OF POWER SUPPLY STUDY

The City of Denton currently utilizes 651 of its electrical energy
requirements through import of lignite fired energy from TMPA's
Gibbons Creek Plant with the remainder of its energy requirements
(351) supplied from gas fired steam turbines. Since the gas energy
requirements for all member TMPA cities are met by dispatch from
the gas fired units in descending order of efficiency, Denton's gas
fired units at the Spencer Power Plant only supply 12-131 of our
total energy requirements (or 401 of Denton's gas fired
requirements) as the Spencer unite are lose efficient than those of
Garland or Bryan. Consequently, the City of Denton's Spencer
Generating Units are forced to operate in a lose efficient peaking
capacity rather than as a base load unit.
TMPA will need to add additional generation capacity by the year
1998 in order to supply the projected energy requirementu of its
member Pities. It will be extremely important for the City of
Denton to determine whether it is in its best interest to
participate In another TMPA unit, whether to add a combustion
turbine-combined cycle unit to its Spencer generation to Increase
operational efficiency and, therefore, allow the unit to be
dispatched as a base load unit rather than a peaking unit, or
whether another power supply alternative from a number of other
possibilities is preferred.
The proposed power supply study will review the present method of
operation with TMPA-TMPP and identify possible enhancements that
could improve efficiency with the remainder of the study
identifying and analyzing various power supply options that could
be a preferable alternative to the present power supply. A power

supply plan will be developed after investigation of such options
as modifications to the City's existing generating units to
accommodate a waste-to-energy facility, purchase power from another
source, repowering of City's existing units to establish a combined
cycle operation, addition of new generation at Spencer,
participation in next TMPA unit, participation in a co-gen unit
with TWU, or participation in a generating unit owned by others.

RECOMMENDATIONt
The Utility Board and the Electric Utility Staff recommends
that the contract for preparation of the Power Supply Study be
awarded to Resource Management International (RMI).
SUMMARY/BACKGROUND:
The Utility Staff had previously submitted to the Utility
Board proposals from six engineering firms for preparation of
the Power Supply Study. The Board had previously recommended
that contract negotiations be initiated with Resource
Management International for completion of a Power Supply
Study.
In response to the Request for Proposal, the firm of RMI has
submitted the attached contract with the scope of work
included. The Power Supply Study will be divided into ten
TASKS which will delineate the scope of the Power Supply
Study, TASKS 1.9 will consist of Data review, Load Forecast
review, review of the City's present power supply, and review
of the City's present generating facilities. TASK 5 will
consist of an interim report which will review the
ConsultanLIS findings as to identification of possible
enhancements which can increase capacity or improve
efficiency, identify present operational changes necessary to
comply with envirorurgntal legislation, and review of the
City's power supply contracts to identify opportunities for
improvement in present dispatch-accounting procedures and
operational constraints under TMPA and TMPP. TASKS 6 and 7
will consist of identification and analysis of various power
supply options including purchased power: repowering City's
generation to establish a combined cycle unit(s): addition of
new generations participation in next units contemplated by
TMPA or othersi waste to ener<,y facility= and a co•gen
facility at TWU. The analysis of a possible co-gen facility
at TWU will consist of a review of possible alternatives
identified in a 1986 TWU Co-Generation Study, identification
of a technically feasible alternative, with development of
preliminary cost estimates and operations and Maintenance
expenses,

TASKS 8-10 will consist of economic analysis of alternatives,
with report preparation and presentation to PUB and City

exceeding the amount of $118,900 as the sum of the specific
tasks.
The City of Denton will use the results of the Power Supply
Study as the planning model for determination of timing and
feasibility of inclusion of future power resources.

