Specifications will be issued only to those bidders who haire been deter- mined by the City of Denton, Texas, to be qualified to bid, Determination of a prospective bidder's qualifications will be based entirely on written evidence submitted by the bidder in duplicate to the City and the Engineer not later than 21 days before the time set for opening the bids. Each prospective bidder shall submit evidence that he: Has adequate plant equipment available to do the work properly and expeditiously Has an adequate financial statue to meet financial obligations incident to this work has adequate technical knowledge and practical experierce Has no just or proper claims pending against him on other similar work It is desired that the equipment offered by the bidder shall be similar in size and type to equipment manufactured by him which has been in suc- cessful commercial operation for 3 or more years in central statior power plants within the United States. The prospective bidder shall submit a list of such equipment in service 3 years or .longer. The list shall indicate the Owner's name, location, date of initial operation, rating, operating conditions, and type. "Plans" or "drawings" shall m3an all (a) drawings furnished by the Owner as a basis for Proposals, (b) supplementary drawings furnished by the Owner to clarify and to define in greater detail the intent of the contract pans and speci- fications, (c) drawings submitted by the successful bidder with his Proposal and by the Contractor to the Owner, as approved by the Engineer, and (d) drawings submitted by the Owner to the Contractor during the progress of the work as provided for herein. 10. Whenever in these contract documents the words "as ordered" "as directed", "as required", "a.-, permitted", " ' or words or phrases of like import are used, itashallobed"~ understood that the order, direction, requirement, permission, or allowance of the Owner or Engineer is intended only to the extent of fudging compliance with the terms of the contract; none of these terms shall imply the Owner or the Engineer has any authority or responsibility for supervision of the Con- tractor's forces or construction operations, such supervision and the sole responsibility therefor being strictly reserved for the Contractor. 11. Similarly the words "approved", "reasonable", "suitable" "acceptable", "proper", "satisfactory", or words of like effect and import, unless otherwise particularly specified herein, shall mean approved, reasonable, suitable, acceptable, proper, or satisfactory in the judgment of the Owner or Engineer, to the extent provided in "10" above. 12. Whenever in these contract documents the expression "it is understood and agreed", or an expression of like import is used, such expression weans the mutual understanding and agreement of the parties executing the Contract Agreement. s GC-3. VERBAL STATEMENTS NOT BINDIN;_. It is understood and agreed that the written terms and provisions of this agreement shall supersede all verbal statements of representatives of the Owner, and verbal statements shall not be effeeti•e or be construed as being a part of this contract. GC-4. STANDARD SPECIFICATIONS. Reference to standard specifications of any technical society, organization, or association, or to codes of local or state authorities, shall mean the latest standard, code, specification, or tentative specification adopted and published at the date of taking oids, unless specifically stated otherwise. 100165 FOB 0C-2 GC-5. EXECUTION OF CONTRACT DOCUfdENTS. Four (4) copien of the contract documents will be prepared by the Engineer. Copies of engineering data, Special forms, or other documents furnished by the Contractor, which are required to be incorporated in the contract shall be supplied. All copies will be submitted to the Contractor and thr: Contractor shall execute the Contract Agreement, insert executed copica of the required bonds and power of attorney, and submit all copies to the Owner. The date of contract on the Contract Agreement and bond forma shall be left blank for filling in by the Owner. The certification late on the power of attorney document shall be also left blank for filling in by the Owner. The Owner will execute all copies, insert the date of contract on the bonds and power of attorney, retain one copy, and forward one copy each to the Contractor, Engineer, and surety company. GC-6. SCOPE, NATURE, AND INTENT OF SPECIFICATIONS ANb PLANS. The speci- fications and plans are intended to supplement, but not necessarily duplicate each other. Any work exhibited in the one and not in the other shall be executed as if it had been set forth in both so that the work will be completed according to the complete design as determined by the Engineer. Should anything which is necessary for a clear understanding of the work be omitted from the specifications and plans, or should it appear that various instructions are in conflict, the Contractor