In 'concluding this report, I suggest that we 'attempt ,to get the Golden Triangle
.Mall to pay all or part of the cost of 8 signal light for that area. This will
prevent ua from paying the full cost of the signal light if and when the area meats

I have just read a letter from `RIck Savala to Doug Svein
and I am quite concerned The city seems to be taking
i the stand that the mall and the streets surrounding the
mall are not the cities concern.
t Mr. Savais seems go,t'to realize that the revenues of the
city would be substantially decreased If this mall were npt
here, Looking at my own business, we are doing well
E )ver 50% more business than we did the last year In Den-
ton Center. The business is comin, from Decatur, Okla- i ,
homa, Galnsville,_Lewisvllie, and ?h'e,Colony. We can
easily lose the Lewl'tvllle and The Colony trade to Dal
ias malls by making It difficult to 'enter Golden Triangle.

Dallas mallshave us beat hands down in assortment of
goods' and stores. Our greatest asset Is accessibility.
When we lose that, we lose busyness- large amounts of
! } business. Then the city loses, revenue.

they better wake up and act like it. Revenue sharing
i makes the money from a regional mall a sweet deal for
the city that houses the mall. Don't kill the goose who
i is laying the Golden EqS; You don't have that many geese.
I urge you to work toward a,goal of the city installing
i proper lights on the streets accessing the mail and`the
developement across Loop 288. If I can help in any way,

Sorry you were not able to reach me over the phone last week.
Unfortunately, I was in Austin.
We are continuing to seek participation from the enti.tites
across Loop 288 from you to try and install the si naI that you
referred to in your letter of November 3, 193.,_ We will
continue to seek funding from these other entities until
funding can be obtained or until some other funding source can
be acquired 6
We, agree with your analysis of the problem in the mall area
during the holiday season And we understand the problem in the
area. We have counted the intersection of Colorado and 'it does
meet warrants I believe that a signal 'could be constructed at
that intersection with Highway Department approval.
The only alternatives that we can nugge'st would be the use of
regular police officers or police reserves to help' direct ±
! traffic into and out of the area. I discussed this possibility E
with. Chief Lynch. He advised me that regularofficers could be
made available on an overtime basis. He also felt that the
police reserve,p could be used if they can supply the required
manpower. lie` also indicated- that if the re6erves were used,
that wage rates would be lower.

r' For th,a past several Months, we have been 'womi:ng with the
Coldea Triangle Mail and the land owners on -your side of Loop
288. We have been asking them to consider a joint funding
proposal to install 'a new traffic signal at Colurado Boulevard
and Loop 288. We have proposed that the land owners on both x

sides of Loop 288 fund the equipment and apparatus necessary to
install the signal. The city would, in turn, furnish all the t
labor to install and operate the signal.
The Golden Triangle Mall nas tentatively indicated that they
would be agreeable to this sort of funding scheme. They have
also indicated a willingness to participate in their share of
the 'costs. The land owners on your side of Loop 188 have also
been interested in this funding 'concept.
The city `would propose the following:
The cost of the siggnal would be spplit between each side of Loop i
288. qn , the south and east sides of Loop 288, _half of the ;
r signal coats would be split and shared by each owner according
to toe square footage owned. The property to be assessed would ~
include all of the lots included in tha Denton Shopping Center
t Addition. if this proposal were followed, each lot would pay

This information is being supplied for future reference while
documenting the delay of our proposed design of the Woodrow - i
Colorado Boulevard connection.
When the plat was being completed in July'-August 1985, Roger r
Wilkinson contacted Bill Nash on establishing property pins at s
their north `boundary near the, railroad tracks. In early
December 1983, I had our survey; crews layout 'a baseline to
gather data for the proposed connection `since Bill' Nash had
never provided the property corners asked' :for. Through our
k" a topographic survey, we determined. the Colorado Boulevard tie-in
was designed to meet an existing dirt path. The proposed
right-of-way was never tied down or used in his design. on
December 20, I asked Bill Nash to redesign the connection.' He {
returned a preliminary design which we marked up for final
redesign. James Cosby was given that drawing January 19, 1984,
`to correct. i
If you could provide further, information about the design of r
the connection, it would be appreciated. Colorado Boulevard
should be completed entirely to the railroad by January 1985.
The first half in conjunction with Colorado Courts is due to E
finish this summer. Jo Storer is asking Greg Edwards to design
the rest of Colorado on her Township II side immediately. 1
Please supply size, funds, phasing (24' now), or other data as
needed for the connection at your earliest convenience.

that the light would be operating by November 22, 1984.:
