CIVIL DEFENSE
EMERGENCY OPERATION PLAN
I, SITUATION AND ASSUMPTIONS
A. SITUATION
The Cit, -County of Denton has capabilities which,
if effectively used in event of a nuclear attack upon
the United States or a natural disaster affecting Denton,
would maximize the preservation of life and property.
These capabilities include fallout protection existing
in larger structures and home basements; the manpower,
equipment, and skills of Denton City-County forces, of
the medical, health and allied professions, and of
o.the~e governmental and non-governmental professions
and groups; and knowledge of survival actions possessed
by the population. The objective of the Denton Civil
De,inse program is to ensure effective use of these
capabilities should a disaster affect Denton. Should
a Period of increased international tension precede a
nuclear attack upon the United States, these capabilities
could be further increased by actions taken by the gov-
err.,ient of the City-County of Denton.

1. The calculated initiation of nuclear war
by any. present nuclear power is considered unlikely.
Nevertheless, general war could occur through acci-
dent, miscalculation, or irrational act, or the un-
planned esL alation of a limited war, as well as by a
deliberate act.
2. A nuclear war might be preceded by days
or weeks of increased international tension. In such
a period, the governments of Denton City-County r:ould
take actions to maximize the preservation 'of life and
® property. However, it is also possible that Denton
would have 15 minutes or less warning of nuclear
attack,
3. It is not possible to predict the specific
objectives of a nuclear attack upon the United States,
or to be sure in advance that any specific hazards
would or would not oec-ar at any specific local area.
In the event of enemy attack, Denton would not be a
target but the nearest target would be Dallas/fort
Worth, which would probably eliminate the possibility
of structural and fire damago, but there would be the

S problem of radiation fallout. If the United Stales
were attacked, the governments of Denton City-County
would take actions to maximize the preservation of
life and property,
4. There are two universities and three high
schools located in the City of Denton with an enroll-
ment in excess of 20, 000 students, almost equal to
the population of the city. There exist subversive
elements in nil schools that have goals of destroying
the University and the local and federal governments.
It has been demonstrated in recent years that civil
• disorders frequently develop to such proportions fiat
they exceed the capabilities of municipal police and
resources to control. This necessitates phasing in
and coordinating operations witli other forces brought
in to back up municipal forces.
b. Tornadoes or other disasters could affect
Denton City-County, in which case the governments of
Denton City-County would take actions to maximize the
preservation of life and properly. Tornadoes will
occur mostly in the months of April, May, and June,
but can occur at any time.

• II, MISSION
,To maximize survival and preservation of life and
property in Denton City-County, in event of nuclear
attack upon the United States or natural disaster af-
fecting the City-County, by making maximum use of
available fallout protection, manpower, equipment, and
other resources.
A. The Denton Civil Defense Emergency Operations
Plan consists of this basic plan, pit i farts A, B, C,
and D, which cover emergency operations and missions
as follows:
Part A Increased Readiness Operations
includes acticits to develop increased
capabilities for citizen survival and for
emergency operations, should a period of
increased international tension occur,
Part B Shelter Operations
Includes actions to warn the population,
assist them to move to shelter, sustain
them in shelter, and release them from
shelter when weapon-caused fires (if any)

