There are four City Council seats and two School Board seats, Soo the handouts about the election and candidates for more information. Also concerning the City Council it meets the first and third Tuesday of each month, with the regular merating starting at 7 pin in the City Council chambers of city Hall. These meetings are open to the public. We need to be responsive to citizen questiono, but it is fine if we don't have the answer. A memo pad and pens are also ;.n the booth so that you can write the person's name and phone number and question, Tell them that someone will be in touch with them. Signage for the major stages for the list of performers was discussed as well as Signage for the Civic Center, Senior Center. and Women's Building. it was decided that banners will be hung on Friday. The Board agreed that there will be no street banners. Balloons (donated by Anne Haveno Hospice) will be given away, The only banners will be banners from the park. Carol suggested that Herbert provide easels to hold the signs for the two main stages. Carol reported that one large trailer will be installed with lights and running water for the portablo toilet. This will be located behind the Senior Center, Carol also explained that 6 to 10 other single units will be installed throughout the area. Catherine Tuck stated that the transformer will be installed in the park. The cost to the Arts Festival is approximately $1,500. It will be metered through City Hall, City Hall will pay for the utility and the other transformers metered to the Senior Center. The City will pick up the cost of utilities there also, Parks will provide the. labor for installing the transformer. Catherine also reported that we cannot charge for parking because it is public property, Catherine suggested that we find more sponsors to cover the cost of the trolley since she had planned to meet that expense from the parking receipts. Catherine related that 'security for the traffic and the parking lots will be covered tentatively by Reserved Officers, The Police Department will send Police officers for re.-enforcement Carol explained that Stella was to contact the local ptoper'ty owners regarding parking on their premiaee, Dambi reported that we had been given permission to use the large parking lot at Oakwood and Texas Street Carol asked Leslie to contact `the North Texas Forty to help with the parking lots. Carol asked Catharine to contact Joel ollen regarding library parking. Martha Lydn requested that parking behind the Women's Building be reserved for the women working in that building. An ad was shown in the Denton Record Chronicle for the cost of. $32.50. Thirty-one thousa,,d rack cards are needed with about 7 thousand going to the students. Captains were'aelected to be in charge of the beer booths, each to take a 4 to 6 hour shift. The Denton Festival Foundation will organize, plan and help coordinate the Denton Arts Festival with the City of Denton and the Fort Worth Professional Musicians' Association. The Denton Arts Festival, the combined razz Fest/Spring Fling, will be held April 20 -'21 in Civic Center Park. This prom ao s to be an exciting event for the City. Approximately fourteen bands will be playing each day on two stages. one stage will feature jazz bands and the other will offer contemporary/pop bands, Two Dallas radio stations will be advertising the event, The Festival Roundation hopes to make this years festival a regional event. The Festival Foundation booths will be selling beer. The temporary 1100nse from TAHC will be obtained by Roy Metzler. Park is not zoned for the sale of beer, However, sinceVthis~isea temporary use, this is not a violation of the zoning Ordinance, according to Frank Robbins. This would apply on)y for a permanent, building use and not a one time use. This is also the case witYl the North Texas Fair Grounds. There is also a section in the parks and Recreation section of the Corte that states that canootlgions sold in parks must be approved by the City Counoil. However, since the Parks and Recreation Department is a co-sponsor of thin event, Steve Brinkman lees not fool that Council approval is neeossary. Concessions were also sold at Jazz Pest at this loo4tion. The following is a summary of the requests from the Festival I Foundation to date. The event this year will have two stages, one on the permanent site by the Senior Center and one by the east entrance of city Hall. There i,scurrently not enough electricity for this second stage and food booths that will also be located between City Hall and the Memo to Lloyd V, Harrell Denton Arts Festival Page Two Civic Center, Don McLaughlin estimates the total cost for electric equipment to be $5170, This includes a new transformer, conduit, breakors, breaker boxes, outlets, and installation of this equipment. The Electric Department does not feel that it should pay for this since it-would not be used regularly and therefore the department could not recover its costs through the faoility charge. The Charter also stated that no electric power shall be given away so the meters will need to be read immediately before and after the event so the City can be reimbursed, Bob Tiokner says that another possibility would be to install a dry transformer that would be the Park Department's responsibility, 'Phis could reduce the Cost somewhat, Thera is also the possibility that a temporary solution would be legs expensive, if it would provide enough power. An electrician will need to assess the situation. Police 8u►+= Another request was made for twenty-four hour security during the event. This would probably require officers to be located in and around the park area for crowd control and traffic control, if reserve officers are available then they will, be utilized, if not, then overtime could be reimbursed by the Foundation as has been done in the past, ~nitation The Solid Waste division should be able to offer some sanitation service during the weekend, if the city still owns the commercial service then a large container may be placed at the Civic Center and dumped as needed. Otherwise, a possible solution would be to park a residential truck at the site to be loaded and dumped each day, grebara~~on_and Sta fin Bob Ticknor estimated that six people will be necessary to staff this event for the festival, Since the area is more spread out in area than the past locations, it will require additional staff to monitor the area, Mr. Ticknor suggested that if other departments also supplied the use of equipment and personnel it woul,l be helpful. Additionally, park personnel will supervise and assist in the not up and tear down of booths and equipment placed in the park, A request was also made for the use of four radios during Memo to Lloyd V. Mr. Ticknor has concern because his department will be using theirs and they are very expensive, Staffing and preparation requests are the areas of assistance that are the hardest to predict, Efforts will be made to avoid last minute requests and obtain as many requests as soon as possible so that staff has time to provide adequate assistance without disrupting normal operations. My understanding is that the City charges back diract costs of the event to the Foundation, These would include electrical power, staff overtime, and miscellaneous supplies, other indirect costs such as reasonable manpower and equipment use would be absorbed as much as possible by the city. Foundation, the Fort Worth Professional Musicians Association, and the City of Denton have teamed together, combining resources and efforts for an expanded arts festival April 20 and 21, in civic Center Park. This partnership merging two successful events, Spring Fling and JazzFest, promises to be a d arts, ynamic two-day avant that will showcase the beat in jazz, fine activitiiesfandiabundant~food and ontortainment, and beverage booths will lcomplementta weekend of enjoyment, There will be no gate charge for the Festival, and over 300 volunteers will man the booths and activities, Adjacent park facilities such as the Civic Center, Denton Senior Center and the Womants Club Building will also house artists and porformanaes. Live entertainment will perform on the outdoor stages, with vendor, art, and game booths throughout the an information booth at the Festivalpark, The city will also have Two outdoor stages will feature continuous live pop, o ntetnporary, and jazz music. Other areau in the park will showcase Denton'g community arts groups and more great local talent in performance or exhibition on both days of the festival, The children's art tent will provide additional activities for kids, The Festival Foundation booths will include foods soft drinks, and beer gales, Soft drink booths will be placed next to the two booths selling beer, leach person who purchases boor must show identification and must wear a plastic bracelet, containers for aluminum will be placad by trash containers for recycling cans, Many Denton citizens have contributed hundreds of volunteer hours to make this a successful event. The city has also oontributed to this event, The Parks and Recreation Department has been very instrumental in planning the event as well as coordinating logistics. Some electrical improvements are being made through a cooperative effort of the Festival Foundation providing materials Memo to Lloyd V. The Police have offered much support and will be supplying officers to ensure that this in a safe event for all participants.
