Commission, would protect and preserve the property surrounding the Denton Municipal Airport for future purposes as ouNined In the proposed Master Plan; THEREFORE, BE IT RESOLVED [hat the Board of Directors of the Donlon Chamber of commerce does heraby - commend the Denton City Council for Its considerallon of a Master Plan for future use and development at the Denton Municipal Airport, and supports and encourages formal adoption of said plan as recommended by the City of Denton Airport Advisory Board and the Planning & Toning Commission on July 13, 1994; and supports and encourages formal adoption of the Airport Development Zone as approved and recommended by tho Airport Advisory Board and Planning & Zoning Commission on July 13, 1994, Approved by the Board of Directors of the Denton Chamber of Commerce during Its regular monlhly meeting on July 21, 1994. This approval is subject to the requirements of a favorable environmental finding prior, to the start; of land acquisition and/or construction as required by the National Environmental Policy Act, the FAA Environmental Handbook (FAA Order 5050,4A), and the grant assuranceo, b. The airport surface observation station (ASOS) is typically sited with the glide slope antenna. When the glide slope antenna is relocated in conjunction with the extension of Runway 17L/35R to the north, the ASOS would have to be relocated. A separate aeronautical study will be necessary to determine if the relocation of the ASOS can be accomplished within criteria and without exceeding the PAR Part 77 surfaces associated with Runway 17R, Please submit 8 copies of the ALP for our signature and formal distribution This will allow us to return 2 signed copies for your use. We have visited f with Mike Nicely, F,A.A,, and have discussed the Master plan objectives that Coffman Associates previously presented to you, the Airport Board, The major concerns voiced by the F,A.A, in the attauhgd letter have been discussed in detail with Rick Svehla, George ailkoson, Rick Woolfolk and Mike Nicely, The recommendation that has a been reviewed with Coffman Associates and the F'.A,A, is to remove the 10,000 foot runway and all its related costs from the Airport Layout Plan (ALP) that will be submitted to the PoA,A., and place it in a Sub-Chapter or Appendix for future expansion. Also, stretch the years of cost improvements on Stages I and II for Capital Improvement Needs. The North Central Texas Council of Governments (NCTCOG) and the F,A,A, are currently studying air carrier service. They do not want to show the 10,000 ft, runway before their studies are complete. They are concerned that some of the aviation public might think Denton has already been selected as a'future 0 6 a site to relieve D/FW Airport, Therefore they are • suggesting the changes mentioned above. In our letter t to you dated 8aptember 2, 1992, in which we provided comments on the first three chapters, we indicated that this master plan ' should focus on Denton's role as a reliever airport and not as a commercial service airport. As that time approaches and delays at DPW and Love Field become unacceptable, additional capacity should be provided, The Air Carrier System i Plan study is expected to identify alternatives for providing the additional capacity. Those alternatives will be evaluated and a plan for providingg additional capacity recommended, it will be important that Information relative to the potential passongskb in the Denton area be incorporated in MoVcoalo study. We would recommend that information be provided in this section r which indicates that the Air Carrier System Plan Study will be £ conducted and the potential demand for commercial passenger service will be taken into account in this study, ,a . it should be pointed out in this section that the decision to establish -egularly scheduled passenger service at an airport is solely tt,c prerogative of an airline. Even though there may apppear to be a demand for passenger service in the Denton area, there is no assurance or guarantoo that an airline will establish passenger aervice at the airport, t- 5 MM 2- j,Aggl Airoraf,'f The text and Table 2E identifies a f significant decline in the number of leased aircraft between 1989 and 1990, We would suggest that a comment be provided to explain the reasons for the decline. The text also indicates that there are recent indications that the airp t is beginning to reuover its original market share, It-wouldiclpful to provide any evidenoo that would support that statement. The consultant finished the plan based on the expansion of the existing runway to 7,5001 and the construction of an additional 10,000' runway over the next twenty years/ You may recall, this was presented to the Council at a Work Session in April if this year, The Board and the staff continue to think this is a well thought out scenario given the forecast and demands that will be put on our airport, as well as DPW and Love field, in the future, in July, the Airport Zoning Committee held a' public hearing and made its final recommendations on height and land use regulations. During the public hearing process, there were suggestions that the recommendations come to you at the same time that the master plan did since the regulations are tied to existing If and proposed runways, The Committee took that input under advisomont and hits decided that was a good idea, Therefore, we are polling those recommendations, After visiting with the Buard, Planning and Zoning and staff, we would suggest the following scenario for both of these documents, A After about 30-45 days of review, a joint public hearing of the Planning and Zoning Commission and the Airport Board be held to receive public input on the plan and on the recommended land use and height regulations. (This does not have to happen for the land use and height regulations since by state law those can be taken directly to Council,) This would coordinate the land use and height regulations with the master plan. The Airport Board and/or A Planning and Zoning Commission would then make a joint , recommendation to the Council. We would bring that recommendation to the Council in a study session toward the end of October or the first part: of November and then proceed to have a public hearing on the regulations and the plan before the Council some time in November.
