RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CLOSING OF PORTIONS OF EGAN STREET,
LOVELL STREET, EAGLE DRIVE, DALLAS DRIVE, AND WALNUT STREET AS
PROVIDED HEREIN; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Peter K. Duchow Enterprises, Inc. has requested the
temporary closing of certain public streets for the purpose of
filming a movie; and
WHEREAS, Peter K. Duchow Enterprises, has assured the City
that the property owners in this area have agreed to the temporary
closing of these streets; NOW, THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES:
S CY'ION I. That the portions of the following streets are
j authorized to be closed to vehicular traffic from the hours of
11:00 a.m. to 1]:00 p.m. on November 16, 17, 19, 20, 21, 240 26,
27, 28, 29 and 30, and December 1, 1990:
(a) That portion of the eastbound lane of Eagle Drive from
its intersection with South Locust to its intersection with
Bell Avenue; and
(b) That portion of Dallas Drive from its intersection with
Johnson Street to its intersection with Eagle Drive.
SECTION That the portions of the following streets are
authorized to be closed to vehicular traffic from the hours of 9:00 '
a.m. to 10:00 p.m. on November 30 and 12, 1990:
(a) That portion of Egan Street from its intersection with
Malone Street to its intersection with Bryan Street;
(b) That portion of Lovell Street from its intersection with
Congress Street to its intersection with Egan Street; and
SECTION III. That the portion of Walnut Street from its
intersection with South Elm Street to its intersection with South
Locust Street is authorized to be closed to vehicular traffic from
the hours of 3:00 p.m. to 12:00 a.m. on November 11, 1990.
SECTION IV. That the appropriate City Departments are
directed to work with the film company and its contractors in
effectuating the closings herein authorized.

that traffic be detoured around this intersection for the above dates and
times so that they may film at this location without interference of traffic
noise.
We, the undersigned, understand that there will be some inconvenience due to
the detouring of traffic. We believe, however, that the considerable
economic Impact to the community, the prestige of Denton's affiliation with
thin project, and the doors this project could open for future film projects
outweigh this inconvenience.

office, it was determined that an alternative route for
their heavy trucks could be worked out. Ron Dickens :aid
that Trinity Industries is satisfied with the plan. Local
manager, Paul Cross, will sign the petition for Trinity.
Acme Brick Manager, Greg Sublett, said he was fine ;
about this plan and to proceed.
Victor Equipment Co. President, Al Gulrich, said that
there would be no problem for Victor because his drivers
use those routes only on special occasions and that he
would sign the petition.
Peterbilt Dale Hemberger responded that this plan would
not pose a problem for his company and that Peterbilt
would only use Morrison's scales if theirs went out.

Denton Brothers Trucking Norman Denton of Collinsville
goes to Morrison's on a regular basis. He said this did
not sound like a problem to his firm and that all he
needed was a map of the routes (they were mailed on
Friday). Norman also asked "if a truck makes it past the
police barricade, do you think the driver could be in the
movie?!!).
Bekins Moving Manager David Purifoy said this plan
sounded fine and to mail him a map for information.
Pioneer Transfer & Atlas Moving J.B. Litherland signed
the petition and said he would have no problem with this
arrangement.

`--J accommodating about the movie's needs:
First State Bank will make arrangements for some crew
parking in their employee/ customer lots on specific days
in November.
First State Development Corporation allowing several
large crew trucks to be parked in the old First State Bank
drive-through during specific days in November.
The city of Denton was able to take care of a utilities
request right away and did it in their best customer
service style.
Otter businesses which are located on Dallas Drive were
visited today by Denton CVB staff and they have signed the
petition and given their approval. They are:

T0: The Mayor and City Council

RE: Movie: "Mittelmann's Hardware" ,
The Denton Convention & Visitors Bureau (CVL'), through its
membership with the Film Commission of North Texas, has
been instrumental in attracting a major television movie
project to the city of Denton. This movie stars George C.
Scott and will air next spring on ABC.
The production company, Garner-DuChow ?roductions, has
already made extensive plans to shoot this movie in Denton
and pre-production staff are in place. Through location
manager, Sandra Plugge, and the Denton 'B' simany

! Movie protects can be very profitable to a community. The

of such a project is gaud for Denton.
We hope the Mayor and City Council will look favorably
upon the needs and requests of the production company.

SUBJECT: Message from John Gavin, General Manager of
the Sheraton, in Support of the Street Closing
Request for the Film "Mittlemann's Hardware"
Mr. John Gavin, General Manager of the Sheraton Hotel, called to
leave a message eor you concerning the street closing request for
the film "Mittlemann's Hardware." Mr. Gavin will not be able to
attend the public hearing but wanted to express his complete
support and cooperation for the filming of the movie in Denton.
Mr. Gavin said that the movie company has rented suice,s at the
Sheraton and he expects to receive $36,000 in gross revenue. This
will translate into $2500 in hotel/motel tax for the City. Some of
the crew will also he staying at the Holiday inn which, should
' generate between $15,000-18,000 for that business and $1050-1260
for the City.

SUBJECT: Mittleman Hardware Movie
I This is a follow-up to our discussion on 10/24/90. I would
like to request the legal department to prepare a letter of
agreement covering the following:
1. A deposit agreement in the amount of $4,000 which will
cover the repair and widening of Johnson/Wye/Cook
streets to facilitate the detour of cars from the
intersection of Dallas and Eagle Drive from November
16th to December 1.
2. Assurances from Peter K. Duchow Enterprises, 2046

r barricade company and that company will be responsible
for insuring all signs and barricades are in place no
} w;~kT later than 10:30 a.m. prior to the 11:00 a.m. shooting
and taken down no later than 11:30 p.m. after the
close of the 11:00 p.m. shooting.
II 3. The appropriate number of police officers will be
I' hired to provide the traffic control iecessary to
inbure proper distribution of automobile traffic along
the route. It is estimated that 6 officers will be
necessary to handle the traffic. The cost is based on
$15.00 per hour and at 12 hours a day. The cost would
f be $1,080.00 per day. There also may be a need for
one additional officer for parameter security near the
actual shooting, but this will be additional if there
is ~a ~crowd control problem.
