Dear Gilbert:
All of the Invoices for the Joint City Council/School Trustee
election held in May are finally accounted for. I have
attached for your information copies of all the invoices
I documenting the expenditures for the election. As was the case
last year, I was able to coordinate election activities and
still swintain my usual office routine. The City of Denton is
requesting reimbursement of half of the hours I spent working
solely on the election.

Dear Kr. Harrison:
I an writing to request a waiver of the provision requiring a
pity in which punch-card or optical scanner ballots are used to
pector■ a manual count of the ballots. The City of Denton has
tour election precincts in which punch-card ballots are used.
A manual recount of three of those four precincts is time
consuming and, as tha recount does not affect the canvassing of
the election in any way and does not change the outcome of the
election in any way, a considerable waste of taxpayers time and
money. As I understand the statute, the Secretary of State may
at any time waive this requirement for a political
subdivision. Therefore, I an formally requesting a waiver of
this particular statute.

On behalf of the City of Denton, Texas, we are providing an

provisions of 28 C.F.R. 51.
May s, 1990 City Council Election
The May 5, 1990, City election will be held to elect three members
! of the seven member city council in act ordance with the City's
Charter. As in the preceding years, the City and the Denton
I- Independent School District will conduct joint elections at the
City+s four designated polling places. The procedures for these
joint elections were precleared by your Department in 1968 and
1989. There is no change relating to the joint election or any
other voting practices or procedures, except as noted below.

Changes Submitted
This submission is being made to obtain preclearance of one
annexation which has occurred since our last submission, which was
E precleared on May 6, 1989. The annexation is a strip of land
following the course of Hickory Creek. The purpose of the
annexation was to protect the watershed drained by Hickory Creek
against environmental hazards. The location of the annexation is
shown on the enclosed map. There are no persons residing within
the annexed area.