SCOPE OF SERVICES
CONSULTANT shall provide professional services as follows!
Task 1 - Data Request and Review
CONSULTANT will prepare a data re<luest for such domments as power supply agreements,
accounting and financial documents, bond ordinances, operating reports, load InforniaHon, and
Information about C'ITY's power plant. CONSULT'ANT' will review this information, and such
review may result in a request for addNional Information.
Task 2 -Review load forecast
CONSULTANT will review CITY's load forecast to assess the methodology, reasonableness of
Ilse modeling approach, the types anti sources of Input data, and the consistency of the forecast's
assumptions. CONSULTANT will nut InJependently verify the accuracy of specific Inputs or
outputs.

SUBJECT: GENERAL OBLIGATION BONDS
The Ordinance that was first sent by McCall, Parkhurst upon
instructions from First Southwest Company, in consultation with
myself, was for $3,050,000. The Ordinance that will be passed by
Council on Tuesday, February 9th, is for $2,975,000. The reason
for the decrease in the amount is twofold. One, the Library
erroneously requested $6000000 worth of General Obligation Bonds to
be sold when the remaining authorization was only $575,000. Two,
I had discovered that in the first Ordinance, issuance costs were
added on to the sale. Because the total amount of authorization
I for both the Law Enforcment Center and Library is $2,975,000, the
bonds cannot be issued for any amount greater than that.

Re: Projed Request for CIP funding
Dear Mr. Fortune:
The North Lake Homeowners' Association requests that the following project be funded in the
1993.94 Capital Improvement Plan:
Ingress/egress from Bonnie Brae to new ball fields at North Lake Park scheduled for June
1994 completion. (See highlighted area on attached North Lake Park Concept Plan).
Expanding North Lake Park from two ball fields to a seven-field complex will create a 250%
increase in traffic. The average use per field will also be greater since the expanded facility will appeal
to a larger area. This will cause both an increase in traffic frequency and intensity. If the construction
of the Bonnie Brae entrance/exit is not included in the initial North Lake Park Expansion Project, this
increased traffic will be required to feed from the Windsor Drive entrance/exit (See area circled on
attached North Lake Park Concept Plan).
A Windsor Drive entrance'exit does not provide a user-friendly route for many ball field users.
School buses arriving for tournaments cannot easily turn on and off the narrow, two-laned Windsor
Drive. This difficulty will be greatly exacerbated by the increase in traffic on Windsor Drive. This
itinerary is also difficult for westbound traffic accessing North Lake Park from University Drive. This
traffic will either have to pass through the residential streets of the North Lake Park and University Park
Additions, or go to Bonnie Brae then backtrack east on Windsor Drive. Undoubtedly, many will opt,
as they do now, to pass through the residential streets which were not designed to accommodate more
than residential traffic. A significant percentage of this traffic will be inexperienced, youthful drivers and
parents in a hurry to get their children to practice on time. This is already a problem with the current
limited facilities. Expanding the North Lake Park facilities without a Donnie Brae entrance/exit will push
this safety problem past the lirnit of acceptability.
In the past, residents between Hinkle and Parkside have sought Po solve the traffic problem
through stop signs, thinking this would reduce speeding. The net affect is .hat this area is now riddled
with stop signs. Some are ignored and some have redirected traffic to another street that could ill
afford the increase. On August 12, 1991 our homeowners' association met in a work session with the
Cititens Traffic Safety Support Commission because some of our members had requested a stop sign
for the southern end of Parkside Drive to slow traffic going around the corner. A Georgetown Street
resident was also present to request a stop sign at the Tulane/Georgetown intersection. We learned
from this meeting that stop signs will not solve the problem. The best solution is to design roadways
that make the most convenient route the best route for all concerned.
Bonnie Brae, North Loop 2811, 135 and University Drive are designed to move high volumes