a substantial hazard,
Part C Emergency Control and Use of
Resources
Includes actions to secure and control the
County's resources and use and distribute
them throughout the County to the benefit
of the majority determined by the ex-
isting governing bo ly,
Part D Natural Disaster Operations
Includes actions to preserve life and
• property in case of natural disaster.
III, CONCEPTS OF OPERATION
A. GENERAL
1. The Mayor and the County Judge have pri-
mary responsibility for action required to cope with
disasters within their jurisdiction. The Director of
Civil Defense is respol,sible to the head of the County
and the City governments for all civil defense activi-
ties within his area. Ile will direct, the employmwnt
of Civil Defense forces and co-ordinate the emergency
employment of City and County resources, including;
the activities of City and County personnel, who are,
by virtue of their employment, available for Civil
Defense duty in time of emergency.
2. The City and County of Denton organiza-
tional structure will remain normal during emergency
situations. E%tra functions will be added for most
departments and volunteer forces will be activated
as needed.
3. It is imperative that all personnel be
trained to proficiency in their emergenc! duties and
• be thoroughly familiar with their specific departmental
plan, See Organizational Chart for Emergencies,
Figure X61,
4. If the emergency situation involves only
the City, the County officials and department heads
may not be involved. If the emergency situation in-
volves only the County, the City officials and depart-
ment heads may not be involved, See Chart. for Line
of Su -cession:

B. OTHER AGENCIES
11 The American Red Cross
Under Public Law 4, the American Red
Cross has been specifically chartered by Congress for

the relief of persons suffering from disaster, and is
responsible for:
a. Emergency assistance for disaster
sufferers on a mass care basis,
h. Emergency services on an individual
family basis.
C. Rehabilitation of families and indi-
viduals.
2. Military Assistance
Support by military units may be requested
through State Civil Defense Area I,A. Military assist-
.ante will complement and not be a substitute for City
participation in emergency operations. Military forces,
if made available, will remain at all times under mili-
tary command, but will support and assist City forces,
and may receive from the 14ayor or his designated : e-
presentalives mission type requests, to include objec-
tives, priorities, and other information necessary to
accomplish missions in Denton,
3. Civil Government Forces
a. Support by civil government forces may
be m, do available from surrounding jurisdictions,
thi ough other cities, counties, and the state,

b. Denton forces may be sent to assist
other jurisdictions in the post-shelter period, if the
City does not suffer blast or fire damage,
4, Federal Aid in Major Disaster
In case of a major disaster, a request for
Federal aid under provisions of Public Law 91GOG may
be submitted through the State Civil Defense Director.
5. Region V, DCPA
The Defense Civil Preparedness Agency,
Region V, will coordinate all actions of the family of

IV. EXECUTION
A. RECEIVE AND DISSEMINATE
1. Warning of Attack or Disaster '
Upon receipt of warning that a definite
threat 1.sr emergency exists, such as nuclear attach,
i
and in i.he case of tornadoes and floods, the Denton
City-County Civil Defense Director through his ortra►ti-
zatton will take the necessary steps to accomplish
the following;
l~~e
a. Arrange conference with the head of the
County government and the Mayor to determine whether
or not an evacuation of any portion of the area will
be ordered.
b. If an evacuation is to be ordered,
coordinate and cooperate with City and community civil
defense directors in the designation of the destination
and evacuation routes thereto and assignment of the
transportation required to effect the evacuation and
impart this information to the Sheriff, the local com-
mander of the State Police or highway Patrol, and the
Chiefs of Police concerned. These law enforcement f

agencies are responsible for the evacuation movement
of the population from the threatened or disaster area,
C, Immediately notify Civil Defense Direc-
tors in the areas concerned of ninve to their areas r.nd

reception and care of the evacuees,
d. Coordinate the dissemination of warning
by the Sheriff's department, City Police, radio and

television stations, and any other agencies with warn-
ing capabilities.

provide for a state of preparedness.

Center at a designated time for instructions. Follow-
ing this meeting, each service agency director will
direct the employment of his service to comply with the
instructions he has received and to perform the task
assigned to his service.

