{ We performed a fairly extensive analysis of the cost and 1
interest rate applied to the Corps of Engineers project, but
i were not able to prove up much off a savings over the Corps
original position.
At our request, the Corps went back through their various
departments and then reconfirmed with the Treasury Department
that the payment for the Ray Roberts Conduit should be an "as
built cost" with a long term interest rate in effect during the
year the project was initiated, all due payable upon the Corps
I approval for Denton to use the pipe. A confirming letter is
I attached,
In summary, we tried very hard to get payment reduced, but the
Corps is standing by their original position. Although this
$1,070,000 seems high, I might note that Lewisville needs to
install an outlet works in Lake Lewisville for their view (and
existing) water plant; and preliminary estimates of costs are !
In the $4-5 million range.

Department of Treasury relating to hydropower purposes under
Secretarial Order RA 6120.2 paragraph 11(c) of the Secretary of
i Energy and Departmental Manual 730 DM 3 superseding Secretarial
j Order 2929 of the Secretary of Interior, This is illustrated on
the enclosed chart of interest rates,

Interest rates determinad by the Department of the Treasury ip accord with
provisions of the Water Supply Act of-1958, Station 301 (b).
Notes These rates ire applicable prior to the effective date (17 Yovomber
1980) of PL 99-684. Subsequent to that date provisions of Section

LAKE INFORMATION EXCHANGE COMMITTEE
November 14, 1989
l The Lake information Exchange Committee for Lakes Lewisville
and Ray Roberts met on Tuesday, November 14, 1989 at the
Lewisville Lake State Park, Group Dining Hall, The meeting
was opened at 9:30 a.m. by Rex Boyd, Project Manager for
Lake Lewisville,
i Each member of the Committee introduced themselves and the
I group heard remarks from the new District Engineer, Colonel
W. Doug Brown.
Bill Cotten gave a status report on the Greenbelt project
which has not been approved by Congress as of this date.
The question was asked what the cities could expect to be
able to do in order to piggy back the Greenbelt concept and
what provision would be made to accommodate handicapped in
this recreational area. Bill explained that the area would
not afford the kind of recreation normally experienced in a
full blown lake development but would provide the
possibility of equestrian trails, hiking, nature trails,
etc. As much as possible, the Corps would make sure that
the area was accessible to the handicapped. However, there
would be areas and instances where this was not possible,
There was a question about hunting within the Greenbelt
Corridor, Bill explained that this was not likely because
it is a narrow area, The question of wildlife management
and stocking was then addressed, The area will not likely
be stocked with game but there will be (and is currently) an
effort to improve current stock and to encourage new stook
by improving the vegetation of the area. Texas Parks and
Wildlife will probably be in charge of the management of
this area. Already, that agency has a contreiet to manage
the wildlife area around Ray Roberts ar,d they have
instituted areas that are off limits for water fowl hunting
in order to protect certain species of game.

3. Are there going to be boat ramps at Pilot Knoll. Rex
Boyd answered in the affirmative.
4. Considerable discussion was held regarding whether the
five year flood plan is sufficient considering the
devastation of the most recent floods. Paul Smith then
explained that the Corps learned a lot from these past
floods and plans to supplement rip raft designs to allow
more protection In the area between the rip raft and the
parking area, While it may be agreed that the five year
plan is not the most desirable, it is the best the agency
can come up with given the trade off of purchasing
additional property to raise the levels or of hauling in
! more fill. The agency is only allowed to purchase the land
that has been acquired and it is recognized that this is
insufficient to accommodate the best of conditions in the
k event of another flood.
5. Why did the 1981 floods not close the access to the
1 lake? Because there was no need to protect new construction
I projects that were already underway. Areas that have
allowed traffic to prematurely use facilities are now
experieneirig break down of the roads and area construction
that had been put in prior to the floods. in addition, we
had high water all summer because only so much water could
be dumped downstream at one time to alleviate the effect on
others in those area.
6. The point was made that the water rights for both Lake
Lewisville and Ray Roberts belong to Dallas. Denton shares
in these rights with Dallas at Ray Roberts. In addition,
these two cities are cost sharing the expenses for
recreational areas at Ray Roberts. Therefore, what they
! decide to do impacts a lot of communities which do not have
! any input because they are not paying the bill.
Understandably, Dallas and Denton have to worry that any
decisions made do not impact their end users in higher water
bills.

