This project was awarded to Jagoe Public Company and a i
preconstruct.ion meeting was held on September. 220 1989, Sixty
working days were gllowed for the construction of this project
i with a total of 44 work days used to completion

Wort:, began on September 26, 1988 and work was completed on
December 9, 1988 with a ribbon cutting ceremony that
afternoon, The estimated contract cosh for this project was '
$370,318,58, The final contract cost wa3 $370,099,09. A

on the westerly side of Teasley Lane between Dallas
Drive and 13S
We have completed a rough drawing of an enclosed left turn bay
1 that would allow 18 wheelers with a turn radius of 751 to
j safely access this property, The design would prevent left
turns out and also prohibit any turning movements Into the
driveway to Woodhill Square across the street. This is the
worse case design scenario. We do not feel this proposal would
be a safe and efficient design for the project,
'T'here are Already two median openings designed into this short
project, With existi,'ig traffic loads, these -interrrptions will
lead to future demands for signalization`by the property owners
in the area, _ if they are signalized it will be very
detrimental to the major intersections including he diamond
interchange at 135 and Teasley Lane, That location is already
experiencing serious delays and reduced levels of service,
The second issue involves access from northbound traffic to the,
7.11 on the corner, Mr, Miller from 7.11 had ;requested that we
open the median tip so that they can gain access from Teasloy
Lane noithbouiW, 1 told him that he was much too close to the
intersection and that serious interruptions and accidents would
occur, Another area that would require addressing is the
entrance to Li Colina Apartments, They would have to have the i
same 'sort of enclosed left turn bay for southbound traffic, ;
The third issue involves 'stacking requirements for existing
designed left turn bays. The left turn bay for the driveway to
Woodhill Square currently would allow 5 cars, As this area
grows and Woodhili fills up, (33% full at this time) the demand
for this left turn should increase since the other driveway will

not have a median opening. By adding two or three more cars
stacking distance to the existing design, you would start to
encroach into the proposed median break for Boydston Foods.
This same issue involves the left turn bay for northbound
Teasley to Dallas Drive. ThE existing left turn bay will hold
about 9 cars. At some peak periods, that could be full at this
time, Expansion to hold anotipr six cars would then encroach ,
Into the proposed left turn bty for Boydston Foods, These two
areas are very critical to keep left turning 0*nffic out of
through ;lanes to maintain groper capacity through this area.
We do not 'feel that limiting ourselves in these two major areas
is a proper design feature,
The fourth area involves the size of the tract. The existing
tract is one acre in size, The traffic to that lot would' be
small compared to the major' developments in` the area, The
E median breaks currently allowed on Teasley Lane are for larger
tracts including the shopping centers and major apartment
complexes. We strongly feel that -a median break for everyone
violates the real goals and benefits that a median will
provide. Citizens will not really_ feel that they can be
positive of left turns not occurring in front of them.
Therefore, speeds and capacity would reduce and even accidents
would increase,
This would add no real cost to the project, However, the "
detrimental affects would be extreme with rolation to safety,
future capacity, and eliminating the ability to expand left
turn lanes, The other issue is the consideration of fairness
I to the other property owners, if this issue is strop ly
pursued and determined to be correct', the only proper solution
is to eliminate the median completely and go to a continuous
left turn lane, You could experience acridents quickly with
the number of driveways currently existing,
The Engineoring Division strongly feels that our existing
design is correct, meets safety, standards,` and has more
interruptions that, the future traffic may be able to stand,
Adding the additional interruptions will create safety and
capacity problems,

Thanks for your letter of August 4, 1988, 1 appreciate, your
j support and working with us to accomplish some viable solutions
on Teasley Lane, Last Tltesday night, the Council did review
the proposals as we had "discussed, and they did_ pass a
resolution approving the median cuts as we discussed them, i,e,
in your case, the mid block median cut between the I.3S
i frontage road and Londonderry Lane. They understood that we
would be realigning the driveways on the west side to match
those on the east. Council was in full support of signalizin
both this median cut and the one at Londonderry Lane. Wo will
be seeking funding from the Highway Department for both of
j these signals. However, if that is not forthcoming, ws are
committed! to signalizing both of them,
Last Wednesday, we visited with the Highway Department and
I

i pro osais to them, In our initial discussions'
i with them, they had no problems with the median cut or the
realignment of the drives for the mid block crossing, and, of
course, they had no problem with the Londonderry intersection,
They Also had no problems with s'ignalization at either crossing'
provided that their requirements for signals are metr As we
discussed with you previously, we are very optimistic about
meeting the requirements, In fact, we will begin counting the
movements next week after school begins so that we can gain the
advantage of the full participation of the students at the
.universities.
We will certainly keep you posted as to the results of our
surveys and we look forward to 'continued dialogue as other'
ideas or concepts are considered to improve the situation,
Please lot us know at your earliest convenience whether the
drive, access between the Residence and Oak Meadows is a
preferable access` or the access over the drainage channel is
the preferred direction that you would like to pursue,

construction from the fi.rat meeting and again a couple of days ago
at the City Council workshop, It seems that we are mostly on-the
way with agreement an what and how things are going to happen, 1
I would appreciate you committing to your letterhead the following
I things that I understand will happen:
I,) The realignment of the North driveway of Oak Meadows Apartments,
I Londonderry Oaks Apartments+ the strip shopping center and the }lay
II Abbott properties) these drives will be combined and will be signal-
ized to assure left turn ability onto North bound Teasley Lane,
i 1.
! 2.) The opening up and joining of the Southwest parking lot of
Oak Meadows and the Soiath parking lot of The'Residance to give r
acoess to oak Meadows customers (South parking lot) onto Jason
Drive, thon Londonderry Lane, This will allow these customers who
will lose the ability to turn left (North bound) onto Toasley Lane,
another, route, if this cannot be done because of lender unwilling-
ness to c1rant the easement,
3.) The construction of a driveway over the drainage easement from
the :south parking 'Lot of Oak Meadows, between Safety & Seouzity'
Consultants and The Londonderry Washouse, to give the South parking
lot customers of oak Meadows a way to go North bound on Teasley Lane,
Riok, these are my understandings of what's been agreed to at, this
point, my concern is these things may take a number`of years to
complete, I don't want these committmenta made by the City at s~
City expense to become waylaid or forgotten, 'these changes are
important for the survival of oak Meadows Apartments as a'businFiaa,
