INTRODUCTION Dentonhasauniquesetofcharacteristicsthatdistinguishitfromothermid-sizedcitiesintheregionwithits rapidgrowth,vibrantentertainmentdistrict,twomajoruniversities,atransportationinfrastructureinflux,and close proximity to Dallas/Ft Worth. These all combine to pose a number of challenges. Facingthemajortaskofmaximizingresourcestomeettherisingdemandsofservicedeliveryisoneofthose challenges.ThePoliceDepartmentisconstantlyexamining,analyzingandevaluatingdata,processes,and procedurestotryandprepareourselvesforthenextchange,wave,ordynamicthatcouldaffectthesafetyand securityofthepublic.Metricswemonitoraretraditionaldatasetssuchastheindexcrimerate,identificationof highcallareas,andpatrolresponsetimes,butamodernpolicedepartmentinarapidgrowthcitymustcombine traditionwithcuttingedgetechnology,progressivephilosophiesandpractices,andbepreparedtoadaptand change to maintain a standard of excellence expected by the citizenry. Tosetthestageinmeetingthesedemands,thePoliceDepartmenthaspublishedaclearmissionstatementwith anemphasisonexcellenceandcustomerservice,andestablishedavalues-basedfoundationtobuilduponwith theeverpresentgoalofreducingcrimeandfearofcrime.Addalongstandingtraditionofcommunity partnerships and an overarching dedication to quality training and you have today’s police force. HISTORICAL DATA In2015,wesawtheCity’scrimerateriseby89reportedcrimes,ora2.8%increase.Thelargestareaof increasewasinmotorvehicletheft(41%),andthelargestdecreasewasinBurglariesofHabitation(-17%). Overall,thisfigurerepresentsthesecondlowestcrimetotalinthepastsevenyears.Inthepasttenyears,the City’s index crime rate compared to the City’s population has continued a downward trend. Callsforservicehaveseena5%increaseineachyearsince2013.Injuryautomobilecrasheshaveremained somewhatsteady,whileoverallcrasheshaveincreased20%from2013to2015.Custodyarrestshavefallen 15% in the same time-frame. In 2015, DWI arrests were 30% lower than they were two years before. OPERATIONAL STRATEGY City of DentonPage 1 of 5Printed on 6/3/2016 powered by Legistar© File #:ID 16-660,Version:1 ThePoliceDepartment’soperationalstrategyisintendedtofacilitatetheDepartment’smissionofenhancing thequalityoflifeinthecommunity.BasedontheprovenconceptsofCommunity-OrientedPolicingand Problem-OrientedPolicing,thisstrategyengagespolicesupervisorsintheproblemsolvingprocess,withagoal of finding solutions instead of focusing resources on the symptoms of a problem. Patrolsupervisorsselectedelevenneighborhood-basedlocationsthroughouttheCitythatarehistorically criminogenicandinneedoffocusedpoliceefforts.Eachoftheseareasareassignedtoapolicesupervisor,who is tasked with developing and instituting a tailored response plan. ThisstrategyisintendedtobebasedontheDepartment’sValues,withaheavyemphasisonproviding customerserviceanddevelopinglong-termpartnershipswithourcommunity.Throughtheserelationshipswith thecommunityandtheuseofavailabledataandintelligence,realproblem-solvingeffortscanbeinitiatedwith a goal of reducing real crime and reducing the accompanying fear of crime throughout our City. STAFF DIVERSITY Chapter143oftheLocalGovernmentCodeestablishesstrictguidelinesforentrylevelapplicantqualifications, testingandhiringprocedures.Bothswornpoliceofficersandnon-sworncivilianstaffreflectadiversecross sectionofourcommunityintermsofrace,ethnicity,andgender.OfthetotalcombinedPoliceDepartment employees, 15% are black or African American, 11% are Hispanic , and 28% overall are female. COMMUNITY PARTNERSHIPS & ENGAGEMENT TheDentonPoliceDepartmentisdedicatedtoengagingthecommunityanddevelopingpartnershipswithour citizenstoaddressqualityoflifeconcernsandcriminalactivity.TheDepartmentremainsfocusedonits outreacheffortstoresidentialneighborhoods,apartmentcomplexes,andourretailandbusinessestablishments. In2015,theDepartment’ssocialmediapresencecontinuedtogrowthroughourinteractionswithcitizenson Facebook,Twitter,andtheNextdoorprogram.TheDepartmentalsoplacedanemphasisonestablishing relationships with residents and business owners in the Downtown and Entertainment Districts. National Night Out ÐNationalNightOutisanannualcommunity-buildingcampaignthatpromotespolice-communitypartnerships and neighborhood camaraderie to make our neighborhoods safer, better places to live.Ñ ThiseventistraditionallyheldonthefirstTuesdayofOctoberincommunitiesthroughoutTexas.In2015,the Police Department participated with seven community and neighborhoods groups across Denton. Citizen’s Police Academy Anelevenweekprogramdesignedtoeducatecitizensonalloperationsofthepolicedepartment,theCitizen’s rd PoliceAcademyisinits23year.Classenrollmenthasbeenatanall-timehigh.Adiversecrosssectionof citizensissoughtinthemakeupofeachclass.Studentslearninsideinformationonpatrol,investigations, SWAToperations,internalaffairs,communications911,aswellasmanyotherfunctionalareas,andare encouraged to experience a ride out with a patrol officer. Kids First Thisprogramfocusesonhighschoolandmiddleschoolstudentsinanefforttoeducateandchangeperceptions aboutthepolice,whatwedoandwhy,andhowtoreactduringapoliceinitiatedencounter.“KidsFirst”was developedbyDentonPoliceDepartmentincollaborationwithNAACPPresidentWillieHudspeth,past LULAC Council Presidents, Alfredo Sanchez and Tim Sanchez. Theprogram,fundedalmostentirelybycommunitydonations,combinescourseslikefinancialandcareer planninganddrugawarenesswithconfidence-buildingactivitieslikeropescourses,rockclimbing,andwater safety.Otheractivitiesaremixedintobuildpositiverelationshipswithadultmentors,suchashorsebackriding, canoeing,andacampingtrip.EachclassconductsafundraisingeventbenefitingtheScottishRiteHospital. RunbytheDepartment’sSchoolResourceOfficers,thisprogramhasservedmorethan250youngmenover thepastsixyears.In2015,theprogramwasexpandedtoincludefemalestudents.Manyoftheprogram participantshavegonefrombeingmarginalstudentswithpoorattendance,tohighschoolgraduatesaccepted into college or military service. Midnight Hoops TheannualMidnightHoopsprogramwasheldatBillyRyanHighSchoolin2015.Inadditiontothe31-team basketballtournament,thisyear’seventalsoincludedaJobFair,HealthFair,andanEssayContestfor graduatingseniorswhichprovided$1,900inscholarships.The450studentsandcommunitymembersin attendancewereentertainedbytheDallasMavericksandreceived175doorprizesawardedbythePolice Department. Funding for the program was obtained through Department fundraisers and community donations. Rape Aggression Defense (RAD) Program RADisaproactiveandempoweringcourseofferedtowomenthroughoutthecommunity.RADprovidesa curriculumthatincludesdefensivestrategies,informationonweaponuse,andrelevantlegalconcerns-all withinanoverallthemeofriskawarenessandavoidance.Afterweeksoftraining,studentsareofferedan opportunitytoemploytheirnewlyacquiredskillsinasimulationexercisethatprovidesanartificially stressfulenvironment.RADhasexpandedovertheyearsinbothnumbersofparticipantsandinthecourses offered.InadditiontotheBasiccourse,theDepartmentnowoffersadditionalcoursesinKeychain, WeaponsDefense,andanAdvancedRADcourse.Beginningnextyear,wewillofferRADforSeniors.In 2015, we conducted nine RAD courses for 136 different students. Back-to-School Fair The2015Back-to-SchoolFairwasheldattheMLKRecreationCenter.SponsoredbythePolice Department,FireDepartment,theHighNoonLionsClub,theMLKAdvisoryBoard,andlocalcommunity churchesandleaders,thefairprovidedapproximately750studentswithbackpacksandschoolsupplies. EmployeesfromthePolicedepartmentservedlunchandgaveaway14newbicyclesandhelmetstostudents attending the event. LINDA McNATT ANIMAL CARE & ADOPTION CENTER AnimalServicesisresponsibleforenforcementoftheprovisionsofChapter6oftheCodeofOrdinancesand themaintenanceoftheCity’sAnimalShelter.In2015,theDepartmentopenedtheLindaMcNattAnimalCare andAdoptionCenter.Thisstate-of-the-artfacility,builtthroughapublic-privatepartnershipbetweentheCity andtheDentonAnimalSupportFoundation(DASF),replacedthemuchsmallerandagingshelteronWoodrow Lane. AnimalServicesstaffhandled4,758animalsduring2015,anddiligentlyworkedtoensurethat89%ofthese animalswereadoptedorreturnedtotheirowner.Thestaffwasbolsteredbygenerousfinancialsupportfrom DASF and more than 8,400 hours of service from our dedicated volunteers. PUBLIC SAFETY TRAINING CENTER ThePublicSafetyTrainingFacilitycontinuestoexpanditsroleasaregionalpolicetrainingfacility.In2015, City of DentonPage 3 of 5Printed on 6/3/2016 powered by Legistar© File #:ID 16-660,Version:1 thefacilityprovidedmorethan3,560hoursoftrainingtolawenforcementpersonnelfromagenciesthroughout Texas,Oklahoma,andLouisiana.ThefacilityhasalsohostedtrainingcoursesforanumberofFederallaw enforcement agencies and police agencies from other jurisdictions. Inadditiontoin-servicetrainingcourses,theTrainingFacilityoffersaBasicPoliceOfficerCourse(BPOC)to newDentonofficersandrecruitsfromanumberofareaagencies.EachBPOCcourseprovides744training hoursfornewlyhiredpoliceofficers,includingfirearms,useofforce,emergencyvehicleoperations,and essentialcoursesintheapplicationoflaws.Todate,59officershaveattendedaBPOCcoursefromagencies