The last item on Paul Smith's report addressed the seepage
at Ray Roberts dam. Completion of some 30 relief wells is
expected to be completed in June of 1990, This should
alleviate the ground saturation below the dam.

Bill Begole gave the following report of anticipated dates
of completion for construction projects at Ray Roberts:
Isles DeBois Park March, 1991
Johnson Branch Park March, 1992
Boat ramps at access
points (7 in all) January, 1990
Motorized boats will be allowed on Ray Roberts in January,
1990 or as soon as the ramps are completed. There are
currently only two parks planned for Ray Roberts.
The enclosed schedule of anticipated dates for completion of
E construction at Lake Lewisville was distributed,
Jean Campbell, of Congressman Armey's district office, spoke
briefly of the need for people to communicate with the Corps
about problems. She reiterated that the Congressional
office is always available for people to address concerns
with :situations at the area lakes.
The floor was opened for general questions and a variety of
1 subjects were discussed including s
1. Corps permits for mowing to alleviate fire and
rodent hazards,
2. Possibility of other cities sharing with Dallas and
Denton in costs of recreation at Ray Roberts so
f they would have a voice in what goes on,
3. Communication between community and the Corps and
how to improve on it,
4. Ranger activity at the area lakes.
Colonel Brown gave the closing remarks and his assessment
that the Lake Information Exchange Committee had served it's
purpose today. At the next meeting, sometime in February,
Congressman Dick Armey would be attending.

areas, in 1989 turned back $47,000 for wildlife
habitation enhancement to Ray Roberts.
-In 1987, 508 of all water fowl of all the States
Type II permit was harvested at Ray Roberts.

-In 1988, Ray Roberts was best type II land in State.
-In 1988, 691 hunters harvested 3600 ducks at Ray
Roberts - an average of 5 per hunter.
-In Quail, Ray Roberts was 2nd in Stater 1100 hunters
harvested 6300 quail.
-Dove hunting on Ray Roberts was also very good in
1988.
-All forms of hunting should be good £or 1989 also.
-TPWD has been planting several sites into corn) 67
acres this year, as feed crop for waterfowl. Plant
in 75' strips and then leave strips where wheat will
be planted in late summer. Corn will be left until
after hunting season, then will be mowed down and
4 prepared for next year's planting; preparing an
4 additional 190 acres for wheat planting.

! -Last year had 26,000 acres of Ray Roberts lands in
Type II hunting program; 1989 will be 33,000 and 1990
will have all 43,000 acres. Can sign up a, local law
enforcement office. Game Warden office in Ft. Worth
also has permits.
! -Areas north of Hwy 402 will be a waterfowl sanctuary
area.,
-TPWD has done some "half-cutting" of mesquite tree
I branches wherein several branches of a tree are half
{ f way broken and continue to grow near the ground,
thereby allowing added ground shelter for wildlife.
-Have installed many bluebird nesting boxes and wood
duck nesting areas) plowed 600 acres this year to get
weeds, especially sunflowers, to grow to provide food
for wildlife.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE APPLICATION
WITH THE TEXAS WATER COMMISSION FOR, AND TO TAKE SUCH OTHER
ACTIONS AS ARE NECESSARY TO OBTAIN AUTHORIZATION UNDER STATE
LAW TO USE WATER FROM LAKE RAY ROBERTS AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Denton is the owner of Certificate of
( Adjudication No. 08-2335 issued by the Texas Water Commission
I authorizing the storage of 207,896 acre-feet of water in Lake
Ray Roberts, and the diversion of same per annum for municipal
and domestic use; and
WHEREAS, Lake Ray Roberts and the dam creating it are owned
by the United States of America and operated by the Corps of
Engineers; and
I WHEREAS, the Corps of Engineers has consented to the
installation and operation by the City of Denton of
facilities in the dam; and

} 1 from the Federal Energy Regulatory Commission authorizing the
I City to install and operate hydroelectric facilities in Lake

dam is in the beat interest of the City of Denton; and

a 5-foot diameter steel pipe, and discharged through the low-flow
outlet portal. Addition of the proposed turbine for hydroelectric
development will entail the connection of a 6-foot diameter welded
steel pipe to the blind flange bifurcation on the low-flow conduit. A
