After determining that a quorum is present, the City Council of the City of Denton, Texas will convene
in a Work Session on Monday, January 5, 2015 at 11:30 a.m. in the Meeting Room at Emily Fowler
Central Library, 502 Oakland Street, Denton, Texas at which the following items will be considered:
NOTE: A Work Session is used to explore matters of interest to one or more City Council Members or
the City Manager for the purpose of giving staff direction into whether or not such matters should be
placed on a future regular or special meeting of the Council for citizen input, City Council deliberation
and formal City action. At a Work Session, the City Council generally receives informal and
preliminary reports and information from City staff, officials, members of City committees, and the
individual or organization proposing council action, if invited by City Council or City Manager to
participate in the session. Participation by individuals and members of organizations invited to speak
ceases when the Mayor announces the session is being closed to public input. Although Work Sessions
are public meetings, and citizens have a legal right to attend, they are not public hearings, so citizens are
not allowed to participate in the session unless invited to do so by the Mayor. Any citizen may supply
to the City Council, prior to the beginning of the session, a written report regarding the citizen's opinion
on the matter being explored. Should the Council direct the matter be placed on a regular meeting
agenda, the staff will generally prepare a final report defining the proposed action, which will be made
available to all citizens prior to the regular meeting at which citizen input is sought. The purpose of this
procedure is to allow citizens attending the regular meeting the opportunity to hear the views of their
fellow citizens without having to attend two meetings.

NOTE: The City Council reserves the right to adjourn into a Closed Meeting on any item on its Open
Meeting agenda consistent with Chapter 551 of the Texas Government Code, as amended, including
without limitation, Sections 551.07ul- 551.086 of the Texas Open Meetings Act.

SUBJECT
Receive a report, hold a discussion, and give staff direction regarding the Annual Library Report for FY 2013-
14, an update on the Strategic Plan and recent construction at the Emily Fowler Central Library.
BACKGROUND
Each year, Denton Public Library creates an annual report for the public in order to foster transparency in
government and promote library services to the community. For the past three years, this report has included a
video element. This brief report gives an accounting for some of the activity that takes place within the library
department. During this work session, staff will review the paper version of the report which is attached as
Exhibit 1. Additionally, staff will present the video element.
A new strategic plan was created in 2013. This brief review covers the first year of the plan and the status of the
goals. The plan includes three broad goals under the headings Community Education, Community Connections
and Community Resources. A detailed account is attached as Exhibit 2.
In fiscal year 2013 -14 Council approved funds to construct an ADA accessible ramp to replace the aging
mechanical lift in the Emily Fowler Central Library. In addition to this upgrade, new windows were installed in
the atrium area to prepare for a new roof in early 2015. The presentation included as Exhibit 3 will be used to
facilitate a discussion of the recent activities and construction in the Denton Public Library System.
PRIOR ACTION/REVIEW (Council, Boards, Commissions)
The Library Board has been kept abreast of the status of the ramp construction and will receive a similar
presentation of the Annual Report and Strategic Plan update on January 12, 2015 at their regular meeting to be
held at Emily Fowler Central Library.

3 Year Strategic Plan 2014 - 2016
The Denton Public Library serves the citizens of Denton, Texas as a department within the City of
Denton municipal government. Denton Public Library is embodied in three facilities, Emily Fowler
Central Library, North Branch Library and South Branch Library. Denton Public Library has a progressive
76 year history. This strategic planning document will serve as a guide to continued library growth and
governance during the next three years.
The current culture surrounding library services is denoted by remarkable change. Material formats,
delivery options, programming, and physical spaces have all come under scrutiny as the library
profession and concept adapts to reality in the 21s' century. The current speed of change requires
innovation and ingenuity on the part of library leaders to meet demands and embrace opportunities.
This plan is designed to be a fluid document, open to revision and input as needs and opportunity
dictate. What will remain the same is the core commitment to the three guiding goals contained within:
providing education, connections and resources for our service community. Our challenge is to remain
relevant in an environment of many choices, and to communicate our considerable value and services to
our customers.
In many ways, these next few years will be an exercise in bridging the gap between traditional library
services and new endeavors. It will require a respect and understanding of our past and a willingness to
experiment, take risks, and embrace the opportunities of the future. The role of a public library is
moving from a static institution to a responsive entity; from just a provider of materials to a co- creator
of content; from a transaction -based model of service to a relationship -based participant in the
community. This document represents our willingness to begin.