of traffic. A Bonnie Brae entrancelcxit to the North La'Ke Ball Park Complex will encourage and
facilitate the utilization of this excellent network already available to provide quick and easy transport
to all parts of the City. A Windsor Drive entrance/exit will continue to force a high volume of traffic
through residential streets and a narrow park road shared with joggers and bicyclists.
The seven-field complex at North Lake Park has been made possible by a $500,000 matching
grant from the Parks and Wildlife Department. While receiving grant funding for a capital improvement
is a most welcome benefit and opportunity for our community, the uncertainty of receiving a grant,
coupled with the short lead time before project development, makes securing City funds for the
unfunded essentials difficult. We should not, however, use this constriction as an excuse to implement
a good project badly,
Our homeowners' association has tried to mitigate this rush by addressing the traffic problem
early. After our meeting with the Citizens Traffic Safety Support Commission, we sent a memo dated
AlLdust 30, 1991 to Traffic Engineering and the Police Department requesting that a Bonnie Brae
entrancelexit accompany any North Lake ball park expansion. We expressed our traffic concerns again
at the April 15, 1992 Parks and Recreation Board public hearing, and again asked that the Bonnie Brae
entrancelexit be included in any park expansion development. This hearing was attended by
approximately 30 people from our neighborhood, two City Council Members, City Staff, and Parks and
Recreation Board Members. This project was included in the 1992.1993 CIP but did not receive
funding. Our association representative, Carolyn Bacon, met with Rich Dlugas and Janet Simpson on
December 14, 1992 to determine if other funding was available. None was found.
Funding this project will allow proper implementation of a capital improvement project provided
by non-City funds. We request that the Bonnie Brae ingreWegress be funded through LFe CIP to
coincide with the completion of the North Lake Ball Park Complex.

I appreciate you and Janet meeting with me on December 14 to discuss our neighborhood's
concerns about increased traffic when facilities at North Lake Park are expanded. It was a
pleasure to meet you and I look forward to wur' rig with you on issues of mutual concern as
Denton continues to grow and improve.
Our neighborhood enjoys having North Lake Park for a neighbor and welcome its development
as an enhancement to our community. As we discussed in our meeting, our only concern is
that when the new ball fields are added much traffic will cut through our neighborhood if the
parking lot empties onto Windsor Drive d$ opposed to Bonnie Brae. A significant percentage
of this traffic will be youthful, inexperienced drivers and parents In a hurry to get their children
to practice on time, creating a major safety concern. This is already a problem with the current
limited facilities.

While we realize funds to build a road from the parking lot to Bonnie Brae are not currently
available, we solicit your earnest assistance and effort to get this project In the next CI P so the

Thank you for allowing the Denton Independent School District to provide input Into the city's
capital Improvements program. The district Is currently working on a bond Issue. One of the
projects invYves the improvement of traffic at the Ryan Campus by making Improvements on
Mills Road up to the intersection of Mayhill Road. If this Is accomplished, the school district is
requesting that the city Improve Mills Road east of the Mayhill intersection so that visibility is
no longer obstructed. This will benefit the entire area by improving all traffic flow.
The district would also like the city to consider placing a traffic signal at Loop 288 and Kings
Row. As the district grows, students may have to be bused across the loop either to Wilson or to
Hodge. This project has been requested in the past.

Sirs:
It is my understanding the city is scheduled to pave Jell Avenue
between Windsor Drive and Coronado this winter, and in this regard I have
discussed with Mr. Jerry Clark the possibility of narrowing the street at
that time, using the saved space for sidewalks on either side.
The reason for this suggestion is that safety of pedestrians, including
children from Strickland Junior High School, would be greatly enhanced.
Further, the present width of the street encourages speodinl, by automobiles.
As a long-time resident at the above address I have noted increasing
pedestrian traffic in the area, which is generally safe because of sidewalks
along Windsor Drive and on Bell Avenue in front of the school. However, on
that section of Bell Avenue described in paragraph one, is is becoming in-
creasingly danrerous when school children and many others who habitually walk
for exercise are forced to take to the street.
This letter is to express the hope that when planning for repaving the
street you will provide for narrowing it to the extent that sidewalks can be
placed on either side.