shall secure written instructions from the Engineer before proceeding with the work affected by such omissions or discrepancies. It is understood and agreed that the work shall be performed according to the true intent of the contract documents. GC-7. APPROVAL OF ENGINEERING DATA. Engineering data covering all equipment and fabricated materials to be furnished under this contract shall be submitted to the Engineer for approval. These data shall include drawings and descriptive information in sufficient detail to show the kind, size, arrangement and operation of component materials and devices; the external connections, anchorages and supports required; performance characteristics; and dimensions needed for installation and correlation with other materials and equipment. Data submitted shall include drawings showing essential details of any changes proposed by the Contractor and all required wiring and piping layouts. No work shall be performed in connection with the fabrication or manufac- ture of materials and equipment, nor shall any accessory or appurtenance be purchased until the drawings and data therefor have been approved, except at the Contractor's own risk and responsibility. Four (4) copies of each drawing and necessary data shall be submitted to the Engineer. Each drawing or data sheet shall be clearly marked with the name of the project, the Contractor's name, and references to applicable specification paragraphs. When catalog pages are submitted, the applicable items shall be indicated. 081767 FOB GC-3 When the drawings nad data are returned marked APPROVED or DECEIVED FOR DISTRIBUTION, additional copies shall be submitted to the Engineer. The number of additional copies will be determined by the Engineer but will not exceed eight (8). When the drawingG and data are returned marked APPROVED A;, NOTED, the changes shall be made as noted thereon and corrected ccpicc shall be submitted to the Engineer. The number of corrected copir:n will be determined by the Engineer but will not exceed twelve (1 Wher the drawings and data are returned marked RETURNED 4r,R CORRECTION, the corrections shall be made as noted thereon and as ir.~itructed by the Engineer and four (4) corrected c(pies shall be submitted. The Engineer' review of drawings and data submitted by the Contractor will cover only general conformity to the plans and specifications and the external connections and dimensions which affect the plant arrange- ment. The Engineer's approval of drawings returned marked APPROVED or APPROVED AS NOTED will not constitute a blanket approval. of all dimensions, quantities, and details of the material, equipment, device, or item shown and does not relieve the Contractor from any responsibility for errors or deviations from the contract requirements. All drawings and data, after final processing by the Engineer, shall become a part of the contract documents and the work shown or described thereby shall be performed in conformity therewith unless otherwise required by the Owner or the Engineer. GC-8. LEGAL AD)RESS. The business address of the Contractor given in the Proposal is hereby designated as the place to which all notices, letters, and other communication to the Contractor will be mailed or delivered. The address of the Owner appearing on Page GC-1 is hereby designated as the place to which all notices, letters and other com- munication to the Owner shall be mailed or delivered. Either party may change the said address at any time by an instrument in writing delivered to the Engineer and to the ether party. GC-9. PATENTS. Royalties and fees for patents covering materials, articles, apparatus, devices, or equipment (as distinguished from processes) used in the work, shall be included in the contract amount. Pne Contractor shall satisfy all demands that may be made at any time for such royalties end fees, and he shall be liable for any damages or claims for patent infringements. The Contractor shall, at his own cost and expense, defend all suits or proceedings that may be instituted against the Owner for infringement or alleged infringement of any patents involved in the work and, in case of an award of damages, the Contractor shall pay such award. GC- lei. IND:"PENDENT CONTRACTOR. The relation of the (,,ntractor to the Owner shall be that of an independent contractor. GC-11. AUTHORITY OF THE ENGINEER. To prevent delayr, „nd disputes, and to dis.curage litigation, it is agreed by the parties f,, this contract that the Fngineer shall in all cases determine the quantities of the several kinds of work which are to be paid for under th(: contract and shall determine all questions in relation to the work. If, in the opinion of the Contractor or the Owner, a de_ialon made by the Engineer is nct in accordance with the meaning and intent of the contract, either party may file with the Engineer and the other party to the contract, within thirty (30) days after receipt of the decision, a written