McKinney St. Denton, Texas 76201 www.cityofdenton.com Work Session Room Joint Meeting of the City of Denton City Council and the Denton Independent School District Board of Trustees on Monday, December 1, 2014 at 11:30 a.m. in the Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas at which the following items will be considered: A. Call to order; announce quorum, introductions. B. Receive a presentation and hold a discussion regarding an update to the 2012 United Way of Denton County Community Needs Assessment and new and ongoing collective impact initiatives. C. ID 14 -0787 Receive a report and hold a discussion regarding the proposed Cole Ranch development and its potential impact on the City and the DISD. Attachments: Exhibit 1 - DISD Presentation D. Discuss possible future meeting topics. E. Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the City Council or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting AND under Section 551.0415 of the Texas Open Meetings Act, provide reports about items of community interest regarding which no action will be taken, to include: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the governing body; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the municipality; or an announcement involving an imminent threat to the public health and safety of people in the municipality that has arisen after the posting of the agenda. F. Adjourn. Following the completion of the Joint Meeting, the City Council will convene in a Closed Meeting to consider specific items when these items are listed below under the Closed Meeting section of this agenda. The City Council reserves the right to adjourn into a Closed Meeting on any item on its Open Meeting agenda consistent with Chapter 551 of the Texas Government Code, as amended, or as otherwise allowed by law. 1. City ofDenton Page I Printed on 1112612014 City Council Meeting Agenda December 1, 2014 Consult with City's Attorneys regarding legal issues involving the wording and application of provisions contained within subchapter 35.15 of the Denton Development Code, and recommended amendments associated with it, where a public discussion of these legal matters would conflict with the duty of the City's attorneys under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas. Following the completion of the Closed Meeting, the City of Denton City Council will convene in an Open Meeting at which the following item will be considered: A. ID 14 -0811 Consider adoption of an ordinance of the City of Denton, Texas superseding and replacing any and all remaining vestiges of the prior Chapter 33 of the Code of Ordinances of the City of Denton, Texas with a new Denton sign code as herein provided; superseding and repealing the existing subchapter 35.15 of the Denton Development Code with the new Denton sign ordinance as herein adopted, and authorizing nonsubstantive editorial revisions to the Denton Development Code to remove conflicting references and provisions relating to the prior sign code; providing a penalty clause; providing a severability clause; providing a savings clause; and providing for effective dates. B. BACKGROUND The purpose of this item is to primarily discuss Denton Independent School District (DISD) school siting criteria based on single and multi family development proposed within the City limits. Apart from standard residential developments (single family subdivisions and multi family complexes), there are (4) four large Master Planned Communities (MPCs) within the corporate City limits. The population projections resulting from residential development cumulatively impact DISD as it relates to the potential number and type of schools and their respective locations. The development patterns and associated time limes will enable DISD to develop a more realistic projection and forecast program. The presentation includes a discussion on the Cole Ranch MPC as a case study and it's correlation to school locations. It should also be taken into consideration that Cole Ranch is currently in discussions with the City as it relates to a phasing program and other elements associated with initiating development. Specifically, the intent is to address the following; ➢ Are school site locations in this development fixed and are they in the appropriate locations? ➢ What are DISD preferences on connectivity to schools (trails, sidewalks)? ➢ Are there opportunities for City and DISD green space sharing? ➢ What are the impacts of the Master Planned Communities (MPCs) on DISD? ➢ City of Denton has an Airport Compatibility Land Use District (ACLUD) which could potentially impede the development of school sites in Cole Ranch The Hills of Denton, Hills of Denton North and Hunter Ranch are the remaining (3) three MPCs. Although there are no timelines associated with these developments, it is important to realize the residential cross sections associated with these MPCs and significantly large areas. Combined, these three MPCs comprise approximately 5,954 acres with 21,354 single family homes and 5,417 multifamily dwelling units. Although these projections are conceptual in nature at this time, it affords DISD the City of Denton Page 1 of 2 Printed on 11/26/2014 File M ID 14 -0787, Version: 1 opportunity to better forecast short term as well as long term school siting needs. The presentation also reflects new and recently platted single and multi family projects. There are approximately 13 single family subdivisions totaling 869 lots. There are approximately 18 future single family subdivisions totaling 1,633 lots. Additionally, there are approximately 10 multi family complexes providing for 1,112 units. This presentation illustrates the need for the City of Denton and DISD to continue these conversations related to residential development within the corporate City limits, to determine how best to address the growing demand these residential developments will place on existing City and DISD resources.
