INTRODUCTION TheFireDepartmenthascompletedacomprehensiveanalysisoftheCity’sfireandEMSdemand,updatedto reflecttheCity’s2015responseexperience.Thisanalysisincludesthecurrentenvironment,alongwithgrowth projectionsandareviewofresourcedeploymenttomeetthatdemand.Inaddition,theevaluationofinternal processes is ongoing with a focus on unit availability. The Department’s multi-year strategy includes: Investment proposals for additional medic units Land-banking to prepare for additional stations in the next bond election Police/Fire/TechnologyServicescooperativeproposalstoenhance911andcomputerizeddispatch technologies. BACKGROUND Theprimarymeasureoftheeffectivenessofafireandemergencymedicalorganizationisresponsetime.Inthe firemission,effectivemeasuressuchascitizenrescue,thecontainmentofafiretoroomorstructureoforigin andthesafetyoffirefightersaredependentuponrapidresourcedeployment.Inthemedicalmission,patient survivability rate depends on rapid response and rapid application of treatment. Whilethisanalysisreviewsallfactorsthatinfluenceresponsetime,theprimaryconsiderationisfacilityand responseunitlocation.Nationallyrecognizedmodelsforestablishingthelocationoffirestationsdefinea responsetimestandardthatincludestraveltimeoffourminutesforthearrivalofthefirstunit.Locally,the applicationofnationalstandardsiscomplicatedbytheCity’slargelandarea.TheFireDepartmentprovides DentonCountycontractedresponse,aswellasmutualaidassistance,county-wide.WithintheCity,the City of DentonPage 1 of 6Printed on 3/31/2016 powered by Legistar© File #:ID 16-465,Version:1 departmentrespondstoalandareaof97.41squaremilesfromsevenfirestations.Bycontrast,Lewisvillehas thesamenumberofstations(seven)tomeetresponsetimestandardsforalandareaof36.4squaremiles. Arlington, with an equivalent land area to Denton (95.8 square miles), has 17 fire stations. Thetwopercentimprovementinthismeasuremaybeananomalybasedondatareportingorthesmallsample size.Thismayindicateatrendassociatedwithaninternalemphasisonresponsetimeandprocess improvements aimed at maintaining unit readiness in service and in district. (See Call Volume chart) Medicalcallvolumeasasubsetoftotalcallvolume,increased10.58percentfrom2014(See 2014-2015 Incidents chart).AfterMedicalUnit7wasplacedinservicesouthwest,oneadditionalstation,Station4in NortheastDenton,remainswithoutamedicalunit.Over19percentofambulanceresponsesinDistrict4 experience a response time of 10 minutes or longer. InsoutheastDenton,District6hasthehighestcallvolume.District6haslongresponsetimesandthehighest callvolumegrowthprojections.Responsetimesarecompoundedbytheriskpotentialassociatedwith developmentandpopulationdensity,andbytraveldistancefromthesingleexistingfacility.Twenty-five percentoftheDistrict6callvolumerequiressupplementaryresponsefromotherdistrictstohandle simultaneouscalls.Inapreliminaryresourcedistributionstudy,theInsuranceServicesOffice(ISO)has identified the need for two additional stations in southeast Denton. SOLUTIONS InApril2015,DentonCityCouncilmembersapprovedacontractualagreementwithDentonCounty EmergencyServicesDistrict#1whichoutlinesaprojectedstationopeninginNorthlakeinfall2018.Thefocus oftheFireDepartment’sstrategicinitiativesovertheinterimwillbeinvestmentsandprocessimprovementsto prepareforanISOre-evaluation.ThegoalistoimprovetheCity’sratingoverall,andtoutilizetheNorthlake FireStationtoaligntheRobsonRanchratingwiththeCity’scorerating.Itisimportanttonote,however,that areasoftheCitynorthwestandnortheastwillcontinuetoexceedtheISOparameteroffivemilesfromthe nearest fire station. Basedonexistingconditions,theFireDepartmentwillrecommendanewMedic8,locatedatatemporary locationinspaceleasedfromDentonRegionalMedicalCenter.TheDepartmentproposestobringalease agreementtoCouncilinsummer2016,allowingtimeforappropriatefinish-outofthespace.Ifapproved,staff would be hired in October with Medic 8 placed in service in January 2017. Within60days,acontractcanbeanticipatedforCouncilmemberapprovaltopurchasethepropertyon ColoradoStreetforFireStation8.Inaddition,apotentialpartnershipwithDentonMunicipalElectric,the ParksandRecreationDepartmentandDentonCountyTransitAuthoritytoland-bankafirestationlocationnear the intersection of University Drive and Loop 288 (Virginia Circle) is underway. Whilethedatademonstratesgrowingresponsetimeconcernsinthesystemthatsupportinvestmentsin additionalstationsandresponseunits,itiscriticalthattheseproposalsbeaccompaniedwithaconcurrent analysisofallavenuestoimproveresponsetimes.TheDepartmentcontinuestoimplementprocess improvements to keep units in service and in district. Inaddition,theFireDepartmentisleadingacoordinatedprocessimprovementstudy,alongwiththePoliceand TechnologyServicesDepartment,toprovideforthecurrentandfutureneedsoftheCity’s9-1-1Dispatch, ComputerAidedDispatch,andPublicSafetyRecordsManagementSystems.Automaticvehiclelocating systems,prioritydispatchingmethods(tieredresponse)andtrafficsignalpreemptionarebeinganalyzedfor opportunities. CONCLUSION TheDentonFireDepartmentiscommittedtoprovidingeffectiveemergencyservicetothecommunity.The strategicinitiativesarefocusedonimprovingresponsetimetoagrowingcitywithanincreasingservice demand.Alongwithidentifyinginvestmentpriorities,acommitmenttoacomprehensiveanalysisofallfactors thatcanpositivelyimproveemergencyresponsetimeisinprogress.Theuseandimprovementofdataanalysis to manage by fact will continue to be a department priority.