objection to the decision. Failure to file an objection with- in the allotted time will be considered as a,.ceptance of the Engineer's decision and the decision shall become final and conclusive. The Engineer's decisions and. the filing of the written objection thereto shall be a condition precedent to the right to request arbitration or to start action in court, It is the intent of this agreement that there shall be no delay in the execution of the work, and the decisi^n of the Engineer shall be promptly observed. GC-12. ENGINEERING INSPECTION, The Owner may appoint (either directly or through the Engineer such inspectors as he deems proper, to inspect the work performed for compliance with the plans and specifications. The Contractor shall furnish all reasonable assistance required by the Engi- neer or inspectors for the proper inspection and examination of the work. The Contractor shall obey the directions and instructions of the Engineer or inspector when they are consistent with the obligations of this contract. Should the Contractor object to any order given by an inspector, the Con- tra_tor may make written appeal to the Engineer for his decision. GC-14. MODIFICATIONS. The Contractor shall modify the work whenever so ordered by the Owner, and such modifications shall not affect the validity of the contract. Modifications may involve increases or (lecreases in the amount of the work for which an appropriate contract prig. adjustment will be made. Except for minor changes or adjustments which involve no contract price adjustment or other monetary consideration, all modifications shall be made under the authority of duly executed change orders issued and signed by the Owner and accepted and signed by the Contractor. GC-14.01. Extra Work. If a modification increases the amount of the work, and the added work or any part thereof is of a type and character which can properly and fairly be classified under one or more unit price items of the Proposal, then the added work or part thereof shall be paid for according to the amount actually done and at the applicable unit price or prices. Otherwise, auch work shall be paid for as hereinafter provided. Claims for extra work will. not be paid unless the work covered by such claims was authorized in writing by the Owner and the Contractor shall not have the right to prosecute or maintain either an arbitration proceeding or an action in court to recover for extra work unless his claim is based upon a written order from the Owner. Payments for extra work shall be based on agreed lump sums or agreed unit prices whenever the Owner and the Contractor agree upon such prices before the extra work is started; otherwise payments for extra work shall be based on the actual direct cost of the work plus a percentage allowance. The percentage allowance shall include the Contractor's extra profit and extra overhead and, unless otherwise agreed by the Contractor and the Owner, the percentage allowance shall be fifteen per cent (15%) of the total direct cost. For the purpose of determining whether proposed extra work will be authorized or for determining the payment method for extra work, the Contractor shall submit to the Engineer, upon request, a detailed cost estimate for proposed extra work. The estimate shall show itemized quantities and charges for all elements of direct cost and a percentage allowance to cover extra profit and extra overhead. GC-15. ARBITRATION. Before bringing any action in court pertaining to a decision of the Engineer, the objector (hereinafter referred to as Party A) to the decision shall first offer to arbitrate the question with the other party to the contract (hereinafter referred to as Party B) by notifying him in writing and setting forth in such notice the question to be arbitrated. Party B can elect to arbitrate or not. If Party B agrees to arbitrate he shall so advise Party A in writing within ten (10) days after receipt of Party A's notice. Notice by Party B that he does not wish to arbi- trate or failure of Party B to notify Party A within the ten (10) day period will give Party A the right to start action in court. If Party B agrees to arbitrate, Party A shall choose an arbitrator and shall notify Party B of the name of the arbitrator within ten (10) days after receipt of Party B's notice. Party B shall notify Party A in writing within ten (10) days after receipt of the said notice that the arbitrator named by Party A shall act as sole arbitrator, or shall name an additional arbitrator. If Party B names an additional arbitrator, then the arbitrator named by Party A and the arbitrator named by Party B shall choose a third arbitrator. The arbitrator or arbitrators shall act with promptness. In the case of three arbitrators, the decision of any two shall be binding on both parties to the contract, as shall that of a single arbitrator if the dispute is submitted thereto as heretofore provided. The decision of the arbitrator or arbitrators may be filed in court to carry it into effect. If they consider that the case so demands, the arbitrator or arbitrators are authorized to award the party whose contention is sustained such sum or sums as they may deem proper for the time, expense and trouble inci- dent to the appeal, and if the appeal was taken without reasonable cause, they may award damages for any delay occasioned thereby. The arbitrators shall receive reasonable compensation for their services. The arbitrators shall assess the costs and charges of the arbitration upon either or both parties. Theee specifications cover materials and fabrication for substation steel structures. The structures shall ba furnished complete with all field connection bolts required for erecting the structures and all bolts required for mounting the equipment furnished under oth?r sec- tions of these specifications. The structures will be incorporated in the existing City of Denton, Texas Municipal Electric Generating Staten substation. A11 testing and welding qualifications required by these specifications shall be performed by an independent testing laboratory retained by the Contractor and approved by the Engineer. All testing and qualification expenses shall be paid by the Contractor. 2A.2 CODES AND STANDARDS. A11 material furnished under this section shall conform to the applicable codes and standards of the technical societies and organizations listed in these specifications and to the specific standards mentioned in this section. Reference to technical societies or organizations may be made by abbrevia- tion in accordance with the following list: AISC American Institute of Steel Constr-ction AISI American Iron and Steel Institute ANSI American National Standards Institute ASCE American Society of Civil Engineers ASTM American Society for Testing and Materials AWS American Welding Society Except as otherwise specifically noted on the drawings, or specified herein, all materials furnished and work performed in connection with substation structure work under this section shall be in conformity with the AISC "Manual of Steel Construction, Sixth Edition". 2A.3 DRA_ W_ INGS AND CALCULATIONS, Drawings for shop fabrication and field erection j all materials furnished under this section shall be prepared, checked, and submitted to the Engineer as specified in Section 1C. Design data shall be submitted which shall include calculations showing the adequacy of each member and connection, the reactions on the existing struc- tures, and anchor bolt stress calculations. The calculations shall include ground line reactions (shears, moments, and axial loads) and all other de- sign data required for the Engineer's foundation design. Design data shall be submitted to the Engineer as specified in Section 1C except that only three copies will be required. All bolting materials shall be galva- nized Galvanizing Shapes and plates AST14 A123 Bolts Galvanized as specified in ASTM A394 2A.4.1 Field Connection Bolts. Field connection bolts shall be furnished for all structure field connections and equipment mounting with an overage of 5 per cent plus five bolts of each type, size, and length. The length of each bolt shall provide sufficient pro,ection for washer, nut, and lock- nut. Smooth beveled washers shall be furnished for use when the bearing faces of the bolted parts will have a slope of 1:20 or greater with respect to a plane normal to the bolt axis. 2A.5 DESIGN. Structure design geometry shall provide for a finished ap- pearance matching the appearance of the existing structures. Calculated str~asses shall not exceed the allowable working stress of the material for the maximum combination loadings shown on the drawings. Connections to the existing structures shall use existing holes unless otherwise permitted by the Engineer. 2A.6 FABRICATION. The structures shall be fabricated in conformity with the dimensions, arrangements, sizes and weights or thicknesses shown or noted on the approved fabrication drawings. All members shall be detailed and fabricated in accordance with AISC standards, specifications, and de- tails unless otherwise noted on the drawings or specified herein. The structures shall be shipped assembled where shipping conditions permit. Each bidder shall furnish with his proposal, under the heading PROPOSAL DATA, (DENTON, TEXAS - 4904 ) (SUBSTATION E6UIPMENT - E-24A) 070270 2A-2 MR a list of the structure items that will require field assembly and describe the shipping sections. When proposals are submitted without statements de- scribing sectional shipments, it will be understood that, no field assembly of the structures will be required. 