BACKGROUND The Denton Community Market (DCM) currently leases approximately 1.2 acres from Denton County adjacent to the Historical Park of Denton County located between Mulberry and Sycamore, east of Carroll Boulevard. The lease with Denton County is a year -to -year lease and DCM reports the current master plan for the Historical Park does not currently accommodate the market. The 2015 season is the sixth year of operation for DCM, which is held every Saturday from April 1 through the last Saturday of November each year. DCM started with 15 vendors participating in their first season and has continued to grow with the 2013 and 2014 seasons registering 90 and 130 vendors, respectively. DCM officials are expecting more than 150 vendors for the 2015 season. To address their growth and seek a long -term solution to space needs, DCM submitted a proposal to the 2014 Citizen Bond Committee seeking funding to develop infrastructure on a more permanent location to include restrooms, electrical and plumbing as well as a 15,000 square foot structure that would support year round operation of the market. The proposal received positive feedback from vendors and community members, however the Citizen Bond Committee did not recommend this project request to be included as part of the 2014 bond election. On November 11, 2014, City Council received a presentation from DCM and City staff regarding City owned sites that might be considered to facilitate future growth of the market. Staff met with DCM representatives after the November briefing and again in March 2015 to review City of Denton facilities that could physically accommodate the market. In response to the discussion with Council and DCM representatives, staff identified City properties that could be evaluated, recognizing that other proposed uses for the subject properties would need to be considered by Council. The two sites identified that are currently owned by the City were 1) the old tax office at 300 East McKinney and 2) the parking lot at 121 Exposition and southeast of the Police Department (corner of Exposition and Hickory Street). DCM submitted a proposal on April 6, 2015, for the use of the 300 East McKinney location and requested a five -year lease for the site. Their proposal indicated that they no longer considered the 121 Exposition site a viable option for the future of the market. The April 6 DCM proposal outlines desired enhancements to be City of Denton Page 1 of 2 Printed on 5/21/2015 File #: ID 15 -412, Version: 1 made to the two -acre McKinney Street tract including paved parking, green space, a pavilion with stage, electrical services for vendors and public restrooms. City staff has reviewed the requested enhancements to the 300 East McKinney Street location and has developed a planning level cost estimate for the proposed improvements for Council review and consideration. Funding for the requested enhancements has not been identified, and depending on Council direction, any recommended improvements may need to be included in upcoming budget discussions. Staff is seeking Council direction on the multi -year lease /use of the site by DCM and for the proposed improvements. City staff will facilitate the discussion and DCM representatives will also be available to answer questions Council may have. OPTIONS 1. Refine cost estimates and initiate multi -year lease process with DCM for 300 East McKinney location. 2. Identify temporary infrastructure options and initiate short -term, year to year lease with DCM for 300 East McKinney. 3. Consider other City of Denton facilities that could accommodate the market. We appreciate the opportunity to provide a list of our wants and needs for the tax office site, and to submit preliminary concept plans for cost analyses. There was an additional site on Exposition Street that was also proposed to the Market. After site visits and discussion with the Market's Board of Directors of the positive and negative elements of each site, we are no longer considering the Exposition Street site as a viable option. The tax office, however, holds much promise as a location for the Denton Community Market. Our considerations are discussed on page seven. We are asking for your approval to use the former tax office property, along with the necessary upgrades to operate the Market for a five -year period. We understand that there is also a need for parking in the downtown area. We believe that the parking needs downtown and the needs of the Market can co -exist in the site of the former tax office location. Our proposal presents parking for at least 81 vehicles and creates a greenspace area that can be used by all residents and visitors to the downtown area. More greenspace, open space, and a farmers' market in downtown are expressed as goals in the City of Denton's Downtown Master Plan. As a prime location in downtown Denton, the tax office site would be ideal for connectivity to the rest of downtown for tourism and for access the additional parking located across McKinney Street at City facilities. As our visitor base grows, the parking facilities will need to accommodate hundreds of people at a time. We are proposing a short -term development of the former tax office site in partnership with the City of Denton. The concept plans provide information necessary to understand our vision for the site and to calculate construction costs. Sincerely, Kati Trice, Founder and Vendor Coordinator, Vicki Oppenheim, Planner and Co- Coordinator 2 (: i g c 2 BACKGROUND AND EXISTING CONDITIONS In 2013 -14, the Denton Community Market (DCM) submitted a proposal to the City of Denton Bond Committee for a permanent site with a building and infrastructure for a year -round market. Although the proposal did not receive a final recommendation from the Bond Committee for funding, we expect to participate in the next Bond Election to request a permanent facility. In the Bond Election proposal, the Market proposed a 15,000 square -foot building that was based upon vendor input and included design assistance from Kirkpatrick Architecture Firm and other consultants. The structure included the following elements: • Indoor vendor stalls • Outdoor vendor stalls • Commercial kitchen for food vendors • Commissary for food trucks • Rental space for events • Rental office space /flex space • Splash park • Playground • Indoor performance