1. Establish and maintain liaison with the
chairman of the local Red Cross chapter and insure
that this official is kept informed of the situation. if
evacuation of a portion of the county or area becomes
necessary, or relocation of the population is to be made,
alert the ARC Chairman rf the decision in order that
arrangements may be made for housing, feeding, cloth-
ing, and registration of evacuees,

Defense Council to the public to guide individuals in
preparing to cope with disaster, such as securing
movable property, drawing and storing water, and in-
suring the availability of flashlights, extra batteries,
and a supply of food for shelters.
k. Take necessary steps to insure auxi-
liary power equipment for hospitals and communications
facilities and locate so that it will not be flooded out
.or damaged,
1. Direct th,, formation of reconnaisance
• teams and issue instructions for the'.r employment when
the situation permits,
M. If warning time permits, arrange
meeting of Advisory Council, representatives of public
utilities, industry, local and county government, news
media, chamber of commerce, Red Cross Chairman, and
brief them of situation and actions taken or to be taken.
n. Submit an initial report of situation
to State Civil Defense Director as to action and situa-
tion and thereafter, periodic reports at 0800 hours and

2000 hours for the preceeding. 12 hours during the
emergency. Also notify the other Civil Defense Direc-
tors concerned as to situation, etc.
o. Issue instructions from the Civil
Defense Council to the public designed to prevent
interference with disaster operations by sightseeiag
activities.
p. Consult with Sheriff and Police Chief
concerning the establishment by law enforcement of
check-points and road blocks to close the devastated
area to non-essential traffic and personnel.
q. Request through State Civil Defense
the resources required to combat the disaster that
are not available locally,
r. if the immediate area is not ser-
iously affected by the disaster, and aid is requested,
the Civil Defense Director will direct the formation
of mobile support teams to render such assistance.

2, A'[tack without Warn1ng
Upon receipt of notification . that ai) attack
has occurred without warning, such as a nuclear attack,
or in the case of tornadoes, fir-3 s, explosions, or other i
disaster incidents, the Denton City-County Civil De-
fense Director will take steps to accomplish the fol-
lowing:

a. Immediately contact the State Civil
Defemse office and obtain an estimate of the situation,
and also obtain information from the State Police,
or Sheriff, and City Police, of other reliable sources,
If unable to contact these individuals, lie will proceed
to the scene or send his assistant director.
b. If estimate develops that assistance
is required, the Director will direct the rilobilization
and dispatch to the scene of appropriate Civil Defense
units and equipment, including the necessary mobil
communications to set up a net-control.
C. Inform the Red Cross chairman and
coordin7te activities.

d. Inform heads of City or County govern-
ment of, actions taken.
e. Submit initial rerort to State Civil
Defense and thereafter at 0800 and 2000 hours.
f. Activate EOC and maintain operational
around the clock. See Annex IiB.
B. RESPONSIBILITY FOR CIVIL DEFENSE
SERVICES
To insure the success of the mission, tasks
are assigned to Civil Defense Services as follows:
a, Police and Sheriff Departments
Police and Sheriff departments are responsible
for.
1. Maintenance of law and order.
2. Control of traffic.
3. Protection of vital installations. .
4. Controlling and limiting access to
scene of disaster,

NORMAL ADMINISTRATIVE CAPACITY AS BEADS OF GOVERN-
MENT THEIR EMERGENCY ACTIONS AND DIRECTIVES WILL
BE BASED THE PARTICULAR SITUATION EXISTING AT
THE, TIME, AND WILL BE THE RESULT OF INFORMATION
AND ADVICE FURNISHED BY THE EOC STAFF.
• THE CITY MANAGER WILL ASSUME HIS POSITION AS CHIEF
OF THE STAFF AND AM AS LIAISON BETWEEN TIiE•' STAFF

EVALUATION OF INFORMATION RECEIVED AND WILL PREFARE
FOR THE POST ATTACK ADMINISTRATION OF EMERGENCY
FISCAL MATTERS AND SUPPLIES,

THE LEGALITY OF EMERGENCY DIRECTIVES,

When the EOC is activated by the City Manager, he will direct the
Civil Defense Director as to what staff he desires on duty. This
will vary as to the severity of the emergency. In case of nuclear
attack, the full staff will report automatically with their families to
the EOC. Normal staffing pattern will be as follows in various types
