Ladies and Gentlemen:
Noraworthy, Mercer & Kersa, Inc. proposes to plan, develop
and execute for the City of Denton a communications and
marketing program to stimulate the economic development of
the community,
The program will use such advertising and public relations
activities as our studies indicate are appropriate and will
involve a plan capable of orderly development and continuity
over an extended period to be implemented through the years
as funds are budgeted. Some of the areas of activity are
outlined on the attached siteet,

We are prepared to start work innnediately on such a plan.
To commit the necessary staff for this long term project
we will require at this time a deposit of $10,000 against
professional time and expenses, such charges being submitted
to the Committee for approval and fully accounted for in
future reports.
Our extensive staff experience in promoting Denton, for the
City of Denton, and the Metroplex, for the North Texas
Commission, makes us feel especially stilted for this assign-
ment and we look forward to the. opportunity with great anti-

members attended a meeting with Mr. Norseworthy and Mr. Mercer of

we asked that Mr. Mercer provide the Board with a broad proposal for
an advertising campaign for the City of Denton. Mr. Mercer has
E provided this proposal and I am enclosing a copy for your infor-
mation
Along with the proposal Mr. Mercer sent a note requesting any
suggestions that the Board might have. George Schneider has asked
that each of. you give this proposal some consideration and be ~
prepared to make suggestions at our regular. meeting of September

School Board, and representatives of local industries, The purpose
of this meeting is to discuss the recent reevaluation, for tax
purposes, of local industries,
Hal Reed, President of the Chamber of Commerce, has requested that

' Dear Mr, Mercer:
This morning Denton's Research and Economic Development Board
met to discuss the proposal that you submitted on August 29, 1975.
The Board was enthusiastic about your proposal and the presen-
tation we attended in your offices. The Board in today's meeting
made a formal motion that your agency be retained for the
proposed advertising campaign. This will, of course, have
to be ratified by the City Council in their meeting next
i Tuesday, September 16.
During the discussion of the draft proposal, two points were
discussed in particular.. The first concern that was mentioned
was that you understand that the first priority is to educate
the local level people. The second concern was regarding
j the $10,000.00. The Board stated that they would want to
know more about your proposal before sending a check for the
i full amount. I explained that this was primarily to facilitate
our accounting system, and that you had agreed to work with
us on the financial arrangements. However, there was some hesi-
tation, so I hope that you will be prepared to discuss financial
arrangements when you come to Denton next Tuesday night. As
you probably know, when we are spending the public's money,
we must proceed with the utmost cautl.on,
One other item that the Board asked that I relay to you is a
proposal outlining a possible strategy. This was written by
Dr. Richard Brunson, one Board member, and the other Board
members have adopted the basic ideas of this strategy.

desired by the Board. T have also included in this letter
a copy of your proposal with some minor corrections in termi-
nology.

tation properly set up. We look forward to seeing you at that

Many thanks for yLNnr letter and the copy of Dr. Brunson's
draft. It follows very closely our original approach and
thus has little I could disagree with.
I wish you would do a little research for me by Tuesday
night, In 1970 our budget trom the Utilities Hoard was
$400000, I believe this figure even held one or two years
earlier. At any rate I wish you would check to see what
percent of utilities revenues $40,000 was in those days,
{ versus the percentage that $30,000 rarresents today.
Maybe percentage of revenue isn't the best way to do it.
Perhaps just a statement of revenues then vs, now and
hudget then vs, now, Whatever you think,
As you can see I fear this program is going to be severely
hamstrung and even if it is already too late for a larger
1976 budget, it is never too early to point out these
budgetary facts in preparing for the yeears ahead.

On September 16, 1975, the City of Denton City Council will hold
its regular meeting at 7:00 p,m., in the Council Chambers, One
of the first items on the agenda will be the presentation of Mr.
Melville Mercer of Norsworthy, Mercer, and Kerss, Inc, This will
be the same presentation that several of us saw when we went to
Dallas on August 28th. Those of you that were not able to attend
the meeting in Dallas will find the presentation to be very infor-
mative and Impressive, I would encolsrage you to attend if at all
possible.

enthusiasm.
I have Dr. Bruson's draft of a general plan and feel
that it is completely valid. The next step, I feel,
should be a meeting in which members of the committee
(and any one else such as David Rosa and/or King Cole)
can give representatives of the agency more specific
input, bringing us up-to-date and pointing out current
opportunities and obstacles.

Where is it written that people who work together can't also like one
another?
In the very practical. sense, when the parties deal with each other on
this kind of open basis, the result is more successful advertising.
We do not believe the client and agency should function in an adversary

j As I am sure most of you have heard, our advertising account execu-
tive, Mel Mercer, was killed last Friday in a plane crash, This
j is, of course, a sad event, and I sent flowers to his memorial
service in behalf of the R,E.D. Board. We all recognize that this
unfortunate event will have some effect on our advertising program,
so David Rows and I today took the liberty of visiting with Bill
Kerss, President of Norsworthy, Mercer, & Kerss to try and deter-
mine where we should go from here, Mr, Kerss assured us that his
agency wishes to retain our account, and he indicated that he will
personally take over as account executive. I informed Mr, Kerss
that the Board would now have to reevaluate its position on an
advertising agent, and he understood that the Board relied heavily
on Mr. Mercer's past experience with Denton when they selected
Norsworthy, Mercer, & Kerss,
Mr, Kerss gave me some background data on himself to help you make
your decision. He has been in the advertising agency business for
the last sixteen (16) years in Dallas, The last 10 years have been
spent on the management level in Dallas advertising agencies. He
went to work for Norsworthy, Mercer, & Kerss 4 years ago and was
appointed President of the firm in July of this year. He has
handled a wide variety of consumer, industrial, and institutional
account's on a local, national, and international basis, A sample of
s.me of the accounts he has handled include: Frito-Lay, Dallas
Power & Light, Southland Life Insurance, Bell Helicopter, Ft, Worth
National Bank, and the final year. of. operation of the "Dynamic
Denton" program under the old study group. He was, in fact, super-
visor over the Denton account in its last year. He is a lifetime
resident of Dallas and a 1959 graduate of North Texas State Univer-
sity with a degree in advertising, art, and ,journalism. During
j his last two years in college, he worked as a general reporter
for the Denton Record Chronicle,

Mr. Kerss has asked that we continue with our scheduled meeting of
Friday, December 19 at 7;30 a.m, in the Conference Room -t City
' Hall. At this time, Mr, Kerss would like to present himself to you to
answer any questions that you might have about the ability of his
agency to carry on the advertising program, Should you decide
to continue with Norsworthy, Mercer, & Kerss, he will be prepared
to discuss the revised budget that you instructed Mr. Mercer to
prepare. A copy of this budget is included for your study.