area • Outdoor performance area • Outdoor seating area • Indoor seating area • Indoor classroom The proposal gained widespread community attention and demonstrated the long- term wants and needs of the Market and Denton residents. A combination of a petition, emails to the City, and public comments at community forums provided strong evidence of community support for a year -round facility. A year -round Market and facility is important to provide year -round access to locally produced products and keep continuity for the small businesses that rely on the Market as an important revenue stream for their business. Visitors rely on the Market to showcase locally made products and create opportunities for connection between residents. The Market continues to receive recognition from the Denton community that it is an important asset. The Denton Community Market had a very successful 2014 Season 3 (: i g c and continues to grow and gain community recognition. It is an important gathering space for the community and an important incubator for small businesses. We offer live music and family - friendly activities every week. The Market enables producers to sell local produce, agricultural products, baked goods, prepared food, and a wide diversity of handmade items. For the past two years the Market received 3,d Place in the Best of Denton contest for Best Community Event and in 2014 received recognition from the University of North Texas as "one of the top -five fun things to do in Denton." The Market also received significant grants over the past year with $77,000 from the USDA and two grants from the City of Denton totaling nearly $20,000 from contingency funds and HOT funds. The Market also just held a successful fundraiser this March earning $2,000 and will continue to expand grant and fundraising efforts over the next year. Last year the Market ended the season with approximately 150 vendors, up from 90 in 2013. For the 2015 Season (our sixth) that began on April 4th, DCM already has 1 10 vendors, and we expect this number to climb significantly as the season progresses over the next eight months. The Market continues to be a very important small business incubator. The uncertainty of the Market's future at the Historical Park prompted DCM to approach the City last year for a possible city -owned location for the 2015 Season and beyond. While the DCM is currently approved for the 2015 Market Season and continues its partnership with the County, the future of the Market at the County property continues to be uncertain. The current Master Plan of the Park does not, at this time, include the DCM, and continued growth threatens the viability of the location under the current conditions. In 2015, the County, in acknowledging the Market's growth in vendors and needed open space, recently removed parking pavement to add one -third of an acre of additional greenspace for the 2015 season. This recent expansion of County property, when completed, will result in a total of 1.2 acres of greenspace for use by the Denton Community Market's vendors and activities each Saturday. Predictability is important for the continued operations and growth of the Market. At this point, the Market is seeking a downtown location with at least a five -year commitment to enable long -term planning and provide stability for Market vendors and visitors. The 5 I:' (: i g c DCM is requesting that the City provide a five-year commitment for the proposed property along with needed upgrades for Market operations. EXISTING CONDITIONS ON Two CITY-OWNED PROPERTIES The City offered DCM two possible locations, one at the former tax office site on McKinney Street, and one site on a City parking lot near the DCTA transit center on East Hickory Street. The DCM Board toured and reviewed the sites and rated each site according to important aspects for Market operations. The overwhelming choice of the Board was the Tax Office Site because of its prime location, availability of additional parking, and feasibility to create a new and inviting greenspace in the downtown. The tax office site has one significant drawback —the City staff currently stated that the City may sell the property at any time and ask the Market to vacate with little notice. This property sale condition would make any arrangement on this site not feasible. Although the developers of "The Railyard" project are possibly moving forward on a TOD development near the DCTA Downtown Denton train station, there are uncertainties on how long it will take for major activity to emerge in vicinity. This site also appears to have fewer options for reconfiguration, since it will continue to be used as City staff parking. The Market is no longer considering the Exposition sit as a viable option. 7 I:' (: i g c 3 DESIRED ELEMENTS FOR SITES In a recent meeting, the Assistant City Manager John Cabrales requested that the DCM submit a ranked list of desired elements for each possible future site on City -owned property. He also requested concept plans of the Market reconfigurations for construction cost estimates. BACKGROUND The Convention and Visitors Bureau (CVB) has presented this proposal to the Hotel Occupancy Tax Committee to discuss the possibility of leasing and operating a Visitor Center in the downtown area. The Hotel Occupancy Tax Committee voted at their meeting of May 13, 2015 to bring this proposal to the City Council for consideration. Attached is a letter, proposed budget and presentation that staff has received from the CVB. Kim Phillips, Vice President of the CVB, will present the proposal to the City Council and be available to answer any questions. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On April 28, 2015, the Hotel Occupancy Tax Committee met and received a proposal from the CVB for a Downtown Visitors Center. On May 13, 2015, the Hotel Occupancy Tax Committee met for additional discussion on a proposal from the CVB for a Downtown Visitors Center and recommended that the proposal be presented to the City Council for consideration. INTRODUCTION The Fire Department has completed a comprehensive analysis of the City's fire and EMS demand. This analysis includes the current environment, along with growth projections and the review of resource deployment to meet that demand. In addition, the evaluation of internal processes is ongoing with a focus on resource deployment. The Department's multi -year strategy includes: • Investment proposals based on current conditions • Projections based on changing conditions • Effective process improvement strategies designed to create efficiencies BACKGROUND The primary measure of the effectiveness of a fire and emergency medical organization is response time. In the fire mission, effective measures such as citizen rescue, the containment of a fire to room or structure of origin and the safety of firefighters are dependent upon rapid resource deployment. In the medical mission, patient survivability rate depends on rapid response and rapid application of treatment. While this analysis reviews all factors that influence response time, the primary consideration is facility and response unit location. Nationally recognized models for establishing the location and proximity of fire stations include: Insurance Services Office (ISO) Model City of Denton Page 1 of 4 Printed on 5/21/2015 File #: ID 15 -425, Version: 1 Using the ISO criterion for locations, fire stations are recommended within a mile and a half distance from the developed areas of a community. This provides for a maximum of one minute for notification and 3.2 minutes for travel. International City /County Management Association (ICMA) Model The ICMA model recommends that the location of a fire station be within one mile of industrial and commercial property, two miles of a medium density residential unit, and three miles of low density residential units. Both models support a response time standard that includes the following components: • Dispatch/call processing time of one minute, ninety percent of the time e Unit turn -out time of one minute • Travel time of four minutes for the arrival of the first unit Locally, the application of national standards is complicated by the City's large landmass. The City of Denton has a key performance indicator based on a target of five minutes (turn -out and travel time) for the first arriving unit ninety percent of the time. The performance report dashboard demonstrates the increasing response time to active structure fires. Percentage of active structure fires 550% 90% 44'% 90% responded to in 5 minutes or less CURRENT ISSUES In developing a cost effective solution to improve response times in southwest Denton, Fire Administration had the opportunity to work with an engaged citizen group that included not only emergency service professionals, but statistical analysis professionals. Using departmental data, an evaluation was conducted from a community -wide perspective. Excluding the unusual situation presented by the Robson Ranch community, District 6 has the longest response times, and the highest call volume growth projections. Response times are compounded by the risk potential associated with development and population density, and by travel distance from the single existing facility. In addition, District 6 experiences a call volume that requires supplementary responses from other districts to handle simultaneous calls. In a preliminary resource distribution study, the Insurance Services Office (ISO) has identified the need for two additional stations in southeast Denton. In the area of east Denton, District 2, the situation is similar with a high call volume, long response times, and call volume growth. The analysis has revealed an area southeast/east as a priority location for an additional fire station as justified by resource demand criteria. Through inter - departmental coordination, City staffs have identified the potential to utilize existing City owned property for a Fire Station 8. After Medical Unit 7 is placed in service southwest, one additional station, Station 4 in Northeast Denton, will remain without a medical unit. In 2014, District 4 required responsive support from other districts over 57 percent of the total incidents within the district. Over 19 percent of ambulance responses in District 4 experience a response time of 10 minutes or longer. SOLUTIONS On April 21, 2015, Denton City Council members approved a contractual agreement with Denton County Emergency Services District 41 which outlines a projected station opening in Northlake in fall 2018. The focus of the Fire Department's strategic initiatives over the interim will be investments and process improvements to prepare for an ISO re- evaluation in early 2019. The goal is to improve the City's rating overall, and to utilize the Northlake Fire Station to align the Robson Ranch rating with the City's core rating. It is important to note, City of Denton Page 3 of 4 Printed on 5/21/2015 File #: ID 15 -425, Version: 1 however, that in 2019, areas of the City northwest and northeast will continue to exceed the ISO parameter of five miles from the nearest fire station. Based on existing conditions, the Fire Department will recommend a new Fire Station 8 located southeast and a medical unit at existing Station 4. While the data demonstrates growing response time concerns in the system that supports investments in additional stations and response units, it is critical that these proposals be accompanied with a concurrent analysis of all avenues to improve response times. Utilizing a number of the internal process analysis championed in the City's LEAN program, the Fire Department is evaluating the broad questions: 0 What takes a unit out of district? 0 What takes a unit out of service? In addition, the Fire Department is leading a coordinated process improvement study to provide for the current and future needs of the City's 9 -1 -1 Dispatch, Computer Aided Dispatch, Public Safety Records Management Systems, and Mobile Data Computers. The notification system for automatic aid partners, automatic vehicle locating systems, priority dispatching methods and traffic signal preemption will be analyzed and reviewed for efficiencies or implementation. CONCLUSION The Denton Fire Department is committed to providing effective emergency service to the community. The strategic initiatives are focused on improving response time to a growing city with an increasing service demand. Along with identifying investment priorities, a commitment to a comprehensive analysis of all factors that can positively improve emergency response time is in progress. The use and improvement of data analysis to manage by fact will continue to be the Department's objective.