'When delivered, members shall be straight, free from warp, bends, or local deformations. Holes and other provisions for field connections shall be accurate and shop checked so that, when the structure is field assembled, proper fit will be provided. All punching, drilling, and reaming of the holes shall be done in the shop before galvanizing. Shearing, flame cutting, and chipping shall be done carefully and accurately. Baseplates, fillers, stiffeners, and connection plates shall be neatly fitted and shall not have ragged edges. Holes shall be cut, drilled, or punched at right angles to the surface and shall not be ivide or enlarged by burning. Holes shall be clean-cut without torn or ragged edges, and burrs resulting from drilling or reami,;g operations shall be removed with the proper tool. Bolt holes shall be provided for future additions to the structures and for mounting equipment, conduit, and grounding attachments as shown on the draw- ings. Except as otherwise noted on the drawings or specified herein, shop connec- tions shall be all welded and field. connections shall be all bolted. Welding shall be performed using only those joint details which have a pre- qualified status when performed in accordance with the American Welding Society code. All welding procedures and operators shall be qualified by an independent testing laboratory in accordance with AWS Standard Qualifi- cation Procedures. Accurate records of operator and procedure qualifica- tions shall be maintained by the Contractor and shall be available to the Owner or Engineer. All welds shall be continuous and shall develop the full strength of the least strength component unless otherwise shown on the drawings. Components shall be thoroughly cleaned before welding and shall be accurately fitted and rigidly secured in position during welding to provide a sound, full strength weld without distortion. ',field surft.ces shall be smooth and uniform and shall be thoroughly cleaned of all slag and flux before galvanizing. All steel materials shall be hot-dip galvanized after fabrication. Materials shall be prepared for galvanizing by being properly cleaned, pickled, rinsed, and dried, All structural members and parts shall be plainly marked, as an aid in as- sembly, with the identifying mark on the member corresponding to the ident- ical mark on the erection drawings. Stamping shall be done before galvP_+zing, but marks shall be clearly legible after galvanizing. Marks shall also be painted on with nonpermanent black paint in characters not less than one inch high. After galvanizing, the galvanized members shall be inspected and warped members, if any, shall be straightened. 2A.7 CONSTRUCTION DETAILS. Substation steel structures shall consist of dead end towers, switch stands, potential transformer stands and bus supports. The dead end towers shall be fabricated from structural steel and shall be suitable for attachment of transmission lines from either side. Attach- ment eyes for conductors and shield wires shall be made of heavy plate and welded to the structure. The conductors and shield wires will have a maximum tension of 4,000 pounds per conductor and 2,500 pounds per shield wire. The line pull will be within 15 degrees of a direction nor- mal to the take-off towers unless otherwise specified. The bus support columns shall be H-columns with plates at the top for mounting the bus support insulators, and <>-eplates at the bottom for securing the columns to the concrete foundations. The stands for disconnect switches and potential transformers shall be fabricated from structural steel and shall be suitable for supporting t:.e associated equipment. Stands for disconnect switches shall utilize columns similar to those used for bus supports. The Contractor shall obtain, from suppliers' drawings or field survey, adequate information concerning existing structures. The information obtained shall be sufficiently complete to design and fabricate the new structures so they will accurately match and line up with existing structures. The Contractor shall also coordinate the equipment mounting details with all equipment furnished under this specification. Existing substation steel structures were furnished by Joslyn Manufacturing and Supply Company, Dallas, Texas. The following paragraphs describe the general onstruction of the circuit breakers. 13.4 .1 Operating Mechanism. 17he operating mechanism, shunt trip mecha- nism, and necessary auxiliary operating devices shall be provided in a weatherproof, dust resistant enclosure mounted on one end of the breaker unit. I'he operating mechanism shall include all auxiliary devices and ot'r.er accessories required for the type of operating mechanism furnished. Each mechanism, regardless of the operating meriium utilized, shall be `.rip-free in all respects. Circuit voltages shall be as specified. One single pole 250 volt enclosed fuse pull-out breaker uhall be fur- nished for the space heater circuits. 2B.4.2 Bushings. All bushings shall be rated in accordance with ANS C76.1 and as specified. Bushings provided shall be directly interchangeable with transformer bushings of the same current and voltage rating and shall be as manufactured by Ohio Bras„ (:ompany. All bushings shall have a power-factor tap which will pennit power- factor testing of the bushing while it is in place on the breaker. Bushing porcelain shall be chocolate brown in color. 