns and ballot boxes. CITY and SCHOOL will each and separately post election orders and public election notices. :ach entity will separately receive applications for place on the ballot, assure eligibility to run ' for office, draw for places on the ballot, prepare expenditure and contribution -enorts, and handle other matters relating to candidates. S) CITY and SCHOOL agree to each separately appoint election judges for all voting boxes located in the City at the polling i places specified in Section 2 hereof. Absentee voting shall be conducted in accordance with the requirements of the Texas S Election Code at the Office of the City Secretary at City Hall, 21S East McKinney, Denton, Texas. The parties agree that the City Secretary shall be designated the joint absentee voting E clerk for absentee voting and one or more of the deputy absentee voting clerks shall be designated by SCHOOL. School's regular absentee voting clerk shall receive applications for absentee ballots to be voted by mail and shall complete the remaining procedures for absentee voting by mail. 6) Each party shall be responsible for bearing the costs of its election and for the tabulation of its own election results. f 7) CITY agrees to provide space for absentee voting for School District at the Municipal Building. 8) SCHOOL agrees to t•tilize the punch card voting system and will secure the necessary equipment from the Denton County Clerk's office and shall be responsible for any computer programming related thereto. 9} CITY agrees to place signs at all polling places inside the City on the day of election and to retrieve and store same J ` after the election. McKinney Street Denton, Texas 76201 Dear Ms. Walters: On Saturday, 4 April 1987, I was a poll watcher for Randall S. Boyd at the American Legion Hall on Lakey Street. The election ran smoothly for the most part, with some exceptions that I mention in the accompanying report. On re-reading my report, I should add that Mr. Bob Speer visited the polling place several times during the day to see if additional supplies were needed and that an Inspector from the Secretary of State's office came to the Polling place in the early afternoon. The inspector remained for about 30 minutes and left after asking directions to the North Lakes Recreation Center and to Oak Point. The greatest difficulty in the actual administration of the election seemed to arise from the fact that City Council District lines do not correspond in all cases with voting precinct lines. This caused some confusion for some voters who had read in the paper that they voted at Lakey Street when in fact they lived in a part of ,heir precinct that voted at Denia Park or the Sherman Drive fire station. While only a few voters were affected by this problem, the willingness of people to vote in the future would probably be strengthened if they could be certain that they were going to the proper poling place. Several voters expressed satisfaction that they could vote in the City and School Board election at the same place. St ncer y yours Joh Yarbrough 1 .1 4 POLL WATCHER'S REPORT Poll Watcher: John W. Yarbrough 1227 Ector Denton, TX 76201 Voter Reg. No. 1D1499 Election: Denton City Council, 4 April 1997 Polling Place: American Legion Post 840 629 Lakey Street Denton, TX At the polling place there was one election judge, five clerks, and three poll watchers. The School Board election was held on the opposite side of the room. Clerks directed voters to the proper voting machines and ballot boxes without incident throughout the day. Workers in the city election made a cunscientious effort to ensure that voters living in precincts which were split by Council district lines voted in the proper district. On several occasions during the day the election judge or one of the clerks gave assistance to voters and twice the election judge carried materials to voters who were unable to leave parked cars. In these instances the judge's behavior was observed by watchers from both candidates. Each time that the judge removed voted ballots from the box as it became full, she was observed and always accompanied by a poll watcher for Carl Young. At the end of the election, all poll watchers expressed satisfaction with the judge's and clerks' conduct of the election. Prior to the opening of polls the poll watchers for Carl Young , entered the polling place and identified themselves as "ballot security" 1 and asked to see Carl Young. When they were told that lie was not i there they left to look for him and returned with poll watchers' I certificates signed by Mr. Young. The Judge accepted the Certificate of J. Stanley Lennox III of Stonebridge, Argyle,although it lacked his voter registration number. John D. Bauer, 1619 Northland, Carrollton, assured the judge that Mr. Lennox was a registered voter in Denton County. i At about 9:00, James Lott, who said he was a write-in candidate for the City Council seat, came to the polling place and was told by the judge that he would have to remain across Lakey Street to be outside the distance markers. Mr. Lott parked his car west of the intersection and remained there until about 12:30. Later In the day one of his fliers was found tacked to a phone pole in front of the Legion Hall. i At about 1:00 Carl Young was in the street soliciting votes from the occupants of passing cars. He was told by the judge that he would have to remain on the othprside of Lakey Street to be outside the distance markers and he went across the street. Later in the afternoon, a sound system was set up in the park adjacent to the Legion Hall. Poll Watcher's Report Yarbrough, Page 2 The election judge and the judge of the School Board election walked to the picnic pavillion and asked that the sound be turned down. The sound level was reduced some. l'he city police came to the park in response to a complaint about dogs in the park and spoke with the election judges. Several announcements were made on the sound system which seemed to relate to the election but they were generally unintelligible inside the polling place. The phrase "help me out" was made out one time. At about 4:00 Mr. Young was in front of the polling place talking to voters as they left the polls. The judge spoke to him and he moved across the street. At about 5:00 Mr. Young was again on the cirb in front of the polling place shouting at passing cars "Help we out," and "Vote tight" as he talked with Mr. Lennox, one of his poll watcher.. Again, the judge. told him to stay across the street. About 5:15, as Mr. Lennox returned to the polling place from speaking with Mr. Young, Mr. Lennox stopped to talk to the occupants of a car parked in front of the polling place. The election judge spoke to Mr. Lennox. About 6:30, Mr. Young was again in the street shouting at cars. When the judge instructed him to stay 1 across the street, Mr. Young replied that he intended to protest the election because registered voters were not being allowed to vote. He stated that as a deputy voter registrar he had registered a number of people to vote and that those people had neither received their certificates nor been included on the list of registered voters. Mr. Young had [lie registration receipts with him and insisted that the judge take the receipts and allow the people named on the receipts to vote if they came to the poll without a certificate. There appeared to be about twenty pages of five or six receipts each. The judge replied that the people on the receipts would be allowed to vote if they came to the poll with their receipts and identification but that she would not take the receipts. After some discussion withthe judge, Mr. Young agreed with her that if Mr. Young was describing the situation accurately, there was a problem In the Courty Clerk's office but not with the conduct of the election. He complained that the County Clerk's office was not giving him a chance. After the judge returned to the Legion Hall, Mr. Young remained standing in Lakey Street with one of his poll watchers talking to the occupants of a standing car until a police car drove by. At 7:00 the judges ordered that the door to the polling place be locked. One or two voters in the Legion Hall were allowed to finish voting and were let out of the Legion Hall. The judges and clerks began taking down the voting machines and completing their paper work. No announcement was made by either judge concerning the total vote or the result of the election. As election materials were being removed from the Legion Hall, Mr. Young came into the building and sought to talk to one of the election clerks. He was told by the judge to leave. At about 7:10, Mr. Young again cane into the Legion Hall and tried to talk to the judge as she was making the final count of voted ballots and completing her forms. Mr. Young asked what the outcome of the election was. The judge replied that she could not tell him and that he should stay outside. Mr. Young remained out- side the Legion Hall and engaged workers, poll watchers, and the judge in conversation as they left. Ile did not ask again atout the election result.
