Work Session of the City of Denton City Council on Tuesday, May 28, 1996
at 7:00 p.m. in the City Council Chambers of City Hall, 215 E. McKinney,
Denton, Texas at which the following items will be considered:
1. Receive a report, hold a discussion and give staff direction
regarding an interlocal agreement for the widening of McKinney
Street.
2. Receive a report, hold a discussion and give staff direction
' regarding a time line for Boards/Commissions appointments.
Following the completion of the Work Session the Council will convene
into a Special Call Meeting at which the following items will be
considered:
NOTE: THE CITY COUNCIL RESERVES THE RIGHT TO ADJOURN INTO CLOSED
MEETING AT ANY TIME REGARDING ANY ITEM FOR WHICH IT IS LEGALLY
PERMISSIBLE.
1. Closed Meeting:
A. Legal Matters Under TEX. GOVT CODE Sec. 551.071
1. Consider acceptance of a possible assignment on behalf of
a 4B non-profit economic development corporation to be
formed by the City from Bill Methenitis, Trustee; the
possible lease of the assigned property and discussion
with City Attorney regarding terms of the lease relative
to the vacant Texas Instruments facility.
2. Consider and discuss claim of Bertha Odnoposoff against
the City of Denton and Jagoe Public Company for property
damage at 1012 Longridge Drive.
B. Real Estate Under TEX. GOVT CODE Sec. 551.072
C. Personnel/Board Appointments Under TEX. GOVT CODE Sec.
551.074
1. Deliberate and consider the appointments to the Board of
Directors of the Economic Development Corporation of

SUBJECT: Widening McKinney Street Court Complex
Please place this item on the May 28, 1996, City Council work
session. We v,►uld like to cover the proposed interlocal agreement
between the City of Denton and Denton County to cooperatively share
the construction of McKinney Street between Jannie and Woodrow to
a four lane divided road. The cross section would be four lane
undivided like the road section for McKinney between Bell and
Jannie that was built in the early 1980's.
The City Council is requested to give us guidance as to whether the
section of road between Jannie and Woodrow/Audra could be taken off
the TX.D.O.T. system which would greatly facilitate the speed that
we can build the project. our procedures, design standards, and
bid processes should keep this project on line for a 1997
completion. The dividing line would be better at Woodrow/Audra
than Jannie which is an arterial versus a residential street.
We recommend that City Council give us authority to contact the
Texas Department of Transportation to take this short section of
McKinney Street (FM 426) off the State System. This would mean
that we would assume maintenance of this section. Staff doesn't
see any problem with this and would recommend it. The interlocal
agreement when completed by Denton County will be placed on a
future City Council Agenda for approval.

RE: Inter-Local Aarecme for the Widening of McKinney St.
Dear Mr, Clark:
After our May meeting I presented an outline of the proposed solution for widening McKinney
to the Commissioners Court. At that meeting the Commissioners Court agreed in principal to negotiating
an Inter-Local agreement with the City concerning the widening of McKinney as follows:
A. The City of Denton will request that section of McKinney Street from Janie to Woodrow
be removed from the TxDOT system and will assume maintenance for that section.
B. The Oty of Denton will manage the entire project for the widening of McKinney Street
from Janie Street to Woodrow Lane.
C. Denton County will contribute a total of $300,000 to the project.
D. Denton County consents to the closing of that section of McKinney Street for a period
not to exceed 45 days (excluding delays caused by weather).
E. The City of Denton acknowledges this agreement as compliance with our responsibilities
under their development ordinances with regard to the widening of McKinney Street.
1 have forwarded a copy of this outline and letter to the Civil Attomey, Ms. Carmen Rivera-
Worley and suggest that the City Staff and the County Staff get together on finalizing the ICA as soon as J
possible.
