McKinney, Denton, Texas at which the following item will be considered: i 11145 a.m. 1. Hold a discussion, consider locations and give staff direction for using the $100,000 landscape grant from the Governor's Community Achievement Awards. Following the conclusion of Item 01, the Keep Denton Beautiful Board will consider the following items: 1. Approval of the minutes of the July 120 1993 meeting. 2. Consider approval of a matching grant request for Hobson Lane at Forrostridge 3. McKinney Street, PRESENT: Jenne Morrison, John Cooper, Gertrude Gibson, Bill Watson, Martha Len Nelson, Dave Boston. ABSENT: Dick Engle, Betty Kimble, John Enlow, Sherry .Etheridge, I.B. Smallwood, STAFF: Cecile Carson, Coordinator; Owen Yost, Urban Planner; Cindy Cranford, Secretaty. Mr, Cooper called the meeting to order, due to the absence of Chairman Engle. L Approval of the r~Latutes of the June 7, 99 a ing Ms, Nelson moved to approve the minutes of June 7, 1993. Mr. Boston seconded and the motion carried unanimously (6.0). H. She said there could be groups that spend a great deal of time in the planning phase of the project, but no actual time and scant their time to he considered for the matching funds. Ms, Carson mentioned that moat volunteer hours ure calculated at a rate of $5.00 per hour. She suggested the Board might want to look at the time the project actually gets started rather than the conception o1' the idea when considering matching funds. The Board discussed several possible options: (A). Shorten the length of time from five (5) years to two (2) years to help Insure that the project gets completed. (B), Limit the number of planning hours that would count toward matching funds, (C), The group should provide some type of investment of their own, The investment could be additionnl funds, plants, equipment etc. (D). Projects would need to be carefully reviewed and not all grants should receive the marlmunt match. (F). The time limit should insure adequate time for plants to establish. The Board should give more to low maintenance projects. Nis. Carson stated that the $1000 match by K.D.B. does not include water. K.D.B. and the City cover that separately. Mr. Watson made the motion to limit the percent of credit for planning hours to no more than 154'r of the total cost of the project. Ms. Gibson seconded and the motion carried unanimously (6.0). Air. Watson moved to change the length of time for the Adopt•A•Spot program from five (5) years to two (2). Nis, Nelson seconded and the motion carried (5.0). Nelson Informed the Board about the possibility of the bricks around the Municipal Building being replaced with pavers. The Board held a brief discussion about the brick sidewalks. Ms. Nelson made the motion to recommend that the bricks he left and maintained rather than replace them with pavers and destroy some of the aesthetics of the building and surrounding area. Nit. It was decided to try and hold the retreat on either August 2nd or 9th at the Women's Building, The Board decided it would be better to have the retreat on one day instead of two. The meeting would also be open for citizen input, The meeting adjourned at 1;05, I 'I AgendzlM Date !2. 3 Forrestridge Beautification Project Project Description A Beautification Committee was formed in the neighborhood in Fall 1993. Through many meetings and with the assistance of the City of Denton Parks and Recreation Department, the following design plan was developed, The first phase of the project will be the entrance at Hobson Lane and Forrestridge Drive with both sicei of the entrance sharing the same design. The existing rock and wood fences will be faced with a dark red brick, complemented by sand blasted stone insets of "Forrestridge". The signs will be lighted at night ani flanked by large Nellie R. Stevens and an ornanmental tree on each side. Below the signs, will be Compact Nandina serving as a back drop for annual color bogs. the next project phase will be the medians, where the existing tuf will be removed and replaced with shrubbery and ground covor. A cluster of large shrubbery will be planted in the center of each median, transitioning to medium shrubbery, ground cover and annual color beds moving toward each end of the medians. In-Kind Services Donated Electrician s 700 Bricklayer 1,200 Shrub & Turf Removal 500 Brick and Concrete 1,200 Total $3,600 The Forrestridge Homeowners Association will maintain the landscaping upon completion. Committee members have spent approximately 500 hours in the last 7 months working on this project. I