Adoption and adherence to a strategic plan takes time. Library leadership will present the plan to staff
and guide the interpretation of the goals and objectives. Each staff member should be able to include
some facet of the stated action steps in their own Individual Development Plan or suggest another
applicable action step.
Progress on action steps will be considered monthly by managers during established meetings. Feedback
will be weighed and courses of action developed through this process of examination. As we work
toward our three goals, the Library experience will evolve through our various outlets — inside our
buildings, through our web presence and through our outreach. We expect our services to become more
and more collaborative as we connect more completely with civic and community life.
While we are looking forward to our role in the future we retain our basic commitments to literacy by
providing progressive children's programs and personalized adult literacy tutoring. We hope to expand
the definition of literacy provider to include comprehensive electronic literacy as an offering. The digital
skills needed for success in the 21s' century must include an electronic component, and the Denton
Public Library is ready to respond with appropriate training and opportunities to practice. Purchase and
implementation of current technology options will enable our commitment to this facet of literacy to
expand.
Our strategic plan will impact every facet of library operations including

SUBJECT
Receive an update report, hold a discussion and give staff direction regarding the Hickory Grand Street project.
BACKGROUND
After receiving transfer of the project from Water Utilities, Engineering Services has been managing the
construction of the Hickory Grand Street Grand roadway, drainage, parking and related improvements. Project
construction began on June 23, 2014, with 210 calendar days for completion (January 19, 2015).
Unfortunately, underground conflicts with utilities and rain have delayed progress. Additional phasing to
lessen impact on adjacent businesses has also impacted the schedule, with completion now scheduled for
February 28, 2015.
Phases 1 (Williams Square Parking Lot), 2 (Bell to RR Crossing), 3 (Russell to Bell) and the travel lanes for
Phase 4 B are substantially complete. The parking areas for Phase 4 B are currently under construction. The
sidewalks for Phases 4 B and 6 will be constructed in segments, in order to maintain access to businesses along
the Phases. Construction is scheduled to continue through completion of the project, with City staff and the
contractor being ever mindful of the importance to maintain access to businesses along the street at all times.
Engineering staff have been communicating frequently with businesses along the street through Julie Glover,
Economic Development Program Administrator for the Downtown Area. Staff has held two on -site, open -
house meetings ( "come anytime during the 2 hr. meeting timeframe that is convenient for you ") on September
3, 2014 and November 20, 2014, to update businesses on the project phasing and schedule, listen to concerns
and answer questions. Another meeting will be scheduled during January 2015. Contact information (names,
roles, cell phone numbers and email addresses) for four of the contractor's key personnel and the City project
staff's four key personnel have been provided to the businesses for contact during and after normal work hours.
Economic Development has been working with the Convention and Visitors Bureau on a campaign to assist
businesses in this area and minimize impact on their sales. They have launched an app, "Dig Little d," which
shows where public parking is located, updates on construction, and "Daily Deals." They have also hired a
marketing consultant who has developed campaigns to attract customers to the Hickory Street businesses
through a "canned food donation" campaign and development of online videos featuring businesses along the
Hickory Street construction project.

advise citizens that "Hickory Street Businesses Are Open" have been posted. The temporary pedestrian bridge
across the new travel lane paving near Industrial Street was been replaced approximately 2 weeks ago.
However, this temporary bridge will require removal and relocation as work progresses along Phase 4 B, and
will not be able to remain open continuously.
OPTIONS FOR EXPEDITING COMPLETION
In addition to the above described activities, staff has identified and reviewed with the contractor several
options for expediting the remainder of this construction project. The most promising of these options will be
discussed with the Council, as part of the presentation.
ESTIMATED SCHEDULE OF PROJECT
The current schedule calls for completion of the project in the area of the businesses on February 28, 2015,
barring any adverse weather impacts or additional major underground conflicts. Completion of Phase 7 at the
railroad crossing is dependent on acquisition of the pending UPRR railroad crossing permit to widen the
crossing pads to better accommodate pedestrian and bike traffic.
PRIOR ACTION/REVIEW (Council, Boards, Commissions)
At the request of the Citizen's Advisory Oversight Committee for the 2005 Bond Program, Council approved
reallocation of Capital Improvement Program Bond funding from the Walnut and Pecan Street Projects to the
Hickory Grand Street Project (a "key element of the Downtown Implementation Plan ") on October 5, 2010.
This first phase of the "Grand Street" Project is to connect the Courthouse Square with the DCTA Train
Station.
The final project design and business comments were presented to the Council for input on September 10, 2013
meeting. City departments (Water Utilities and DME) relocated their utilities, for the Locust to Bell section of
the project, during the period of December 2013 to April 2014. Utilities east of Bell Avenue were relocated in
early 2012. Council approved award of the construction contract for the project on May 6, 2014, for $2.75
million.
FISCAL INFORMATION
The City is currently investing approximately $4.82 million in this project ($350,000 for sanitary sewer work,
$330,000 for water utility work, $750,000 for electric work, $300,000 for RR crossing work, $336,000 for
street design and $2.75 million for street and hardscaping work).
