RESOLUTION NO. �014-015
A RESOLUTION BY THE CITY OF DENTON, TEXAS, AUTHORIZING THE CITY
MANAGER TO SIGN AND SUBMIT TO THE DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT A 2014 ACTION PLAN FOR HOUSING AND COMMUNITY
DEVELOPMENT WITH APPROPRIATE CERTIFICATIONS, AS AUTHORIZED AND
REQUIRED BY THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, AS
AMENDED AND THE NATIONAL AFFORDABLE HOUSING ACT OF 1990, AS
AMENDED; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Denton, Texas, is concerned with the development of viable urban
communities, including decent housing, a suitable living environment and expanded economic
opportunities; and
WHEREAS, the City of Denton, Texas, has a special concern for persons of low and
moderate income; and
WHEREAS, the City of Denton, Texas, as a CDBG entitlement City and a HOME
participating jurisdiction, has prepared, through a citizen participation process, a program for
utilizing its 2014-year entitlement funds, program income and reallocated funding from previous
years in the approximate amount of $1,319,889; and
WHEREAS, citizen participation requirements, including the holding of public hearings,
have been met; and
WHEREAS, the Community Development Act of 1974 and the National Affordable
Housing Act of 1990 require an application and appropriate certifications included in the
Consolidated Plan; NOW, THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES:
SECTION 1. The City Council of the City of Denton, Texas, authorizes the City
Manager to sign and submit to the Department of Housing and Urban Development a 2014
Action Plan and appropriate certifications for entitlement funds under the Housing and
Community Development Act of 1974, as amended and the National Affordable Housing Act of
1990, as amended.
SECTION 2. The City Council of the City of Denton, Texas, authorizes the Community
Development Administrator to handle all fiscal and administrative matters related to the
application, the Action Plan and the certifications.
SECTION 3. The City Secretary is hereby authorized to furnish copies of this resolution to
all interested parties.

SECTION 4. This resolution shall become effective immediately upon its passage and
approval.

CITY OF DENTON KIDS CAMP
' Pravision of full time summer cainp activities to Iow �nd moderate income children ages 5-11 in Denton. The
summer camp will take place at the L7enia Recreation Center. Funds will be used for personnel s�laries and camp '

� Improve data collection and resources by impYOVing the Hameless Management
InfoYmation System (HMIS} collections and incYeasing the number of contributors to HMIS
locally;
�nsuring the Yelevance of data collected by moving from a biennial poi�zt-in- � e(PI°I"}
homeless count ta an annual count.
Implement a centralized, community-wide coordinated system of services and programs that
is a client centered. The goal would be to unclag the system, reduce the duplicarion of
effoYts, irrxprave assessment to better identify each client's specific need.

Definitions of terms in the Nonprocurement Suspension and Debarment common rule and Drug-Tree

following definitions from these rules: "Controlled substance" means a controlled substance in
Schedules I through V of the Controlled Substances Act (21 U.S.C. 812) and as further deFined by
regulation (21 CFR 1308.11 through 1308.15); "Conviction" means a finding of guilt (including a plea
of nolo c•ontendere) or imposition of sentence, or bodi, by any judicial body charged with the
