Stephens and Members of the City Council; i 3 I am writing this letter un behalf of RMR Realty, Inc. regarding our above referenced revised Toning applications. We have tried to listen to your concerns and have tried to ruspond to those ideas, t hope we have been thoughtful and responsive. The issues most discussed in our meetings and at the Council workshop are reviewed below, I hope the information and enclneures on each are helpful to your (1) Natural Terrain, it has been our intention to preserve as much of the natural beauty of the property as passible. We have, for example, pioposed n li'sikage of all our parks with the Corps of Engineer property which produces a greenbelt, see Exhibit A, We believe our contribution to the park system and perhaps an overall greenbelt system to be significant. Our ! projeot contribution to the City park system is well over the k requirement, whether one uses the established Benton Parke and Recreation Depe,rtment Master Plan formula at 3 acres per 11000 persons (our plans are 52% over this requirement) or the proposed Denton Parks and Recreation Department's recommended formula of 1 acre per 100 dwelling units por arse (our plans are 27% over this requirement), see Exhibit B, It is our underotanding that both the southview and Lakeview zoning ordinances include requirements that, prior to conveyance of park land to the City, we will provide the amount of non-flood plain land requested by the Park Department, ! (2) Residential DenaitXi We have heard concern expressed that our residential density is still too high, 'rho overall density has been reduced by 955 multi-family units, 678 in Lakeview and 277 in Southview and 451 single family units', 415 in Lakeview and 36 in southview from our original submission, see Exhibit C. We agree that our existing zoning achieved in Lakeview was not realistic; we believe this down zoning will bring it more in line with reasonable densities. j I i'y Honorable Mayor Stephens and Members of the City Council October. 14, 1988 Page 2 (3) Moderate Nodes. Of the three previous nodes in the Lakeview areal two have been deleted, at Mills and blagg, at the request of Planning and Zoning, Commission. in addition, the node: requested at Colorado Boulevard has been replaced with a at acre neighborhood oriented site. The revised requests reflect dramatic reductions of retail and office (see Exhibit C net reduction of 602,363 square faet of retail and 2,911,544 square feet of office). While we admit the Lakeview commercial densities may not have been realistic, we believe our current request for the northern node is reasonable. r ~ (4) Lakeview_ Boulevard Construction. We have always committed to dedicate right-of-way for a six lane thoroughfare from 1-35 to -j SH 380, This commitment remains unchanged, we are requesting the opportunity to build the road in phases, beginning in the south and working north as the development progresses, The re phasing includes two major bridges and two box culvert bridges. I (5) [toad Uti.l.ity. District, in the past, there has bean much discussion about the potential misuse of the RUD, Please know that we will not use a RUD. To insure that a RUD will nut be used, the Staff has prepared an ordinance abolishing the existing Rift and has placed a condition In the Lakeview arid Southview ordinances that a new RUD may not be created later. ! This should offer the City of Denton maximum protection from the use of a RUD at any time, now or in the future.
