Scott, Peter K. Duchow Enterprises, Ina., has announced that they are unable to complete the filming_of "hlittelmann's Hardware" on schedule. Since the situation could not have been foreseen, it has unfortunately created exceptional circumstances and the need for a very special request on the part of the film company. Attachment A Dallas/Ea le Drive Closings to Date, lists the seven days the Intersection was opened and the five days the barricades were In place. Captain Gary Matheson of the Denton Police Department ha3 Informed our office that the I barricades were not up for the full twelve hours on any of the five days. As indicated in Attachment B Daily Production Report, approximately 70% of the script has already been filmed. Mr. Scott Is Involved in all of the remaining scenes, and as he Is the central figure in the film, the company must work around his availability. He has been released from the hospital, but upon his return, Mr. Scott i iii will be unable to resume the originally planned 10 - 12 hour daily film schedule. It 1 is anticipated that he will only be available for a 6 - S hour period each day. j Attachment C, Dal! FAnt Schedule, shows the plan for each day's shooting (estimated to be a total o ten). As it will be very hard to gauge the exact hours that Mr. Scott will be capable of working (he may work a few hours and then rest a few), the production company is requesting permission to close the Intersection for the necessary filming between the hours of 11:00 a.m. to 11:00 p.m. between December 3 and December 15. This provides a little flexibility by allowing 12 days to complete the 10 day film schedule. It is understood that the barricades will only be up during periods that the cameras are actually filming. We realize this is an extraordinary request, however, it would be unfortunate if the time, money, and efforts of all those involved In this project did not result in the successful completion of the film. E S 1 P , y Additionally, I would like to update you on the three citizen calls regarding the street closing our office has received to date. The first call came from the owner of Bill's Lock and Key on Dallas Drive near Teasley. He expressed concern that truck or van traffic to his business would be detoured. Captain Matheson assured him that r hical business ol Pacific n South Locust who experienced a delay in driving through the detour. And the third call came from Larry Harberson, who felt the detour was incenvenlent. Responding to these concerns, the production company hired an additional two police officers to provide an even flow of traffic through the barricaded area. Attachment D is a letter from Captain Matheson regarding comments received by the o cars who have been working at that location. Although we anticipated that citizens would be inconvenienced, it appears that there has bee i a minimal amount of actual complaints thus far. In en effort to advise tho affected businesses: and residents of the amended film schedule, two letters have been hand-delivered Thursday, November 29, 1990, to each of those businesses or Individuals on the original petition. Attachment E provides you with a copy of each letter and a list of those notified. In the City's letter, we went ahead and Indicated the longer, Seclusive time period in which the ten filming days might fall. ELM DENTON, TEXAS 78201 M E M O R A N D U M I T0: Michael Jez, Chief of Police J FROM: Gary Matheson, Commander of Field Operations 11 DATEi November 280 1990 RE: Dallas Drive Detour Complaints from citizens regarding the traffic detours resulting from the movie filming have been relatively few. Most of the complaining that I am aware of has been voiced to officers who are working the affected locations. Ninety-nine percent of these complaints were the result of not knowing about the detour or 1 forgetting. Theca types of complaints were voiced the first couple of days and seemed to decrease as regular travelers of this route became more aware. I have maintained a close monitoring of the detour routes and will continue to do so. At this point, i have not experienced a delay of more than four (4) minutes. This delay occurred on the first day of filming and the production company authorieai another officer so that even a delay this minor could be minimized. Since that I • time, traffic has continued to move very smoothly and without many ptoblams. The production company originally requested that they be allowed to close the intersection of Dallas and Eagle Drives between 11:00 a,m, and 11:00 p.m. for a 10 to 12 day period between the dates of November 18, 1990, to December 1, 1990. Unfortunately, Mr. Scott's illness has prevented him from filming the full 10 - 12 hour daily schedule as planned. Novemberl6 November 29 November 26 November 30 November 27 December 1 November 28 As 706 of the movie has been completed and a great deal of time and money have already been expended, the City Council is considering the production company's request that they be allowed to resume filming as Mr. Scott's health allows. We understand that he will not be able to resume the hectic 12-hour schedule originally set, but will be available to work a 8 - 8 hour day. Ten shooting days are necessary to complete the film, and the tentative schedule is to reroute traffic around the Dallas Drive/Eagle Drive intersection for 10 days between December 3 and December 15, 1990. Again, I would like to emphasize that on any day of filming, the barricades f will not be In place for the full twelve hours but only for those hours the cameras are actually rolling. We realize that this is an inconvenience to many, and we want to express our appreciation for your patience and consideration in this matter.
