BROADNAX, ADMINISTRATIVE INTERN CMO DATn: JANUARY 31, 1992 RE: STAKE SIGNS FOR THE ARTS FESTIVAL The Planning Department has indicated that there is no permit required to place stake signs. To be classified as a stake sign, the supporting structure cannot be larger than 2 'inches by 4 Inches. If the supporting structure is larger than the above measurements it shall hot be considered a stake sign and will need a permit. in addition, the stake sign can be no larger than thirty two (32) square feet in effective size and must be located at least tan (10) feet of any curbside. The stake sign should be one that can be hammered or pushed directly in the soil, Any sign that required the removal of earth will not be considered a stake sign. Also, any sign advertising any temporary event or happening shall be remove by the owner within ten (10) days after the date of the occurrence of the event advertised. Budget report was reviewed and approved as reported. Clorical assistant job description and wine 'casting Booth rules were handed out for review and were approved as written. Jeff Hawkins gave sponsorship report and stated that we have approximately 600 names on the mailing list. Carol Short reported on Festival Convention to be hold February 14 thru 17 in Bryan/Collego Station,at Texas A & M, she asked Board to approve paying registration fees for Carol 'Short, President, and Carol ann'xar,_ 1st'V.P„ to { attend. Jeff Hawkins made motion that Board pay all their expenses to the convention up to $10000.00. Last band on the loop Stage was very undesirable (on Saturday night, Big Hear and on Sunday night, Up Service), Why were some of the best bands scheduled early in the day? We should not book bands on the professional stages until 1;00 pm on Saturday and no earlier than noon on Sunday, Could we use the stages for some community arts groups or university groups from 10;00 am to noon on Saturday and 11,00 am Y on Sunda? All of the bands are either Denton based or were formed while studying at the University of North -%xas. The popular University of North Texas One.o'Clock Lab Band boasts a Grammy nomination and has traveled all over the world. Other bands that will be featured Include; Red and the Red Hots, Black Market, Random Axis, the Bill Tillman Band, Fingerprints, and Malik Touch to name a few, University jazz groups will also be playing on three more stages along with community arts groups from Denton that represent a number of the performing disciplines Including; dance, band, orchestra( end choral performances, as well as actors, storytellers, and puppet shows. The Denton Arts Festival, combines Spring Fling and JazzFAst for a two day event at Civic Center Park. This year, the Denton Arts Festival again respectfully requests reserve officers for this event, April 24-26. This event is divided into two main areas of the , one area between City Hall and the Civic Center and the otherrbetween the Senior Center and the Pool, I will forward a map for this year when it is completed, but I have enclosed a map from last year's event. Set up of expensive sound equipment for the stages will `be on Friday, April 24, The event begins at 10 a.m. Saturday and runs approximately until 10 p.m, although the crowd may linger until midnight. Sunday, the festival runs from noon until 8 p.m, Last year, several of the bands were late and the schedule ran late, The Arts Festival committee requests that officers be at the park at the following times: 1) Officers available beginning at 5130 p.m. on Friday through weekend until 10:30 p,m, on Sunday 2) Overnight security for two areas of the park with sound equipment 3) Extra officers during Festival hours and two hours after last band Saturday - 10 a^ until midnight (last band should end approximately 10 p.m) Sunday - noon until 1000 approximately 8 p,m,) p.m. (last band should end 4) One officer to be in bank area and drive with treasurer to deposit money during festival 5) Bike patrols were at the event last year and were a big hit with families 6) Any time on-duty officers are available for drive by or walk through would be appreciated if other calls allow r i I realize that this is a very big commitment, will be available for these 'times, The PoliI that cepDepatm ntcwas exceptionally cooperative and flexible last year, despite last minute demands. This concerns all food booths, 4, since we are ooh profit, non-political and non-partisan, we cannot have any type of campaigning in the Park, (This is a policy). (Martha Lon mentioned religious aspects of the festival need to be addressed, This concerns the undesirables who were blocking walkways and giving out literature. Since this Is public property, it will have to be handled or addressed by the City. These people were associated with the Marantha Bible Church.) We will probably think about part-t.lme clerical help In the future, perhaps two to three hours a day. Brochure changes for the Festival will be minimal. Colors will be shoved around and Probably only the size f the brochure will be changed. >verYthingelse will remain the same. Visual artists have recommended we change booth space fees on the artists only, We will be going up $16-00, taking out discounts for demonotrationo._ The root of the booths-food, games, beverages and lnformatlon will remain the same. We will still ask for a donation from booth profits, whether or not we get It. We had a total of 110 booths. We have ample room to expand In the par.Ak to double the 110 booths. We can't double the food booths unless we have more electricity available--- but think we could have 'a lot more food and certainly more artists since we do have the room to expand In the Park, The artists that were 'there were very good, logistically that Worked real well. The phlldren'g art went over great. Wg,mlght want to consider more of this, Since we discussed, most of this at the last meeting, we know where we need to Improve etc, Discussion of various booths we might consider were golf, dunking booth, celebrity plutures, Iemoriade, wlne, popcorn and coffee, One of the things we do need to condlder and really think about Its the'Communlty Arts Stage behind the Clvlo Canter, if we do get extra elootrla,lty,Iwe might could put It on the other tilde the pool facing Withers Street, That would be a perfect place and would bo shielded from the other stage as far as sound goes.
