Closed Meeting of the City of Denton City council on Tuesday, June
25, 1996 at 5:45 p.m. in the Civil Defense Room of City Hall, 215
E. McKinney, Denton, Texas, at which the following items will be
considered:

Work Session of the City of Denton City Council on Tuesday, June
25, 1996 at 7:00 p.m. in the City Council Chambers of City Hall,
215 E. McKinney, Denton, Texas at which the following items will be
considered:
NOTE: A Work Session is used to explore matters of interest to
one or more City Council Members or the City Manager for the
purpose of giving staff direction into whether or not such matters
should be placed on a future regular or special meeting of the
Council for citizen input, City Council deliberation and formal
City action. At a work session, the City Council generally
receives informal and preliminary reports and information from City
staff, officials, members of City committees, and the individual or
organization proposing council action, if invited by City Council
or City Manager to participate in the session. Participation by
individuals and members of organizations invited to speak ceases
when the Mayor announces the session is being closed to public
input. Although Work Sessions are public meetings, and citizens
have a legal right to attend, they are not public hearings, so

citizens are not allowed to participate in the session unless
invited to do so by the Mayor. Any citizen may supply to the City
Council, prior to the beginning of the session, a written report
regarding the citizen's opinion on the matter being explored.
Should the Council direct the matter be placed on a regular meeting
agenda, the staff will generally prepare a final report defining
the proposed action, which will be made available to all citizens
pr..or to the regular meeting at which citizen input is sought. The
purpose of this procedure is to allow citizens attending the
regular meeting the opportunity to hear the views of their fellow
citizens without having to attend two meetings.
1. Receive a report, hold a discussion and give staff direction
with regard to the following annexation studies:
A. 96.65 acre tract located north of Mingo Road and west of
Cooper Creek Road.
B. 29.115 acre tract located north of Blagg Road and east of
Geesling Road.
C. 29.046 acre tract located north of Hickory Hill Road and
east of FM 1830.
D. 110 acre tract located on the southeast corner of FM 156
and US Highway 380.
2. Hold a discussion regarding the nomination process for the
City's Boards and Commissions.
Following the completion of the Work Session, the Council will
convene into a Special Call Session to consider the following:
1. Consider adoption of an ordinance declaring a public necessity
exists and finding that public welfare and convenience
requires the taking and acquiring of a fee simple interest in
1 622 acres of land located in the Gideon Walker Survey, A-
1330, owned by James L. Brockie; authorizing the City Manager
or his designee to make an offer to purchase the property for
its fair market value and if such offer is refused,
authorizing the City Attorney to institute a condemnation
prozeeding for the public purpose of acquiring such property
for the expansion of the City's landfill.
2. Consider approval of a resolution recommending the creation of
a County Development District by Denton County pursuant to
Chapter 312, Texas Tax Code relating to approximately 285.67
acres with the Texas Instruments Addition, Lot 1, Block 1 of
the City of Denton for the purpose of promoting economic
development.
3. Consider nominations/appointments to the City's Boards and
Commissions.

SUBJECT: Receive a report, hold a discussion and give d'treaion to staff with regard to the following
annexation studies:
(1) A 96.85 acre tract located north of Mingo Road and west of Cooper Creek Road.
(2) A 29.115 acre tract located north of Blagg Road and east of Ocesling Road.
(3) A 29.446 acre tract located north of Hickory Hill Road and east of FM 1830.
(4) A I10 acre tract located on the southeast corner of FM 156 and US Hwy 380.
RECOMMENDATION:
Staff recomunends annexation of the following tracts:
(1) A 96.85 acre tract located north of Mingo Road and west of Cooper Creek Road
because the annexation area Is requested by its owner, is relatively close to the built area
of Denton, has adequate transportation access for public safety, and is relatively close to
existing water and sewer lines.
(2) A 29.115 acre tract located north of Blagg Road and east of Geesling Road because i
most of the property is developed and the vacant land will develop soon, the city limits is
contiguous on the north and east, it is closer to the built area of Denton than annexation
study areas number (3) and (4), and it has a positive fiscal in:,r. a:t.
Staff does not recommend annexation now of (3) and (4) because of their distance from the
built area of Denton, and distance for proper public safety coverage.
SUMMARY:
(1) Electronic Data Systems Corp. (EDS) 's,as petitioned the City for annexation of a 96.85
acre tract located north of Mingo Road and west of Cooper Creek Road. This tract is part
of a 239 acre tract owned by FDS part of which is located in the City limits. It is intended
that the proposed annexation will include the Cooper Creek United Methodist Church
located on the north west corner of Cooper Creek and Mingo Roads. EDS will apply to
