A`s SUMMARY: "i There has been substantial activity at the upper Trinity Regional water District (UTRWD) since its formation in June of 1989. The Staff will review these activities and plans and discuss the following issues relating to the upper Trinity Regional water District. 1. UTRWD history and purpose. i I 2. Denton's relationship with UTRWD as participating and contract member. 3. UTRWD's major activities to date. .a 4. UTRWD'a Water Treatment/Pipeline Plans S. UTRWD's plans regarding participation in Denton's Ray Roberts Water Plant. i 6. UTRWD's Wastewater Service Plans/Contracts. 7. Denton's Proposed Whole Sale Wastewater Service Contract and Plant participation with UTRWD. 0 8. The staff will present a y; compilation of Denton's and other Cities' long range raw water supply options from information now available prior to seeking the service of a consultant. Thereafter, if the Council desires a more indepth analysis, a consultant can be hired. On May 25, I received another letter making the same request. I spoke to Mr, Logan on June 1 by phone, again explaining that this type o: event is considered a concession requiring Park Board and City Council approval. I noted that it would not be possible to get Park Board approval and Council approval for the event to happen in June as the schedule of the two meetings was such that the Park Board would meet after the regular Council meeting. I have learned since that a special city council meeting is scheduled for June 26 for which this item has been accepted for conaideratton. Normal concession fees are $10 per hour, 10 percent of gross sales, or $60 per day whichever is greater. The ordinance also states that a contract must be initiated between the parties, We can use the standard use agreement for park and recreation facilities if this request is approved, Please advise if any additional information is requested. y l 1 Robert K. Logan: t ~ we are pleased you are interested in using Fred Moore Park for a church bazaar in June. Because this is a public park, conducting a bazaar comes under the terminology of concessions requiring approval of the Parke and Recreation Board and the City Council4 we will be happy to work with you through this process if you wish. However, you may wish to consider renting the community room at the Martin Luther King, Jr. Recreation Center. This process Is established by ordinance and requires no additional board or council approvals. I have enclosed a copy of the park ordinances and fees for use of facilities. Activities that have been held at Fred Moore Park such as Juneteenth and other events where items have been sold were co-sponsored by the Parke and 1 Recreation Department with proceeds not going to any one organization. Fees for facility supervision or police services may be charged in addition to these fees. I Its APPROVAL OF MINUTES FROM LAST MEETING ' j On a motion by Rita Pilkey, second of Catherine Bell, the minutes of the meeting of May 21, 1990, were approved. III. OLD BUSINESS 1. Discussion of Budgets I Stevo explained to the members that only three sup;lemental funding requests had been approved by the Executive Committee. These l were: Administrative Services (;6,722), Replace Rig 13700 i . ($11,844), and Police PirC Alarm Repair ($7,500). The members noted tha: the request to restore funding for youth athletic officials was not recommended for approval and expressed concern j that this may create problems, 2. Discussion of CIPS Steve gave the members an updated list of CIP requests and briefly Explained each item. 1 i 5 R ~11 F 1 Q r+" " Parks and Recreation Board Meeting rf June 25, 1990 Page - 2 i North Lakes Park Grant: i :he members signed a resolution in support of a grant request to the Texas Parks and Wildlife Department for improvements in the areas of bailfields, soccer fielder and a walking/jogging track at North Lakes Park. 1e IV. NEW BUSINESS 1. consider Request by St. Emmanuel Missionary Baptist Church to conduct a Bazaar in Fred Moore Park: Steve introduced Reginald Logan, representative for the church, who explained that the church was trying to establish a family-oriented g F annual bazaar to create an outreach program for the neighborhood. Since this is a non-profit organization, Mr. Logan was asking the p Board's support to hold the bazaar in Fred Moore Park and to waive the concession fees which are required by ordinance. Re said the church would like for the bazaar to be an annual event but was asking specifically for the date of July /e Roy Appleton moved that the Park Board recommend to Council that Ste Emmanuel Missionary Baptist church be granted permission to hold a bazaar in Fred Moore Park on July 1990, and that all concession fees be waived. Rita Pilkey seconded the motion, and the motion was passed unanimously. Vs OTHER BUSINESS Steve gave the members a copy of a letter from Bill Holt in which he expressed concern over the maintenance of the youth baseball fields. During the discussion, Roy said that the department should look into taking advantage of offers from citizens for volunteer work on the fields. He also requested that a meeting be scheduled with the youth sports associations within the next two to three weeks to discuss Mr. Holt's letter* vie ADJOURN On a motion by Roy Appleton, second of Rita Pilkey, the meeting was adjourned to allow the public meeting to start on time. a PUBLIC MEETING Approximately 47 people attended the public meeting which was held to discuss the current ordinance concerning the consumption of alcoholic beverages in neighborhood parks. There were about two dozen persons who spoke in favor of the ordinance but recommended amending the ordinance to read 'possession' in lieu of 'consumption'.