2B.4.3 Auxiliary Power and Control Circuits. Breaker auxiliary power, control, and alarm circuits shall be provided with terminal blocks for connection to external circuits. The terminal blocks shall have circuit identification and shall be located in the mechanism housing to provide external circuit connections from a common raceway entrance. 2B.4.4 Insulating 011. A sufficient quantity of insulating oil shall be provided. Insulating oil shall be chemically stable, free from aci3ity and corrosive ingredients, and shall have a dielectric strength of not less than 28 kV when received at the fob site. The Contractor shall provide all labor, material, equipment, and expense required to furnish the oil quality specified. Insulating oil sampling and test procedures shall conform to the requirements of ASTM D117. 2B.4.5 Current Transformers. Current transformers shall be provided as specified in accordance with ND4A SG 4 - Part 3. All current transformers provided under these specifications shall be the multiratio type and fully distributed windings for metering; ani relaying service accuracy specified on the Specification and Data Sheets. The secondary excitation curves of the current transformers furnished shall match the curves of existing Allis-Chalmers current transformers (Type BCM-2690A&B) sufficiently to allow the use of Gcncral 'r;lcetria 1'yIe PVD bus differential relays. Ail secondary leads including taps for each transformer shall be brought out to shorting type terminal blocks located in the mechanism housing. Switch insulators shall be station post type apparatus insulators conforming to NEMA Technical Reference No. 216 and Section 2D of these specifications. Each operating mechanism shall include operating pipes, interphase shafts, couplings, guide bearings, ground braids, mounting brackets, operating handle, padlocking facilities in both open and closed positions, and offsets required for operation from the ground. Insulators shall be furnished in the specified types required to provide a complete installation in accordance with the drawings. These specifications cover outdoor lightning arresters for substation use. 2E.2 CODES AND STANDARDS. All equipment furnished under these specifi- cations shall conform to the applicable standards of AlI;I, IEEE, ana NENIA. The lightning arresters shall be designed, fabricated, and tested in ac- cordance with ANS C62.1 series, and these specificationnn. 2E.3 RATING. Outdoor lightning arresters Shall conform to the following requirements. The intermediate type arresters shall be rated 60 kV for use on a 69 kV grounded neutral system. Arresters shall be furnished with complete hard- ware for field mounting on supports described in Section 2A of these specifications. Arresters shall be Westinghouse Electric Type IVS or General Electric Thyrite or approved equal. Porcelain color shall be brown. 2E.4 E UIPI4ENT REQUIRED. These specifications cover furnishing of rigid bus, jumpers, materials, fittings, and equipment connectors required for additions to an existing 69 kV substation as shown on included Drawings F,-4904-070170-1 and E-4904-070170-2. The current carrying capacity of connections and fittings shall not be less than the current carrying capacity of the largest conductor in the connec- tions. 2F.2 CODES AND STANDARDS. All bus materials provided under these speci- fications shall conform to applicable standards of tNSI, NEMA, and IEEE. 2F.3 MATERIAL REQUIRED. The Contractor shall provide all quantities of bus, fittings, connectors, jumpers, and all other components required for a complete extension of the existing substation including connections to equipment as shown on the drawings. 2F.3.1 Bus. Rigid bus shall be 6063-T6 aluminum alloy tubing sized as shown on the drawings. Schedule 40 Standard Pipe Size UPS) tubing shall be used ex.iept where Schedule 60 must be used for strength requirements. 2F.3.2 Bus Fittinge. All fittings required to interconnect the aluminum substation bus and connections to equipment shall be Pirnished. Sliding and expansion joint fittings shall be included as requires: to prevent ex- pansion and contraction force damage to the bus system over a temperature range of 75 C. Connections from bus to transformer and oil circuit breaker terminals shall be flexible fittings as shown on the drawings. The fittings shall be tighest quality weldnent type as manufactured by Anderson Electric Corporation or the Burndy Corporation. 2F.3.3 Jumpers. Flexible aluminum conductors, Alloy 6201 19 strand, 559.5 Mcm (Kaiser Aluminum Company, Type AAAC) shall be furnished for jumper cable connections to equipment as shown on the drawings. Each jumper shall be complete with compression type terminal fittings and all materials re- quired to make the connections.