suchasDenton,DentonCountySheriff’sOffice,Lewisville,TheColony,Frisco,CookeCounty,Carrollton, Denison, Farmer’s Branch, and Collin County. COMMUNICATIONS DIVISION TheCommunicationsDivisionprovides911emergencyserviceanddispatchescallsforbothPoliceandFire unitsthroughouttheCity.Telecommunicationsofficersarehighlytrainedandusingstate-of-the-arttechnology mustprioritizecallsforserviceandprovidesupportforemergencyrespondersinthefield.In2015,the Departmenthandled133,820callsthroughthe911emergencysystem.MissionCriticalPartners,aconsultant firmspecializingincommunicationsoperations,iscurrentlyconductingacomprehensiveassessmentofneeds and future goal improvements. This study should be completed in 2016. FUTURE CHALLENGES TheprimarychallengeforthePoliceDepartmentistheabilitytocontinueprovidingalevelofpoliceserviceto anever-growingcommunitythatmaintainsthestandardofexcellenceexpectedbythecitizensofDenton.The Citycontinuestobearapidlygrowingcommunity,withanestimatedpopulationofmorethan126,000citizens in2016.TheCityisprojectedtohaveapopulationinexcessof200,000by2030.Thegrowthincitizensis accompaniedbyaparallelincreaseinresidentialandbusinessconstructionthroughoutthe94.9squaremiles that encompasses the City of Denton. Intermsofpoliceservice,thiscontinuedgrowthequatestoadditionalcallsforservice,increaseddemandfor neighborhoodpatrolpresence,increasedvolumeoftrafficoncitystreets,andarelatedincreaseintraffic crashes.Thenearconstantstateofconstructiononcitystreetsandhighwaysalsoaddstothepotentialfor crashes,thefrustrationofdrivers,andtheincreaseddemandforapolicesolution.Relatedtothegrowthin populationisanincreasedexpectationforthelevelofpoliceservice.Majorcommunityconcerns,suchasthe increasingpresenceofhomelesspeopleinthedowntownareaandatcityparksbringwithitanexpectationfor thePoliceDepartmenttoprovideananswer.Similarly,citizensexpectagreaterdepthofserviceoncriminal incidents,particularlyintheareaofcrimesceneprocessingandforensics.Thesecasesaddtotheneedfor staffing, as they require additional trained personnel and greater amount of time to provide this service. Inordertoplanforthislevelofgrowth,andtoensuretheabilitytoprovideadequatestaffinglevelsforpolice services,thePoliceDepartmentcommissionedDr.EricFritsch,UniversityofNorthTexasDepartmentof CriminalJustice,andtheProfessionalDevelopmentInstituteoftheUniversityofNorthTexastoconducta StrategicStaffingPlan.ThisplanprovidedforstaffingneedsfortheDepartmentcoveringatimeframefromFY 2013-2014throughFY2017-2018.Inadditiontoaddressingstaffingneedsacrosstheorganization,Dr.Fritsch pointed out three critical staffing issues that affect the delivery of police services to the community. Insufficient Immediate Availability Thisissuecentersonhavingatleastone(1)patrolofficeravailabletoimmediatelyrespondtoaserious-nature servicecall,suchascrimesinprogressandincidentswherecitizensarelikelytobeinimminentdanger.The studydrawstheconclusionthatthecurrentlevelofpatrolstaffingisinsufficientandresultsinanexcessive City of DentonPage 4 of 5Printed on 6/3/2016 powered by Legistar© File #:ID 16-660,Version:1 amountof“holdtime”onthesetypesofcallswhiletryingtofindanavailableunittorespond.Atpresent, officers are immediately available 50% of the time for a Priority 1 call. StudydataindicatesthatPriority1callsareheldasmuchasfourtosixminuteswaitingonanavailableunitto clear another call and respond. Excessive Response Times Thisissueinvolvesthelengthoftimeittakesanofficer,oncedispatchedtoacall,toarriveatthescene.The datacitedinthestudyindicatesthatforthepreviousfiveyears,responsetimestoPriority1callsconsistently averagedmorethansixminutes,andPriority2and3callsaveragedmorethansevenminutes.Inthetwoyears sincethestudy,responsestimeshavecontinuedtorise.In2015,theaverageresponsetimeforPriority1calls averagedjustoversevenminutes,andPriority2and3callsexceeded10minutes.Excessiveresponsetimesare directly tied to the staffing levels of on-duty personnel. Insufficient Self-Initiated Time Thisissueconcernstheavailabilityoftimeforpatrolofficerstoconductproactiveactivities,suchasdirected patrolsofproblemlocationsorneighborhoods,trafficenforcement,communitypolicingactivities,andgeneral neighborhoodvisibilitypatrolwork.Thelong-establishednationalstandardforself-initiatedpatroltimeisthat 33%ofeachofficer’sshiftshouldbeallocatedtothesetypesofactivities.Thecurrentpercentageofself- initiated activity measures at slightly less than 11% per shift. STRATEGIC PLAN RELATIONSHIP TheCityofDenton’sStrategicPlanisanaction-orientedroadmapthatwillhelptheCityachieveitsvision.
